Thank you Mister speaker and Members, I'm pleased to present ACR 223, which would designate September 2024 as emergency preparedness month. California faces many emergencies each year, including floods, wildfires, energy shortages, and droughts. In the last year alone, we experienced 14 declared emergencies near my district.

The Edgehill fire is currently burning in Northern California. Firefighters are battling the park fire, which is one of the largest in California's history. Given that California is a disaster prone state, we must take steps to prepare for such events.

Educating and empowering Californians to make plans for emergencies, including ensuring access to food, water, shelter, backup power, and transportation, is critical to their safety. To recognize the importance of preparing ourselves to face disasters, and in concert with the National Emergency Preparedness Month, I invite you to support ACR 223 to designate September as emergency preparedness Month in California.

Here on our floor, we welcome Asim Ali Khan, Council General of Pakistan, and Doctor Imran Sharif, Chairman of the Council of Pakistan.

Pakistan proclaimed its independence in 1947 and since then has continued to foster a close relationship with the United States and California. I had the privilege, along with my colleagues, Assemblymember Gibson, Assemblymember Holden, Assemblymember Wendy Carrillo to join.

We were the delegation that visited Pakistan a little over a year ago, where we had the privilege of learning about Pakistan's history, culture, and a number of advances unique to the country that have the potential to inform opportunities here in California.

I would also like to note that California is home to more than 63,000 individuals of Pakistani descent, and most or almost most of them are in California, including my district Director, Maha Rizvi. This Institute, supported by the Solano County Office of Education and Touro University's public health program, engages 30 high school students from my district and a five-day intensive youth advocate training. The program, led by experts in youth development, public health, and community activism, prepares students for active roles in policy development and community leadership.

Part of their training includes today's field trip to the Capitol, where they will engage directly with you all and gain real-world insight into governance. Please help me welcome these future leaders who represent our community's bright future. Thank you all of you, for being here today.

Assembly Concurrent Resolution 225 by Assemblymember Addis and others relative to Coastal Stewardship Day.

Thank you, Mister speaker. Members, I rise as chair of the California Legislative Central Coast Caucus to present ACR 225, which celebrates August 82024 as California's Coast Coastal Stewardship Day. California's coastal regions are home to 70% of California's population. They bring billions of dollars into our state economy.

They provide hundreds of thousands of jobs, and they are host to people from across the globe and within this chamber who journey to the coast for the natural beauty and biodiversity that cannot be found elsewhere.

As Californians, we are called to preserve our coastal regions, not just for future generations, but for the health and the biodiversity that shouldn't just survive, but needs to thrive in our coastal regions. As California leaders, I invite you to help me recognize and celebrate the importance of of coastal stewardship.

The coast and its wetlands provide home and shelter to hundreds of marine mammals, birds, fish, and turtle species. And additionally, the coast and its wetlands sequester carbon, absorb floodwaters, and reduce the impact of storm waves. Unfortunately, we have lost 90% of California's wetlands, and it is crucial that we reassert our commitment to coastal stewardship.

As chair of the California Legislative Central Coast Caucus and a lifelong coastal resident, I personally invite you, if you haven't come already, to visit the central coast, but also to join me today in recognizing August 8, 2024 as California's Coastal Stewardship Day. Thank you.

Thank you, Mister Speaker. I rise today to support her 225, proclaiming today as Coastal Stewardship Day. Like my colleague from Morro Bay, I'm fortunate to represent a beautiful part of the coastline with surfers and swimmers, humpback whales, brown pelicans, and the majestic Channel Islands.

It is a biodiversity that is almost unsurpassed in the world and I really urge an I vote for this because we do have to take the stewardship of the coast very seriously. Thank you very much.

Thank you Mister speaker. Members, good morning. I rise today in strong support of ACR 225 and thank our colleague from Morro Bay. California's coast is one of our greatest natural resources. As a proud North Bay resident, I'm deeply committed to preserving the natural beauty and integrity of our marine ecosystems for future generations.

