AB 1970: Low-carbon fuels: electric trucks and charging stations: zero-emission vans.

Existing law requires the State Energy Resources Conservation and Development Commission, in partnership with the State Air Resources Board, Board and in consultation with specified state agencies, to develop and adopt a state plan to increase the use of alternative fuels, as defined.
The California Global Warming Solutions Act of 2006 establishes the state board as the state agency responsible for monitoring and regulating sources emitting greenhouse gases. Pursuant to the act, the state board has adopted the Low-Carbon Fuel Standard regulations.
This bill would require the State Energy Resources Conservation and Development Commission commission to develop a pilot program for 3 a pilot projects, project, as specified, for the development of innovative low-carbon fuel, as defined.
This bill would require the commission to develop a pilot program to reduce emissions of greenhouse gases and improve air quality at a marine terminal located in a disadvantaged community located in the County of San Diego through the purchase of electric yard trucks and charging stations.
This bill would require the commission to develop a pilot program in the County of Riverside to purchase zero-emission vans to be used by the Corona Regional Medical Center to transport low-income and disabled patients and to provide transportation for low-income senior citizens in the City of Eastvale.
This bill would make legislative findings and declarations as to the necessity of a special statute for the Counties of Riverside and San Diego.
