Existing law vests the Public Utilities Commission with regulatory authority over public utilities, including electrical corporations and gas corporations.
This bill would state the intent of the Legislature to enact subsequent legislation that would authorize cities within the Pacific Gas and Electric Company (PG&E) service area, including, but not limited to, the City and County of San Francisco, to withdraw and separate from PG&E and either (1) create their own public utility, owned by and accountable to the public and not private shareholders or (2) join an existing municipal utility.