From the rugged cliffs at Point Reyes to the serene beaches of Bodega Bay, I'm constantly reminded of the responsibility we bear to protect access for Californians and millions of tourists who come to witness these wonders. Stewardship means actively preserving to ensure that our coasts remain healthy and vibrant.

We must continue to support and promote policies that combat climate change, protect marine life, and reduce pollution that threaten to destroy these fragile ecosystems. This year's budget included $2 million for the marine Mammal center in my district district in Sausalito, which will allow Marine Mammal rescue organizations up and down the coast that rehabilitate stranded and injured mammals.

Today, I hope we can recommit ourselves to protecting these vital programs. Together, we can ensure that future Californians will inherit a coastline that is beautiful, resilient, and healthy. Thank you.

Thank you, Mister speaker and colleagues. Today I rise in support of ACR 225, which proclaims August 8 as coastal Stewardship Day in California. Please take a moment and envision yourself standing on a cliff overlooking our magnificent California coast.

Feel that ocean breeze on your face, breathe in that salty air, embrace those crashing waves and listen to the sea lions barking with joy. Our colleague from Morro Bay and I share the privilege of representing Monterey Bay. The Monterey Bay includes 29 miles of coastline, many beaches, state parks, harbors, and the Monterey Bay National Marine Sanctuary.

I'm sure many of you have taken trips to the Santa Cruz beach boardwalk, or walked along the scenic West Cliff Drive, or visited the monarch butterflies at Natural Bridges State beach in my district. Wherever you have visited along California's coastlands.

I hope you have experienced the power, the beauty and the splendor and the sanctuary it holds for our residents and visitors. California's coastlines offer spaces for leisure and tourism. Investing in coastal stewardship can lead to long term economic gains by ensuring these resources remain viable for future generations.

In addition, healthy coasts act as natural barriers against storm surges and erosion, protecting inland areas from extreme weather events. Unfortunately, climate change and the atmospheric river storms our region has experienced over the last couple of years have taken a serious toll on our coastline. Damage to marine ecosystems is so prevalent, it's so hard to fathom.

I'll share one sobering fact. According to a 2021 study by researchers at the University of California in Santa Cruz, California's north coast has lost 95% of its kelp canopy across 217 miles of coastline since 2014 due to marine heat waves and ecological imbalances.

By recognizing coastal Stewardship Day, ACR 225 raises public awareness, promotes conservation efforts, and encourages community participation in protecting our coastal environments to ensure that future generations can enjoy and benefit from a healthy and thriving coastline.

To ensure we protect our iconic coastlines today and every day ahead, please join me, my colleague from Morro Bay and our Central Coast caucus, and I respectfully ask for your aye vote on ACR 225.

Thank you, Mister Speaker. I rise today in support of ACR 225. From staggering cliffs to warm tropical beaches, California's coastal regions provide habitat to numerous animals, unparalleled recreational opportunities, and a place to build memories for a lifetime. How many people in this room are from Southern California? You can raise your hand. It's all right.

There's quite a few of you. One of the things I remember about when I lived in Southern California was on a Sunday. The beach was for everybody. And I don't care whether you live near the coast or not. If you were in the LA area, you made your way to a beach on a Sunday.

Beaches really have to be preserved because they really are for everyone Members. California's coast is a fundamental part of California's identity, and it must be protected for future generations and indeed the health of our planet. The coast is a place of refuge and provides habitat for the state's marvelous wildlife.

Protecting these coastal ecosystems is also an investment in the future. Habitats such as seagrass beds and salt marshes can help mitigate the effects of climate change by acting as carbon sinks, further supporting California's climate goals.

As chair of water Parks and Wildlife, I also want to recognize that nearly one quarter of California's coastline is managed by the state park system. With 128 coastal park units, visitors have a remarkable opportunity to experience and cherish some of California's natural beauty and see the value in maintaining critical protections for the coast.

