Thank you, Mr. Speaker. I am humbled to rise today to introduce my constituent, Steve Nikoui, the Gold Star father of Marine Lance Corporal Kareem Nikoui, who was killed in action on August 26, 2021 amid the United States withdrawal from Afghanistan. At 5:50 PM an... I'm sorry, yes.

At 5:50 PM an ISIS K suicide bomber detonated an explosion explosive device in the Hamid Karzai International Airport. 13 brave service members, including Lance Corporal Nikoui, lost their lives that day along with over 150 civilians. Four of the 13 were from the State of California.

Lance Corporal Nikoui, who hailed from Norco, joined the Marines right after high school, driven by a deep sense of patriotism and a desire to serve his country. His family, friends, and community remember him as a dedicated and selfless individual, always willing to help others.

He was known for his commitment to the Marine Corps and his fellow Marines. Lance Corporal Nikoui should be here with us today. We mourn the loss of your son with you, and his service and dedication will never be forgotten. The disastrous withdrawal from Afghanistan is a sobering reminder of the human cost of policy failures.

Rather than accept responsibility for the manner in which this withdrawal was executed, our government sought to deflect responsibility by claiming to have located and neutralizing the terrorists responsible for the attack. Instead, it was a botched US military drone strike that hit a car filled with innocent family members. They killed seven children that day.

It was shameful, and no one has been held accountable. Today, we rise to honor the bravery, compassion, and patriotism that Lance Corporal Nikoui embodied. Just hours before the bombing, Lance Corporal Nikoui sent a video to his family of his interactions with the Afghan civilians.

In one video, he spoke to a little young boy and he asked him if he wanted to take a video together. Leaning in to take the video, he said, all right, now we are heroes. Those were his last words to his family members. He lived as a hero and he died a hero. Please join me in honoring his memory, and welcome Kareem's father, Steve Nikoui, to our State Capitol.

Great. Thank you, Mr. Speaker. Members, prior to Memorial Day in May, I had the honor and privilege of welcoming the family of Sergeant Nicole Gee during the presentation of ACR, Assembly Concurrent Resolution to name a highway after her. She also tragically lost her life on August 26, 2021 during the US withdrawal from Afghanistan.

Sergeant Gee's family was here during that time. And I remember it very, very closely. It's ingrained in my head when the entire chamber stood and the recognition that they gave her family members at that time and the honor. I've never felt anything like that at that moment. And we're very appreciative of it.

And I'm very pleased to report that that ACR has passed both houses of the Legislature and we will now have, we now officially have a highway named after Sergeant Gee. And we're looking forward to putting the sign in in the near future.

She will always be remembered for her bravery and sacrifice, her kindness, love, dedication, and obviously, the unfortunate loss in service to her country. And I still can't get over, I mean, you have all seen it, the picture of her holding the young child with the caption, I love my job. And that's ingrained in my head forever.

Members, I ask you that you welcome my very special guests. We've become friends, and I'm always looking to help them however I can. And so I'd like to recognize Nicole's sister, Misty Fuoco, who's been here before, Rosemary Birkey, who's Nicole's grandmother, and Jackie Heinen, who's Nicole's great aunt. Thank you, Mr. Speaker. Members, we're honored to welcome two distinguished guests, Alicia and Herman Lopez, both Riverside County Sheriff's deputies. They're the proud parents of Marine Corps Corporal Hunter Lopez, a remarkable young man who at just 22, was killed tragically during the evacuation in Afghanistan at the Kabul Airport three years ago.

Hunter's passion for service led him to join the Marine Corps Fleet Anti-Terrorism Team after his 2017 graduation from La Quinta High School. His plan for after his Marine Corps service was to follow Alicia and Herman's footsteps and become a deputy sheriff when his service was complete.

In fact, Riverside County Sheriff Chad Bianco recognized Hunter posthumously by naming him an honorary deputy. And now every Riverside County Sheriff's deputy has an American flag on their uniform in his memory.

I'd like to welcome Alicia and Herman to the Assembly floor and express our deepest gratitude to them and all of California's Gold Star Families for the sacrifice they made in the cause of freedom. We honor the memory of Corporal Hunter Lopez and we'll never forget the price he paid for our freedom. Thank you. Welcome.

Thank you, Mr. Speaker and Members. I rise today to recognize two extraordinary members of my team who are visiting from our district office in Hollywood. First, I want to introduce and highlight Joshua Marin-Mora, who's approaching his one-year anniversary as a field representative, covering parts of the Hollywood Hills, Hollywood, West Hollywood, and Hancock Park.

In just a very short amount of time, Joshua has gone above and beyond for our district, handling constituent cases both large and small, with unwavering dedication. He takes immense pride in his work.

