Well, thank you, Mr. Chair and colleagues. My testimony is less than one minute, and so is the person who's speaking, so it should be brief. Today I present to you SB 7, which would create a responsibility for every city to provide homeless-serving housing according to the number of residents who are homeless, based on their point in time count. No one deserves the loss of dignity, safety, and the adverse impacts of physical and mental health that homelessness causes.

We all deserve to be able to use public spaces free of people living in them as well. This bill will create clear roles and accountability when it comes to ending homelessness. Right now, most cities in the State of California do not have any obligation to provide homeless-serving housing. It is entirely discretionary. I will continue to engage with the relevant parties to determine the source of funding for SB 7. Clearly, articulating that cities are responsible for providing homeless serving housing using state funds will bring us closer to ending the humanitarian crisis of homelessness.

Good morning, Mr. Chair and Members. My name is Mahdi Manji. I'm with the Inner City Law Center, and we're very proud to sponsor Senate Bill 7. Inner City Law Center is federal pro bono legal services provider. We provide free legal services to families and individuals who are homeless to help them get housing and stay housed. I want to start by sharing my experience with homelessness. In 2016, I worked on the field campaign for Senate District 25 in Pasadena and Claremont.

The campaign was very successful, but shortly thereafter, I was evicted from the room I was renting in Whittier. And I remember afterwards sitting in a coffee shop, having moved all my belongings into a storage unit. I tried to find a room to rent over the last few weeks, but I wasn't very successful in finding a place to stay. And as it got closer to closing time, a great sense of fear sort of began overtaking me. And I remember that fear distinctly.

I hope none of you are familiar with that feeling of not knowing where you're going to sleep. It's this very immobilizing fear, and it makes it difficult to look beyond the immediate crisis and to imagine a better future. I share this story because I know what separates me from someone who was forced to sleep on the street was luck and a helping hand. And I believe in the wealthiest state in the wealthiest nation in the world, we can do better.

I believe that we can require every locality to consider the needs of the residents without a home when they're planning for housing. SB 7 requires localities to take the needs of their homeless residents to account, plan to end homelessness, and provide housing opportunities to homeless residents. Localities can provide these opportunities in a variety of locally tailored methods. SB 7 will support localities in creating a path to end homelessness. And Inner City Law Center is very proud to support SB 7.