Recognizing coastal Stewardship Day will help promote and protect California's coastline for years to come. I want to thank my colleague from Morro Bay for taking this on, for getting so many folks to speak on behalf of it. You left no stone unturned. And colleagues, I respectfully request your aye vote in support of ACR 225.

Thank you Mister speaker. Members, I rise in strong support of ACR 225. I often reflect on how iconic and essential California's coast is to our identity as Californians. Our 840 miles long coastline is one of the most biologically diverse marine environments in the world.

Santa Barbara county, which I represent, is renowned for its breathtaking beaches and Channel Islands National park that attracts millions of visitors and support thousands of local jobs. Santa Barbara is also the site of the 1969 oil spill that helped spark and shape the modern environmental movement. I was 10 years old when that oil spill took place.

The oil covered Santa Barbara's beaches, destroyed critical habitats and bird populations, and decimated the local economy. It was the ecological shot heard around the world, and it ignited my lifelong commitment to environmental stewardship and protection.

ACR 225 recognizes the importance of engaging local communities, businesses, and visitors in our efforts to protect the coast and preserve its ecological health for future generations. I urge you your support for coastal stewardship.

Thank you Mister speaker. And I just want to thank the Member from Morro Bay for bringing forward this resolution. And I want to take a moment to thank the tens of thousands of volunteers that show up on a weekly basis to show that stewardship of our oceans.

In fact, my nonprofit of the year this year was the Pacific Beach Coalition, which organizes cleanups and beaches up and down my district.

I represent about 35 miles of San Mateo county coastline, but I know that from north coast to Pacifica to Monterey Bay to San Diego, there are tens of thousands of thousands of Californians who dedicate their time early in the morning when nobody sees it, to clean up our beaches so that when those hundreds of thousands of visitors come, they really have a beautiful place to enjoy and spend time with family and friends.

So this is important and just so grateful to that infrastructure that we have of all those nonprofits that support all of us and our enjoyment of California's beautiful coastline. Thanks.

Thank you, Mister speaker. I want to thank the author of coming on this year, Southern California. I'm very blessed to have San Clemente, Dana Point, Oceanside, some beautiful beaches down south.

And one thing that we've really been working on hard with the Members this last couple years is letting all Californians understand the importance of having beaches and having the sand there because it really is economically needed. What happens there is, you know, we have tourism.

Most of our cities are, about 50% of the revenue comes in from tourism, from tot tax, from retail, from hospitality. If we don't have these beaches, that income isn't coming in, which means then the cities that would rely on that have to worry about the money that's going for public safety and infrastructure.

And if that's not there, then it comes to the state, which means we're going to have to help these cities out, which means it's funding that won't go to your city.

So one thing I've definitely learned throughout the year is we all have different urgencies and issues, but your issues are just as important because they're going to affect all of us year round. So I thank you very much for this.

You know, I think continuing, educating people on the importance of the economic reasons to have beach and sand is so important. So thank you. And I ask for an aye for ACR 225. Thank you.

Good morning and thank you, speaker. And I too represent Southern California. We know, and we, I think this is an issue that unites the entire State of the importance of our coastal regions, our coastal cities.

And just as Assemblymember Davies just said, if we don't have those beaches, we have to change the name of Seal, Huntington, Newport, Laguna. They're no longer the beach cities. They're just so. And as I. Water is going to be rising and we have to protect those beaches. We have to.

The business of the beaches is the business of California. And that has been one of my guideposts for how we consider the necessity of protecting our beaches. Also protecting our beaches from the runoffs that come from the interior rivers up and down the State of California and affect the trash that builds up on our beaches.

And I've spoken before on the great Pacific garbage patch that is a particular passion of mine. I think this is something that unites all of us. I'm grateful to our fellow assemblywomen from the central coast who bring this to our attention.

And I'm proud to be a, if I may be a co author and I love your little pen and button. The beaches are critically important. Just as Assembly Davies said about the business of California is the beaches. Without the beaches, the California story is a different story. Thank you all for speaking on behalf of the importance.

