Good morning, colleagues. It's so wonderful to see everyone this morning feel the buzz in the room. That's okay, I don't mind. We can sleepwalk through this one. AB 537 is a consumer protection bill that cracks down on short term lodging, hidden fees. We've all experienced it, probably some of us, while we were booking our hotels this weekend. You go to a website, you enter the dates of your stay. You pick a room for a certain price, and then at the very last minute, the hotel or the lodging site tax on resort fees or cleaning fees or even a destination fee right before you book the property. And once you're already kind of psychologically committed to booking the property, AB 537 will put an end to this deceptive practice by ensuring that the advertised or offered cost of the stay be disclosed in the upfront price, including all taxes and fees required to stay at the short term lodging. Californians are sick and tired of being misled. The advertised or offered price of your stay should be the real price that you pay. Respectfully ask for an eye vote.

Assembly Concurrent Resolution 74 by Assembly Member Friedman relative to Motorcycle Safety Awareness Month

Good morning, Mr. Speaker and members. I am very proud today to rise to present ACR 74, which recognizes May as Motorcycle Safety Awareness Month. This resolution highlights the importance of motorcycle safety awareness and training for the 1.4 million licensed motorcyclists in California and on part of all drivers through the California Highway Patrol Motorist Safety Program. The state has trained over 52,000 riders in 2022 and over 1.4 million since the start of the program, leading to a 2.6% decrease in motorcycle fatalities, compared to a 10% increase nationwide since 2014. Motorcyclists, along with cyclists, are some of the most vulnerable users of the road, and it's crucial that all vehicle drivers be aware of one another and practice courtesy by sharing the roadway with my motorcyclists. I would respectfully request your Aye vote on ACR 74, and that the first roll be open for coauthors.

Commissioner Duryee was appointed to service the 17th Commissioner of the California Highway Patrol on February 3, 2023, after serving 25 years in the CHP. He is responsible for maintaining the safety and security of millions of residents and visitors across the state and has received numerous honors and awards, including the Governor's Employee Safety Award. Today. Commissioner Duryee is accompanied by CHP personnel from the California Motorcycle Safety program up in the gallery. Thank you, Mr. Speaker. Good morning, colleagues. It's my honor to introduce my favorite constituent from Assembly District Twelve, my wife, Dawn Connolly. Thank you. So, on May 11, we celebrated our 32nd anniversary, having met back in the day when I was a second-year law student. We had both graduated from Cal, Go Bears. And she is very excited to see the legislature in action, I think, and certainly seeing where I spend my time away from home. I'll just conclude by noting Dawn knocked on 2000 doors to get me here last year, a fact that I've been reminded of once or twice since. But needless to say, I could not have done it without her and really appreciate your warm welcome of her today. Thank you.

Thank you, Mr. Speaker. Good morning, members. I'm honored to introduce ACR 79 in recognition of Lupus Awareness Month. Lupus is a chronic autoimmune disorder that causes the immune system to attack healthy cells, tissues and organs. This disorder affects millions of people in the country and throughout the world. It is estimated that 1.5 million of Americans have a form of lupus and about 90% of people living with the disease are women. Lupus does not have an identified cause and still does not have a cure. Those with lupus will test that struggling to fight this disease can often be lonely, frustrating, and mentally challenging. Coping with a condition that we have not found a solution for. May is Lupus Awareness Month, and its purpose is to bring people together and show the Lupus community that they are not alone in this fight. This mission is particularly important to me as two of my incredible staffers, Christina and Anna, are both Lupus warriors throughout their battle with this disease. Christina and Anna both show up to work every day and light up the office for Christina and Anna and the millions of people fighting through this disease. I encourage you all to support Lupus Awareness Month and raise awareness, support, research, and show our gratitude for those living with Lupus and still getting the job done. Thank you, Mr. Chair. Members, thank you for allowing me to present AB two nine six. This bill would establish the 911 public Education campaign to be administered by Cow OES to educate the public on when it's appropriate to call 911 for assistance. This campaign would aim to rise public awareness of when to and when not to call 911 to reduce unnecessary calls. Another goal would be to reduce delays in the 911 system caused by non urgent calls that tie up emergency resources and cause delays for those calling with life threatening situations. 911 is routinely caught in nonemerges due to a need to know what other nonemergency resources are available. As a career first responder, I have seen the important impact these nonurgent calls have on the EMS system as a whole. Hospitals become overcrowded, first responders experience unduly long wall times, and patients need immediate care that do not receive such as we are nearing the end of EMS week. I feel honored to be able to carry legislation to alleviate the pressures on our EMS system. Educating the public through this campaign will alleviate these issues, making our system operate efficiently and effectively. With that, I respect the ask for an aye vote.