And as a member of both the LGBTQ plus and the Latino communities, Joshua has shown a deep passion for defending democratic values and ensuring that every voice in our community is heard and that every constituent is served. I would also like to recognize my District Director, Robert Oliver. Robert has been with my office since day one.

He was one of the first people that I hired after being elected to this body. His experience is vast, having worked previously for Senator Feinstein and for a former Assembly Member and a former LA City Council Member, where he built critical relationships that continue to benefit our community.

As a member of the LGBTQ plus and Jewish communities, and also as a former organizer for the Jewish Federation of Los Angeles, Robert has worked tirelessly to combat homophobia, anti-semitism, and discrimination in all its forms.

His leadership and commitment to justice is an inspiration to all of us, and I'm especially grateful as he's basically exhibited so much leadership combating the anti-semitism that's been sweeping my district. I'm incredibly grateful to have these two passionate and talented individuals on our team. Please join me in thanking them and welcoming them to the body.

Thank you, Mr. Speaker. Let me allow my guests to walk on over here to the front. And my guest knows not to walk on the floor because she's been here for nearly 30 years, and it's my honor and I'm super proud to recognize and honor my Chief of Staff, Maria Alvarez, who will be retiring this year at the end of our service in the State Assembly. Maria has nearly 20 years of service to the State Assembly.

She came here right after college as a young intern for then Assembly Member Richard Polanco from Los Angeles. Then she went on to work for Assemblywoman Denise Ducheny, our San Diego representative for seven years, and then she came back and has served me for nearly a decade as my Chief of Staff.

And so I'll go back to her second boss in the Assembly, and that was Assembly Member Ducheny. So when she started that job on, I think, her first month in office, I was a 22-year-old who grew up here in Sacramento-- and I'll probably talk about this next week--I never came to the State Capitol, never came on a field trip.

First day I was here, literally was trying to get an internship, and I stumbled across Maria and a guy named Colin Rice, who I know Mr. Alvarez remembers, and they offered me an internship, a coveted, unpaid internship at the State Capitol.

And I was so excited. Like, I had one coat, one tie, and that was an amazing summer of 1994, and I had no idea that literally 30 years later this summer, we'd be here together and I'd be honoring Maria. So she served our Assembly well, but she's also been a partner to me.

She's been my Chief of Staff for literally 20 years. When I went to the City Council of--Sacramento City Council in 2004, Maria went with me and she served as our City Council representing the community of Sacramento and then has helped me here as an Assembly Member.

We all talk about, all of us as legislators, that our staff make the success, they make the magic. We get the pictures and the press releases and all the accolades, but it's people behind the scenes who do all the work. And so Maria has led my team and all of my successes have her fingerprints all over them.

So she won't get the press releases, she won't be in the Wikipedia, but in the footnotes of history and in my memory, I know it was Maria and people that she helped mentor, and I'll focus on that briefly now too because she has this amazing ability to help others rise above, rise and succeed.

Many are here in the audience today, and they've had tremendous success in life, and she has the skill to--when it's the chaos--to bring them in and focus on moving forward, and I don't have that skill set, and certainly Maria does, and I want to acknowledge that effort as well.

So she's been my friend and my confidant and an amazing part of my legislative career over these past two decades. And, you know, you want people in this job that can help you to succeed and go with you, but you also want people to tell you, 'no' and tell you, 'you're wrong' and 'you're full of you know what.' And so Maria has done that on plenty of occasions over the past two decades and that's one of the things that I hold the dearest.

And I just want to, you know, tell my colleagues and our staff behind us here today how much I appreciate what Maria has done for me and our district and frankly, the State of California, and recognize her service and her retirement from the California State Assembly.

With her is her spouse, Jeff Knorr, the Poet Laureate Emeritus of the City of Sacramento, and wanted to congratulate them and thank them, and please join me in giving them a round of applause.

Congratulations to your Chief of Staff, Maria Alvarez, and in accordance with our longstanding tradition here in the Assembly, I know you have a resolution to present to her here today on the floor. Longstanding tradition. Thank you once again, and congratulations on your retirement.

We do have one additional--actually we've got a couple of additional guest introductions, but one that we know is ready. Mr. Bryan, you are recognized for your guest introduction.

Thank you, Mr. Speaker. Colleagues, I'm really happy and excited to welcome Eyvin Hernandez to the Assembly floor. Eyvin is a public defender in Los Angeles County and a hero, if you ask me; a beloved member of AD 55. Eyvin's visit with us is nothing short of a miracle.

It's one his friends and his family worked hard for, shed many tears for, pushed through hopeless nights for. You may recall that last January, we unanimously and bipartisanly passed a House Resolution, HR 11, which advocated for Eyvin's immediate release from a Venezuela prison where he had been wrongfully detained since March of 2022. Eyvin was kidnapped at gunpoint at the border of Colombia and Venezuela by armed and masked men who tried to exploit him for money.

