AB 3119: San Diego International Airport Mobility and Sustainability Committee: airport mobility and sustainability plan.

(1)Existing law establishes the San Diego County Regional Airport Authority, as a local government entity of regional government, with specified jurisdiction extending throughout the County of San Diego, and prescribes the functions, duties, and powers of the authority relating to the operation, management, and development of the San Diego International Airport and airport facilities.
This bill would create the San Diego International Airport Mobility and Sustainability Committee, consisting of 7 8 members, as prescribed, and would require the committee, by January 1, 2020, to prepare and submit to the governing board of the authority and the Legislature a plan to address specific issues of mobility and sustainability related to the San Diego International Airport that impact multiple public agencies, including, but not limited to, issues relating to traffic congestion, unmet transit need of airport passengers and employees, and impacts of climate change and environmental factors, as specified. By imposing new duties on local government entities with regard to appointment to and participation on the committee, this bill would impose a state-mandated local program.
(2)The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