Thank you, Mr. Speaker. I rise to present AB 1373, a measure put forward by the administration in the budget trailer bill process. A measure that our colleagues in sub three, as well as the energy utilities committee have discussed thoroughly through this bill. The bill contains three specific parts the creation of a central procurement entity with DWR, establishing payments for statewide reliability reserve from electricity suppliers that did not meet the reliability resource targets, and changes to the CPUC's enforcement of resource procurement. Much of the attention of this bill has been focused on the central procurement entity, a policy that's been discussed in this particular body many, many years before this bill. In front of us. I've often said that our procurement needs to weigh both lease cost and best fit so that we don't have gaps that lead to reliability issues. Having the department of water Resources be able to buy resources when our utilities haven't been able to or have chosen not to, is the cheapest and most efficient way to get these needed resources online. The bill has received some opposition throughout the process, but the bill, as it is in front of you, has addressed many of those concerns. And so for that, respectfully asking for your aye vote.

Thank you, Mr. Speaker and Members, I rise in support of 1373, which is a key piece of the puzzle that is making offshore wind a possibility, a reality here in California. Offshore wind will be critical. In my district, I have the honor of representing Humboldt County, which is one of the first of two coastal territories identified by the federal government for offshore wind development. Del Nord and Mendocino counties, both in my district, have also been identified by the federal government for the second round of offshore wind lease auctions. Offshore wind presents an incredibly complex set of challenges, but I believe the North Coast is up to those challenges here in the Assembly. We have been hard at work on this. I've been working with a group of Members here who are passionate about offshore wind, discussing port infrastructure, transmission lines, environmental impact awareness, workforce development, and more. There's a lot to this, folks. A lot can go wrong. So we have to get this right. As my colleague from Coachella already stated, this bill creates a central procurement entity for energy resources, including offshore wind. Importantly to me and my district, this bill so also creates the Offshore Wind Working Development Fund. This policy is critical in ensuring community investments in areas like my district. Money from this fund will be essential for our thank you. I felt windy in here somehow. I don't know. Money from this fund will be essential for our partners who are already preparing to train a new workforce. These partners include higher education institutions like Cal Poly, Humboldt College of the Redwoods, vocational training, the trades, tribal nations and more. I want to thank the author as the chairs who have been engaged on this issue and who have been open to working with our office and our partners working on the offshore wind regarding the equity implications of central procurement, I respectfully ask for your aye vote.

Good morning. Thank you, Mr. Speaker. AB 243 would allow victims of child abduction to enroll in California's Safe at Home program, which offers name and address confidentiality on public records. Just last year, the Attorney General reported more than 60,000 missing children in California. Current law allows victims of human trafficking, domestic violence, sexual assault, and similar crimes to apply for this program. However, victims of kidnapping are not currently ineligible. In 2021, the Department of justice reported 37 cases of stranger abduction and more than 1500 cases of parental abduction statewide. Since 1999, the Safe at Home program has helped protect thousands of survivors address confidentiality not only helps victims heal from past trauma, but it also helps protect them from being revictimized. I want to thank the Secretary of State's office for providing valuable feedback and working with my office on the amendments. Thank you. And I request an aye vote.

Thank you, Mr. Speaker. It is with a heavy heart that I rise today to adjourn in memory of Livingston Police Chief Chuck Hale. Mr. Speaker and members, on May 16, 2023, we were informed of the sudden loss of Chuck Hale, our Livingston Police Chief. Chief Hale was a loving man and had a longtime law enforcement was a longtime law enforcement official who dedicated his career to public service and public safety from his last year of high school, participating in the Merced County Sheriff's Office Explorer. Program. Chief Hale became devoted to serving the Central Valley Dedicating. Years of service to the Dos Palos Police Department, the Merced County Sheriff's Office and the Livingston Police Department. Chief Hales first began interim Chief of Police for the City of Livingston and later was sworn as Chief. As Chief, he led the way in advancing technology and equipment at the station so that the officers can better serve Livingston. He was well respected by officers and the community and constantly went out of his way to attend local events and engage with community members. Chief Hell will continue to be remembered for his helpless service, unwavering dedication and admirable values. I ask that we send our love, support and prayers to his family and the loved ones today. Especially his loving wife Amanda and the two children and his two children, Kerrigan and Kaden. Thank you for taking his time to recognize and honor an important member of the Livingston community. Our heart goes out to not just Chief Hale's family, but our entire Livingston community.
