(1)Existing law requires the Commission on Teacher Credentialing to, among other things, establish standards for the issuance and renewal of credentials, certificates, and permits, as specified. Existing law imposes minimum requirements for a preliminary multiple subject, single subject, or education specialist teaching credential, including satisfactory completion of an accredited program of professional preparation that, among other things, provides experience that addresses health education, including cardiopulmonary resuscitation (CPR). Existing law requires that training in CPR to meet the standards established by the American Heart Association or the American Red Cross.
Existing law specifies minimum requirements for the 3-year preliminary designated subjects career technical education teaching credential and the 5-year clear designated subjects career technical education teaching credential.
This bill would, commencing July 1, 2025, add certification in CPR that meets the standards established by the American Heart Association or the American Red Cross to the minimum requirements for the 3-year preliminary designated subjects career technical education teaching credential and the 5-year clear designated subjects career technical education teaching credential, as specified.
(2)Existing law authorizes the commission to issue or renew emergency teaching or specialist permits in accordance with regulations adopted by the commission for the corresponding credential type, including, among others, basic teaching credentials and credentials for teaching specialties, as provided.
Existing law requires the governing board of a school district, for positions requiring certification qualifications, to employ only those persons who possess the qualifications for those positions prescribed by law. Existing law requires teachers in charter schools to hold the commission certificate, permit, or other document required for the teachers certificated assignment.
This bill would, commencing July 1, 2025, prohibit a school district, county office of education, charter school, or state special school from hiring any person for purposes of a short-term staff permit, provisional internship permit, or a teaching permit for statutory leave unless that person has a certification in CPR that meets the standards established by the American Heart Association or the American Red Cross.
