Existing law authorizes state agencies to adopt, amend, or repeal regulations for specified purposes. The Administrative Procedure Act requires the Office of Administrative Law and a state agency proposing to adopt, amend, or repeal a regulation to review the proposed changes for, among other things, consistency with existing state regulations.

This bill would require each state agency, as defined, to review, on or before January 1, 2021, that agencys regulations, identify any regulations that are duplicative, overlapping, inconsistent, or out-of-date, and to report those findings to the Legislature and Governor, as specified. The bill would repeal these provisions on January 1, 2022.

Existing law generally regulates the governance of local agencies and defines a local agency to mean a county, city, or city and county.This bill would make a nonsubstantive change to that definition.