When they found out he was American, they threw him onto the back of the truck and transported him to notorious prison where political prisoners and other Americans were being held unjustly. His presence here is something we all sought for when we collectively co-authored HR 11 last January.

Eyvin's friends and family shared this resolution with the federal government and federal decision-makers, and they used it to enlist more help around California and across California's congressional members, and they got that help.

The Special Envoy for Hostage Affairs staff told Eyvin's friends and family that they were impressed, that they'd never seen a resolution from a state legislative body before calling for the release of a political prisoner in hostage. The pressure was on, and they felt it.

In December 2023, President Joe Biden finally agreed to a swap that freed one Colombian businessman in exchange for 11 Americans who were able to come home to their loved ones. Eyvin was one of them. Our collective efforts in his community's fierce and unwavering advocacy brought Eyvin home.

In his first interview back on American soil, Eyvin said, 'all you think about when you are in prison is how you didn't appreciate being free while you were free. There's no way to understand what it's like to be in prison unjustly and not have any way out.'

On occasions where he could talk to his family, he said he felt their love and he knew they were fighting for him. That energy is what sustained him. But in truth, he had no idea how hard we were really fighting for him. He had no idea how hard his union, the Public Defenders Union of LA County, was fighting for him.

He had no idea how hard UCLA and the UCLA Law School was fighting for him, and he had no idea how hard we in this body, within 48 hours of getting a call from his family, drafted the resolution and passed it, calling for him to be freed.

Outside of his job as a public defender, Eyvin's also a volunteer advocate for children in the juvenile justice system, a mentor with the UCLA Law Fellows Program to encourage students from diverse backgrounds to apply and attend law school, and he's a mentor for the Latina Lawyer Bar Association.

Eyvin, the dedication that you've shown to community, the sacrifices that you've made both professionally and personally, they're the best of what California is. It's why we were proud to fight, to help bring you home, but it was your resolve, your commitment to staying hopeful and spreading hope to others who are incarcerated in Venezuela that really is an example we should all follow. You're the best of AD 55 and the best of California. Colleagues, please join me in welcoming Eyvin to the floor.

Today I rise to present Assembly Joint Resolution 12, a bipartisan resolution sponsored by the San Diego Delegation that calls on the Federal Government to issue an emergency declaration and to provide funds to end the cross-border sewage disaster affecting south San Diego and the Imperial County areas by the end of August, when we all get to go home for that Labor Day weekend.

And some of you might enjoy that weekend by going to your local beach. The residents of my district will not be able to do that. That weekend will mark the 1,000th consecutive day, 1,000 days since the beach has been clean.

Therefore, the beach has been closed due to the daily dump of millions of gallons of sewage into the ocean going through the Tijuana River aVlley. That's 1,000 days where my constituents in my district cannot safely access the ocean, a right that is guaranteed in our state's constitution.

Recent studies by the Scripps Institution of Oceanography have found large concentrations of sewage-like bacteria floating in the air in Imperial Beach. According to researchers, these results are more commonly found.

The stuff this is found in the air is more commonly found inside wastewater treatment plants, but it is now impacting the public health in my districts as they are now floating in the air in the community. It is the Federal Government's responsibility to maintain our cross-border waterways. Yet for many years, they have failed to do so.

They have failed to maintain an international treatment plant and keep our beaches clean. They have failed to comply with the Clean Water Act as they are required by law, and a legal settlement from a case that was filed by our state Attorney General in 2019. But more importantly, they have failed to keep residents safe.

Assembly Joint Resolution 12 sends a unified and direct message to the United States Congress, to President Joe Biden, to Vice President Kamala Harris, and it reinforces our commitment of Section Four, Article 10 of the California Constitution that guarantees maximum public access to the coast.

This is a guarantee that has not been provided to my constituents for over 1,000 days. I want to thank you and thank the members of the delegation, our bipartisan delegation, for joining and co-authoring this. And I urge your support for AJR 12.

Thank you, Madam Speaker, Members. Metacarsenus magister, commonly known as the Dungeness crab, is a hallmark of the California coast and is essential to our marine ecosystems, local economies, and the identity of northern and Central California.

Now, this Bill snuck out of here on consent, and so you didn't get to hear me talk about it, but it has crawled back after visiting the Senate for a while. Well, you know, I'll be done in 30 seconds.

According to data from the National oceanic and Atmospheric Administration, annual Dungeness crab landings in California have averaged approximately $57 million for the past decade, with some years reaching close to $90 million. AB 1797 proposes designating the Dungeness crab as California's official state crustacean, highlighting its economic significance and promoting public awareness about sustainable fishing practices and marine conservation.