I represent 35 miles of California beaches. Newport Beach, Huntington Beach, Seal Beach. Laguna Beach would not be the cities they are without our beaches. So thank you for bringing attention to this. I appreciate it. Thank you. And I urge your aye vote thank you.

Thank you very much. Mister Speaker, I rise in support of ACR 225 and certainly want to thank all the colleagues and the author for introducing this today. I actually represent the southernmost point of the entire State of California and the beach there at Imperial beach.

And although I want to make some comments about what is happening there today to raise attention to this, to all of you, I also want to talk about the significance, the importance and the wonderful access to our water that we have and that we respect and that we enjoyed and that we celebrate and that we protect in California.

And we must continue to do so. Unfortunately, I do represent a beach that's been closed over a thousand days now in the State of California. It's the only beach in our country that's been closed for that many days. That means access to the water does not exist for the constituents that I represent down in San Diego.

And so this is why I stand in support of this resolution, because we must ensure that all of California maintains its access, certainly to its coastal resources and to the beaches which so many of you have spoken to.

So I want to thank this body certainly for this resolution, but for all the actions that this body has taken, the steps and the messages that have meant that have gone out, excuse me, to our federal representatives to ensure that this crisis, that this catastrophe really that is happening in South San Diego, at Imperial beach does not continue.

Because that is not reflective of what California is. What is reflective of what California is, is all of the wonderful things you all mentioned about our coast. And I thank the author for bringing this forward today.

Thank you, Assembly Member Alvarez. I know I probably should speak from down there, but I'm not going to today. So I want to thank the Member from Morro Bay for bringing this important resolution forward. I have the honor of representing 300 miles of California coastline in the north coast.

It is, it really exemplifies the diversity of the beaches we have in California. You don't go sunbathing, mostly on our beaches. It's just cold and not really conducive to that. It's rugged, it's spectacular, and is an economic engine for the north coast, whether it's fishing or tourism, the iconic redwoods. It's a spectacular place.

At the forefront of social justice movements, California boasts an extensive history of transgender activism and liberation. In 1966, Compton's cafeteria riot was the first documented collective action of transgender and queer people. That happened right here in San Francisco's Tenderloin district.

Today, 58 years later, this activism, led by the Trans community, continues with momentum and is stronger than ever. Sadly, too many people are unfamiliar with the real experiences faced by transgender individuals. Transphobia, discrimination, harassment, and the threat of violence are very real dangers that they face bravely every day.

An established statewide Trans History Month honors the lives of Trans people and their long history and offers the opportunity for Californians to engage and learn about this history.

Transgender History Month in California is a signal to the rest of the country that from all over the world, at all times of history, Trans people have always existed and they will always exist. To the Trans community, this month, we honor and celebrate you.

Good morning, Mister speaker. Members. On behalf of the California Legislative LGBTQ caucus, I rise today in strong support of HR 113, declaring August as transgender History Month. First declared by San Francisco in 2021, transgender History Month commemoration celebrates the history and cultural milestones of the transgender people.

In spite of what some people want our society to believe, two spirit transgender, gender expansive, and intersex leaders have always existed throughout history. As is the case with all marginalized communities, the contributions of pivotal leaders and their moments in history have long gone unrecognized.

For instance, while many believe that the 1969 Stonewall uprising in New York sparked our LGBTQ equal rights movement, we must also note that missing from our history books is the Compton's cafeteria riot in San Francisco, which happened three years before Stonewall.

Also missing from our history books is the Black Cat Rebellion in Los Angeles, which happened two years before Stonewall, and the transgender community was a big part of both of these. And now, more than ever, it's imperative that we honor brave transgender leaders who played pivotal roles in the birth of the LGBTQ equal rights movement.

Today and always, we stand on the shoulders of those who came before us. I'd like to thank my colleague from San Francisco for his allyship and look forward to continue working alongside him, fellow LGBTQ caucus Members and community partners to support two spirit transgender, gender expansive and intersex people and preserving our history.

