Existing law, the State Civil Service Act, regulates employment with the state and vests in the Department of Human Resources all powers, duties, and authority necessary to operate the state civil service system. Existing law establishes standards for the use of personal services contracts by state agencies. Existing law permits personal services contracting to achieve cost savings when specified conditions are met, including that the contract does not cause the displacement of civil service employees.

This bill would require specified state departments to provide certain information, by facility, on a quarterly basis to the relevant employee representatives regarding positions, vacancies, and registry contract data of their state-run health facilities. The bill would require the departments to make the information available to the public on a publicly accessible website.

Existing law states that it is the policy of the state that the workweek of the state employee shall be 40 hours, and the workday of state employees 8 hours, except that workweeks and workdays of a different number of hours may be established in order to meet the varying needs of the different state agencies.This bill would make nonsubstantive changes to those provisions.
