Existing law, the 1998 California High School Coaching Education and Training Program, declares the intent of the Legislature to establish a California High School Coaching Education and Training Program to be administered by school districts with emphasis on specific components, including training in cardiopulmonary resuscitation and first aid. Existing law requires every high school sports coach to complete, at their own expense, a coaching education program that meets the guidelines established by the California High School Coaching Education and Training Program.

This bill would revise and recast the programs requirements for training in cardiopulmonary resuscitation and first aid by, among other things, by July 1, 2024, requiring training in recognizing and responding to the signs and symptoms of cardiac arrest. The bill would also add certification in the use of an automated external defibrillator to the training component of that program.

Existing law requires, if a school district or charter school elects to offer any interscholastic athletic program, the governing board of the school district or the governing body of the charter school to ensure that there is a written emergency action plan, as specified, in place.

This bill would require, by July 1, 2024, the emergency action plan to include a description of the manner and frequency at which the procedures to be followed in the event of sudden cardiac arrest and other medical emergencies related to the athletic programs activities or events will be rehearsed.