Thank you, Mr. Speaker. I rise today to present SB 1484 on behalf of Senator Smallwood-Cuevas and would like to thank our Attorney General, Rob Bonta, who is sponsoring this Bill as well as his staff for all of their hard work.

In 2018, the Legislature passed SB 439, which was intended to protect California's children by completely limiting the juvenile court's jurisdiction in cases involving youth under the age of 12.

While the intent of the Bill was to entirely prevent youth under age 12 from contact with the court system, unintentional omissions in the welfare and institutions code has left these children vulnerable to expedited and informal procedures adjudicating youth charged for nonviolent crimes.

This unintentional omission has created confusion and this Bill would clarify that the age restrictions enacted in SB 439 also apply even in the context of informal or expedited proceedings. These informal and expedited proceedings look different throughout the state, but in some counties, youth may be referred to informal traffic courts and or proceedings before juvenile hearing officers.

In these proceedings, youth may not be appointed a public defender or court reporter. Youth in these proceedings may face significant fines and penalties. The Legislature has already agreed that children under the age of 12 do not belong in our courts.

SB 1484 is a common sense clarification that children under age 12 must be protected from the negative impacts of justice system involvement, even in informal and expedited proceedings. And I respectfully ask for your aye vote.

Thank you, Mister speaker. Members, I rise. Present SB 905 on behalf of Senator Wiener, which is part of the Senate's safer California plan. SB 905 closes the locked door loophole, a nonsensical barrier to holding auto burglars accountable under existing law.

In order to prove that the door was locked and that an offender broke the window in order to gain entry, victims are often asked to testify that their vehicle was locked when they left their car. It shouldn't matter if you locked the door of your car.

If someone forced their way in with the intent to steal from you, they should be held accountable under the law. This change is very much needed as cities often struggle to enforce our auto burglary law, and as a result, we see an epidemic of auto burglars who blatantly ignore it. To address this, SB 905 does exactly that.

It creates a new and separate crime of forcibly entering a vehicle with the intent to commit a theft inside, punishable by either a misdemeanor or a felony. Section two of this bill addresses the problem of organized resale of stolen goods from those cars.

Auto burglars often seek valuable items such as laptops, cameras and cell phones, and then resell them. Under Section two of SB 905, individuals could be prosecuted for holding more than dollar 950 of stolen goods intended for resale, whether those goods were stolen in one or multiple incidents. This bill is part of the pro tems.

Mcguire is working together as a safer California package. SB 905 will give prosecutors the new and better tool to ensure that offenders face consequences and make California safer for all of us. With that, I respectfully request an aye vote.

For example, just a few months ago, the Attorney General announced charges against a retail theft ring leader whose criminal operations spanned 21 counties and caused an estimated $8 million worth of losses. Originalized retail theft is not shot listing.

It is organized crime carried out by professional individuals who create sophisticated networks and recruit others to do their dirty work.

SB 982 is a bipartisan effort that will ensure that law enforcement and provide an opportunity for people at the lower levels to seek to be able to get the kind of help that they need so that they do not commit these crimes and are able to protect our businesses and keep our communities safe.

Thank you, Mister speaker. Good morning, Members. I rise on behalf of Senator Skinner. For SB 1144. Large scale retail theft is possible because stolen goods can be advertised and sold through online marketplaces.

We've seen this in the news in Southern California, a husband and wife team were running a ring of makeup thieves nationwide, then selling hundreds of thousands of dollars of stolen goods online. In 2022, we passed a bill, SB 301, to create regulations for online marketplaces. This bill created regulations for high volume third party sellers.

Those are those that engage in 200 or more transactions over a 12 month period and over $505,000. It also made online marketplaces get rid of this and other info from these sellers now. It was a good start, but we soon noticed something.

We were regulating transactions that occurred from buyer to seller if they used the platform for the financial transaction, but not if the seller was advertising the goods on the platform but then taking payment directly from the buyer, that is, through a cash app.

DOJ has seen millions worth of goods fenced online from websites that use direct buyers to sell to seller transactions. Now, SB 1144 addresses this problem.

