Existing law authorizes the Department of Motor Vehicles to issue an identification card to any person attesting to the true full name, correct age, and other identifying data as certified by the applicant for the identification card. Existing law provides for the issuance of senior citizen identification cards for any person 62 years of age or older free of charge.

This bill would require the department to amend any forms used for the cancellation or surrender of a drivers license to allow a person 62 years of age or older to apply for an identification card using the same form. The bill would require the department to issue an identification card bearing the notation Senior Citizen to the applicant upon receipt of this amended form.

Existing law prohibits a person from driving a motor vehicle upon a highway unless the person holds a valid drivers license issued by the Department of Motor Vehicles, except as specified. Existing law requires the department to issue a drivers license to an applicant when the department determines that the applicant is lawfully entitled to a license. Existing law generally provides for the renewal of drivers licenses.This bill would state the intent of the Legislature to enact legislation related to the renewal of drivers licenses.
