AB 1093: Public postsecondary education: academic exchange programs: plan.

Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, the California State University, under the administration of the Trustees of the California State University, and the University of California, under the administration of the Regents of the University of California, as the 2 of the 3 segments of public postsecondary education in the state.

This bill, commencing with the 202728 school academic year, would require the California State University and each California community college district, University, and would request the University of California, to (1) adopt a plan to increase the number of students participating in exchange programs with universities in Mexico, and (2) make every effort to increase the number of students attending Mexican universities who participate in exchange programs with California public universities, as defined. The bill would, among other things, require the California State University to have an exchange program at a minimum of 10 of its campuses by January 1, 2027, to make every effort to ensure that exchange programs are available to students at all of its campuses by January 1, 2029, and would require the office of the Chancellor of the California State University to facilitate the distribution of sample educational materials for the exchange programs and coordinate outreach, as specified. The bill would require each community college district to make every effort to have an exchange program at a minimum of one of its campuses by January 1, 2029. By imposing additional duties on community college districts, the bill would impose a state-mandated local program. The bill would authorize a California public university to enter into a tuition reciprocity agreement with universities participating in an exchange program. Mexican public universities, as provided. The bill would require these provisions to become operative only upon an appropriation of funds for its purposes.