It ensures that all high volume third party sellers who utilize a platform, whether Facebook, marketplace offerup or any other, to sell their goods, must comply with the law if they advertise on the platform. Even if there's a direct buyer to seller transactions offline, high volume sellers have to comply with the law.

It also requires that online marketplaces suspend accounts when stolen goods are being sold. It lets consumer reports suspicious sellers to the marketplaces, and it expands civil enforcement authority from the DOJ to include district attorneys, city attorneys and city attorneys to further target fencing operations. And with that, this is how we're going to address retail theft.

And I ask for a strong aye vote on SB 1144.

SB 1242 strengthens the standards related to arson that occurs in order to facilitate retail theft.

Retail theft has become increasingly sophisticated in recent years with scenarios where fire is being used as a tactic to hide and distract from criminal activity. In an incident at a store here in Sacramento, a fire was set in the clothing Department to distract employees while suspects were exiting with shopping carts full of merchandise.

This dangerous diversion endangers lives, disrupts businesses, and dangers employees. Stores are not only not only lose the stolen merchandise, but suffer damage to their buildings and merchandise, sometimes having to close for weeks to make repairs. SB 1242 will specify for that the crime of reckless arson.

The fact that the offense was carried out within a merchant's premises in order to facilitate organized retail theft shall be a factor in aggravation at sentencing. Thank you. And I respectfully ask for. I vote on SB 1242.

Organized retail theft operations often involve multiple people collaborating from a coordinated effort to obtain stolen merchandise for multiple stores in order to aggregate the amount of stolen goods for eventual resale. In recent years, ORT operations have increasingly, increasingly targeted specific types of merchandise with high resale value for which there is a demonstrated demand.

Often, these theft rings operate at a scale which compete with legitimate businesses from which the goods were stolen from in the first place. This Bill is a component of the Senate's working together for a safer California package. For these reasons, I respectfully ask for your I vote today.

This Bill clarifies the authority of the county health officer to enter into inspections private detention facilities operated in the State of California.

Existing law does not explicitly cover detention facilities that operates in the states, including civil detention facilities used to detain immigrants. Today, there are six private facilities operating in the state and holds about 7000 individuals at any given time.

These facilities are in poor conditions, does not meet the health and safety code, and are violations of our health and safety codes, while public health oversight laws enforce inspections of public-operated detention facilities, but private detention facilities are not. This Bill seeks to correct that. I respectfully ask for an aye vote on SB 1132.

Today I rise to adjourn in memory of Emmett George, the grandfather of our Assembly reading Clerk David Bowman, and the father of former longtime Senate staffer Jackie Bowman, who retired in 2014. Emmett grew up in a small town of Whistner, Louisiana alongside his six younger brothers and sister.

As the eldest child, he often took on the responsibility of caring for his siblings. Despite their modest means, Emmett always recognized the importance of hard work and the quality of education. After furthering his own education, he left Whistner with his best friend to embark on a new journey in Dallas, Texas.

It was in Dallas that Emmett met the love of his life, Carol Jean Webb. Their meeting was perfectly timed as he was soon drafted into the Vietnam War. The two were quickly married and in 1966, Emmett enlisted in the US army. He initially served as a medic before advancing to become a nurse.

After 26 years of dedicated service in the army, he was honorably discharged with full honors. The next chapter of Emmett's life was marked by his continued service to others as he became a paramedic and civil servant in Virginia. The George family established their home in Newport News, Virginia, where they lived for the next 30 years.

Emmett was not only a committed civil servant, but also served as a deacon in his church for many years, exemplifying his deep commitment to his faith and community.

After a career of tireless dedication and service to his country and community that spanned nearly four decades, Emmett retired in 2016 and came out west to be closer to his family. His unwavering commitment to helping others and making a meaningful difference in his community was truly inspiring to those who knew him.

He was always known for his gentle, impatient demeanor. He was also known as someone that would always see the good in others, no matter the circumstances. In his words, we are all imperfect humans striving to build a better world one step at a time. A passionate Dallas cowboy fan, Emmett also loved chess, music and dancing.

