Existing federal law defines the term emotional disturbance for purposes of the federal Individuals with Disabilities Education Act. Existing state law uses the term emotional disturbance for certain purposes relating to the provision of special education services.

This bill would provide that the term emotional disturbance as described above may also be known as emotional disability under state law.
