Great. Thank you, Mr. Speaker, Members, we've had a lot of change in my office. My chief staff, Tiffany, had a baby recently, my legislative aide, Emily, got married. But one thing I want to talk about today is that my Legislative Director, Chloe Bowman, she married Chris, who works for the Pro Tem over the weekend. And first of all, say it's the closest a Democrat's ever going to get to my office.

But I do want to say she got married in all places Truckee, because she wanted to get married in the snow. Well, if you missed it, there was a little bit too much snow. And unfortunately, the pro tem and I couldn't make it up to the wedding. And so I just wanted to recognize a very special person to me for being married this last weekend. And congratulations very much.

Good morning, speakers and Members. Today I stand before you to introduce ACR 141, officially designating March 3 through March 9 of 2024 as Women in Construction Week in our great State of California. The special week was established by the National Association of Women in Construction in 1953 to bring awareness to the many contributions women have brought to the construction industry.

Our acknowledgment today extends to the unions, the backbone of the construction industry, whose relentless advocacy has been instrumental in advancing the status of women in this sector by ensuring fair wages, safe working conditions, and equal opportunities for all. In California, 90% of women apprentices who graduate into the trades jobs come through the joint labor management building trades apprenticeship programs that are run by our unions. Although we've come a long way since 1953, there is still so much work to be done.

Women in construction still only account for 10.9%. We aim to change that with an ambitious goal of 20% representation by 2029. These roles are more than just jobs. There are pathways to economic security offering valuable skills and a gateway to the middle class. Our strength in California lies in our diversity and our tenacity of our workforce. Our commitment to enhancing the representation and treatment of women in construction is unwavering. As we celebrate the strides of our trades, women's have made.

Let us renew our commitment to empowering women in the construction by supporting all who enter the workforce in California. Colleagues, I respectfully request your. I vote on ACR 141.

Thank you, Mr. Speaker. Monday marks the start of the holy month of Ramadan. During this time, Muslims all over the world will observe a daily fast of food and water from dawn to sunset. Fasting is not unique to Islam. In fact, many faiths incorporate a form of fasting. This shared practice is recognized in the text of the Quran as Chapter two, verse 183, which reads, fasting is prescribed to you as it was prescribed to those before you, that ye may learn self restraints.

Given the continued escalation of conflicts around the globe, it is more important than ever that we unite as God's people. We must remember that we have more in common than we have indifference. Chapter three, verse 64 provides an invitation to the book of the sorry to the people of the book who we regard as Christians and Jews to come to a common word or understanding. Even though we may differ in some aspects, let us come together in areas we agree upon.

This includes the fact that we worship one God and that we do not associate partners with him. Many people have a misconception that Muslims believe in a different God than that of Christians and Jews. That is not true. The word Allah, which you're all probably familiar with, is simply the Arabic word for God. It is not the name of a different God. Arabic Christians use the same word, Allah, to refer to God.

As evidence of this, look no further than Chapter two, verse 133, where Jacob asks his sons who they will worship after he dies. His sons respond that they will worship the God of Abraham, Ishmael and Isaac, the one true God. I cite these verses as confirmation that we are all part of a shared religious family. We are all the children of God, and to him we owe our praise.

It would be remiss of me to not also acknowledge the senseless tragedies that have occurred in the Middle East. As Muslims, we unequivocally condemn the murder of innocent civilians. The actions of Hamas on October 7 are reprehensible and do not reflect the principles of Islam. Rather, they are explicitly condemned by scripture.

Chapter five, verse 32, states that if anyone kills an innocent person, it will be as if they killed all of humanity, and whoever saves a life, it will be as if they saved all of humanity. The perpetrators of terrorism will not be rewarded in the afterlife. They will be judged and punished according to the word of God. We mourn the senseless death of the almost thousand Israeli civilians, including 36 children that were murdered by Hamas.

We also mourn the humanitarian crisis taking place in Palestine as their civilian death toll continues to grow and has reached 30,000. This war has unleashed unimaginable pain, grief and suffering on both the people of Israel and Palestine. We pray for a peaceful and lasting resolution to this ongoing conflict. We pray that all hostages are safely and quickly returned to their families. And we pray for common understanding and unity in our devotion to the one true God.

May God bless you all, and may God continue to bless the United States and the State of California. Mr. Speaker, I ask that the roll call be open for co authors.

Thank you, Mr. Speaker and Members, on behalf of the California Legislative Jewish Caucus, I'm proud to rise in support of ACR 142 in commemoration of the month of Ramadan Ramadan is a holy month for Muslims around the world. This holiday is about gratitude, compassion and respect for all communities and people from all walks of life. The iftar breaking of the fast each night focuses on building community and spending time with family. Ramadan teaches important spiritual and personal values that all should strive to live by.

Over the next month, Muslims and Jews will be celebrating some of the most important days of the year in our communities. Both of our communities will recognize their holidays in the company of family and friends and participate in similar rituals of gratitude. While tensions can be high when so many individuals fail in such a small space, and this year is no exception, there is a hopeful beauty to the way both communities congregate for such sacred traditions. Going back thousands of years.

The relationships between Jews and Muslims in the United States and California is important, and we must recognize that we have so much in common historically and culturally similar to the Jewish community. The Muslim community has faced many hardships in the United States, even right here in California. Islamophobia and hate crimes against Muslims have surged in the last few months, just as the Jewish community has faced increasing anti semitism.

And that anti Muslim sentiment is something that we all have to be very deliberate and work to combat. Together, the Jewish community and the Muslim community must fight as one against stereotypes and discrimination. We must prevent all hate against the Muslim community and ensure that they have a safe and a meaningful holiday. We must learn to embrace other cultures and celebrate the beauty of our different religions.

In that spirit, and on behalf of the Jewish caucus, I wish all of California Ramadan Mubarak a blessed Ramadan, and I respectfully ask for an aye vote on ACR 142.

Moving to Senate third reading file item number 14, SB 479.

Good morning, Mr. Speaker. I rise on behalf of SB 479 Durazo. Among other changes to the no fault cause eviction provisions of the Tenant Protection act of 2019, last year's SB 567 defined which owners are authorized to evict a tenant in order to move themselves or qualifying family Members into a unit pursuant to civil code Section 1946.2 among the authorized owners defined in SB 567 is an owner who is a natural person that has at least 25% recorded ownership interest in the property.

It was the author's intent, after carefully negotiating, to address the concerns of the California Apartment Association, for a natural person who is the beneficial owner of a limited liability company or partnership to also qualify for this provision if they have at least a 25% ownership interest in the property. However, the last set of amendments to SB 567 inadvertently left out the words beneficial and at lease. These amendments delete the prior contents of SB 479 and fix this oversight.

The sponsors of SB 567 and the California Apartment Association both support SB 479 as proposed to be amended. I ask for your aye vote.