He was usually the first to dance alongside his wife Carole at family gatherings, doing his famous two step shuffle. One of the hobbies that kept him active was racquetball. He won over 40 racquetball tournaments across New Jersey, Oklahoma and Virginia, showcasing his competitive spirit.

He was also an avid watcher of the news and loved discussing history and politics, often engaging in conversations that would last for hours. It is no surprise that during phone calls and visits with his grandson David, discussions would delve deep into legislative process, parliamentary procedure, and legislative history at the local, state and federal levels.

Emmett cherished his family above all, and there was nothing in the world more important to him.

He is survived by his wife, a 57 years Carol Jean George, his daughters, Jacqueline Bowman and Shanita George his sons, Caritas George, Emmett George, his sisters, Nialli Richard and Charlotte Ann Palmer his grandchildren, Aisha Parker, Joseph Bowman, Naomi Washington, David Bowman, Tanisha George, Brea Tucker, Janice Stocks, Anea George, Maeve George and 12 great-grandchildren.

He was succeeded in death by his parents, Ethel and Richard. Ethel Richard and Charlie George. Emmett George will be deeply missed by his legacy of kindness and integrity and service will continue to inspire all who knew him. At his service, he was given full military honors and was awarded two medals of bravery.

May he rest in peace, knowing he made the world a better place through his selfless action and unwavering dedication to serving others. Members. As I mentioned earlier, Emmett George is the grandfather of our reading Clerk, David Bowman. I had the honor of seeing pictures, Emmet, that was shared.

And while he is not here physically, I see David and I see your grandfather. While his physical presence isn't here, his spirit lives in you. David shared with me that his grandfather was the pillar of the family and that he wasn't just his grandfather, but that he was his best friend. Friend.

And that everything you see here today and know about David is because of his grandfather. David, it is an honor for us here at the California State Assembly to adjourn in memory of Emmett George and that you will live out his legacy here and that we get to see him every day through you.

Thank you for sharing his legacy with us here. May his memory live forever be a blessing.

Well, I want to rise and join with, first of all, the condolences of the loss of Grandpa Emmett. But I also want to say to David, this is my final year in this building. And over those years, you know, you and I have become buds and we have shared family stories. We've shared stories of our faith.

We've joked about each other. I've tried to encourage you to wear vests. And the man you are, and we all know this, the people we are are because of the family that came before us and the loved ones and that legacy that is handed from father and son.

Grandson, knowing the story of Emmett is further help in me understanding why you and I click. And yes, we're sorry we grieve, but our faith tells us that although he's not here, we know where he is and that hope that we will be rejoined.

And so I wanted to just make sure you knew that Sharon and I are grateful that we've gotten to know you, grateful for the times we've had together, and grateful for the friendship that we have developed. As a departing Member, we're going to be asked about, you know, some of the memories that mean so much to us.

And I know that, but I'll take a couple of minutes at that time and we'll recall some things. But I wanted to make sure that David knew. One of the joys of my 12 years here is to get to know him and to get to know what's in his heart.

This is a good man with a great family, and Grandpa Emmett would be proud. And I think we need to ask ourselves as well, how should we then live knowing the legacy that our family and others and loved ones have put into our hearts? And I had a wonderful grandpa too. He passed away early.

But I know that who I am and what I'm about today has a whole lot to do with my grandfather, with my dad. I have a brother and a sister. And we're close. And so we're here to say we love you. We care about you. You and I talked about, I'm an old radio guy, right?

And we talked about this. Our reader has the voice of a pro, right? You pay attention to when he speaks, the resonance, but also your kindness. And so we join you in the sorrow, but we also join you in knowing. Well done, Grandpa Emmett, good and faithful servant. Enter now into the joy of your lord.

We love you.

Thank you very much, Mister speaker and Members. Today I rise as his body to adjourn in the memory of my dear friend and the pillar of our community, the Watts community, where I was born and raised. LC Wilson. LC Wilson was born in Arkansas on December 11933.

