This is a business and professions code. Omnimus Bill. It contains several changes to a number of practice acts administered by the Department of Consumer Affairs. The measure was amended in the Assembly to include necessary fee increases for boards that are in dire fiscal situation and extended the current requirements for a junk dealer or recycler to submit additional information to the Department of Food and Agriculture when applying for a waymaster's license, along with a payment of additional fees for each fixed location.

The Bill updates provisions of the Interior Design Chapter to clarify that the California Council for Interior Design certification is the certifying entity, including codifying the commercial design stamp designation, among other technical and clarifying changes. The Bill also increases various license fees in order to ensure solvency for the Board of Psychology, Board of Pharmacy, Board of Accountancy, and the Landscape Architects Technical Committee, as requested by those entities and the Department of Consumer Affairs.

The Bill deletes the current prohibition in the Veterinary Medicine Medical Practice Act that prevents the Veterinary Medical Board from being able to issue a probationary certificate, if appropriate, to an applicant for a veterinary assistant controlled substance permit. The Bill also makes technical changes related to the authority for the Board of Vocational Nursing and Psychiatric Technicians to decrease community college fees for that board's school approval process when those institutions face declines. In enrollment and commensurate declines in state funding. At the appropriate point in time, I'd request your aye vote.