He was eventually moved to Los Angeles, California with his family that included 13 siblings. LC Wilson would go on to marry the love of his life, flossy. Their marriage would end up lasting 74 years while having eight children of their own.

LC William Wilson, excuse me, always worked in the construction industry, spending the majority of his professional career at the Watts Labor Community Action center known as WLCAC. Even since when he was a child, religion was a core part of who he actually was in his life.

He was an active Member of the Greater East End Baptist Church in Los Angeles and would go on to serve as a faithful deacon and sang in the men's choir at the new Mont Pleasant Missionary Baptist Church. Everyone that knew LC knew that he loved to sing, but also he loved to cook for his family and community.

He loved to assist the building projects in housing and also within the church. He even built the pulpit at his local church, New Mont Pleasant Baptist Church. And during the twilight of his and career, LC worked at the Harbor General Hospital up until he retired at of what was his testimony?

He enjoyed life and he enjoyed life to the fullest. He was a public servant, a father, a husband, and also a man of God. And as a personal note, us in our community, we always looked up to our fathers. We always looked up to the men.

And he had a way that if we got out of line, all he had to do was look or just say a few words. And that put us in line. He saw me grow up. He saw our families, our families had a great relationship.

He absolutely would be missed not only by the Wilson family, but also by the Gibson family. I respectfully ask that we adjourn in the memory of LC Wilson.

Thank you Mister speaker. Members, today I rise with a heavy heart and ask that we adjourn in the memory of one of Long Beach's finest community leaders, former city manager Gerald Jerry Miller.

Jerry was born on December 61949 in Pasadena, but when his father began work in the merchant marines at the of Los Angeles and his mother at the naval weapons station in Seal beach, his family relocated to the Belmont Shore neighborhood of Long Beach.

After attending Long Beach City College, Mister Miller went on to earn both a bachelor's and a master's degree in psychology and philosophy from Cal State Long Beach, in fact, it was there he met and made a lifelong friend with my father, Professor Alan Lowenthal, who was a young Professor in exploring a new area of psychology.

Community psychology, and dare I say, community psychology became the hallmark for Jerry Miller's governance, as it did for my father in their decades of service. As a veteran of the Vietnam War, Mister Miller found a passion in serving his country and community very early on.

Upon his return home, he would go on to enjoy a long and very successful career in public service. His tenure in Long Beach spanned four mayors and was, for the most part, split between the city's Economic Development Bureau and the city manager's office.

Also, it was there in the city hall elevator, where Jerry met his wife, Gail, who he married in 1990. In the bureau, he was an officer and then later a manager before being tapped for the deputy city manager position in 1998.

It was in 2002 when Jerry took the top spot as Long Beach's city manager, and he served in this role until 2007. Throughout his incredible career, Jerry Miller gained the reputation as being a venerable city official who oversaw Long Beach's response to financial turmoil, naval exodus, an expansion of its port, and the 710 freeway.

In many ways, in fact, we can thank Mister Miller and his leadership for how Long beach physically looks as well as how the city is perceived in the nation and in the world.

Because of Miller's perseverance, the city has completely redeveloped the naval property, shifted from a military industrial economy to one based on international trade, tourism, technology, and retail business. Upon his retirement from public service, Jerry founded IMC Municipal Consulting and served as the chair of the Long Beach Area Chamber of Commerce.

He has received numerous awards, including the 2004 Distinguished Alumnus Award from Cal State Long Beach, 2005 Distinguished Citizen of the year award from the Boy Scouts, the 2005 Freedom Fund awarded from the Long Beach branch of the NAACP, and the President's award from the American Society for Public Administration.

While this list of accomplishments is already extraordinary, it is far from exhausted. It will only continue to grow with the achievements of each of the new generation of leaders whom Jerry Miller inspired and whose talents he fostered. Jerry passed into sleep on July 28 and is survived by his wife, Gail and their children, Michael and Anna.