The amendments were minor. So I ask Members that you don't let this Bill get clawed back. It's time to celebrate the importance of the Dungeness crab. I didn't write this. I respectfully ask you for your aye vote.

Thank you, Madam Speaker. AB 1918 is back on concurrence. A district Bill that has received bipartisan support. The Bill exempts the application of certain CEC regulations to the Trinity Public Utilities District, or TPUD, in the service territory in Trinity County.

The Bill addresses two closely related regulatory programs that require homes and commercial buildings to be constructed with solar and battery systems. These programs make little sense in Trinity County because TPUD already provides 100% carbon-free hydropower to its customers at one of the most affordable rates in the state. This is the fundamental rationale for AB 1918.

Additionally, this Bill result in net savings for the state and TPUD, rather than additional fiscal impacts. For this reason, I respectfully ask for your support for AB 1918.

Thank you, Madam Speaker. I rise to present SB 1046 by Senator Laird. Senate Bill 1046 requires the Department of Natural Resources Recovery and Recycling, Cal Recycle, to create a programmatic environmental impact report for small and medium compost facilities that process up to 12,500 cubic yards of green materials.

California enacted SB 1383 in 2016 by then Senator Lara, which established an ambitious schedule for organic waste diversion. However, the state does not expect to meet its 2025 goal, and a lack of organics and recycling infrastructure is a contributing factor.

SB 1046 strengthens California's ability to meet its methane reduction goals by streamlining local infrastructure development of small and medium compost facilities without sacrificing thorough and comprehensive environmental review. Bill has no registered opposition, has received bipartisan unanimous support, which makes me wonder why I spoke so long. I respectfully ask for an aye vote on Senate Bill 1046.

Sorry. I just wanted to rise in support of the bill. I think this is important and in my own district, have experienced issues where people are trying to do composting only to run into which everybody says, we want to do more of this.

We want to get more, you know, green waste out of our landfills and use it as compost. But then we run into problems either with agencies, in my case, State Water Board and others, or not having the streamlining that we need. I think that it's important to do this. So appreciate the author bringing this forward. I think we need to do more work on this front so that we can help these facilities get off the ground. Thank you.

As a City Council member, we're looking for a siting of a new compost facility. And that was in 2014. And guess what, folks, it isn't done yet. And so we have real challenges here. Like myself, Kenya was born in Visalia in Tulare County and she shares a passion for improving the Central Valley's healthcare system. Her family actually resides in my district in the City of Mendota.

In 2023, she graduated cum laude at UCLA with a bachelor's in biophysics and a minor in global health. As a current medical student, she co-directs data quality and improvements for UC San Diego's Free Clinic Street Outreach Division, which offers supplies and resources to unsheltered individuals.

She is also currently the Student Director for San Diego County Medical Society and her school's American Medical Association Alternate Delegate for the Medical Students Standing Committee. She's interested in specializing in cancer care and working with geriatric limited English proficiency patients. We've been excited to have her in our office these last few weeks in this month.

She assisted by reviewing and analyzing legislation, observing what we do here in this building, reporting on Committee hearings, and meeting with several advocates.

I got to meet her earlier this year when she came with many of her, the medical students from UC San Diego, to come and do some advocacy here through the halls of the Capitol.

Her post training goal is to return to the Central Valley to serve her community in assist in addressing the region's physician shortage, lack of specialty services, and patient health care navigation barriers.

I look forward to her in a few years joining the 6% of Latino physicians in our state, or I will say the 3% of Latinas physicians also in the State of California. But I'm more excited that she's committed to going back to the Central Valley once she finishes her studies.

So please Members, if you can join me in wishing Kenya good luck as she continues her second year at UC San Diego School of Medicine this fall. We wish her a lot of success and excited for her to return to the valley when she's done.

Promotoras, also known as community health workers, peer leaders, or health advocates, serve as cultural brokers who are abridged between the community and the public health delivery system.

They educate, empower and advocate for community change in linguistically and culturally responsive ways. As a predominantly women led workforce, they are the authentic voice of their community. Promotoras are trusted messengers and leaders in their communities, Puentes De La Comonidad and essential workers who know how to connect with under resourced and traditionally underserved communities.

Trusted by often marginalized community Members who go to them for information, resources and guidance. They share similar characteristics as the residents they serve and provide, 'servicio de corazon' service from the heart. Promotoras deliver healthcare education and services, particularly in maternal and child health, chronic disease prevention and management such as asthma, diabetes, cardiovascular disease, and HIV AIDS.

This workforce is critical as it attends to the needs of the most underserved communities, closing health gaps and addressing systemic health inequities. Join me in honoring October as California Promotoras month and I would ask that the first roll be open for co-authors.

Thank you, Mister Speaker. I rise in support of the resolution and want to thank our colleague from San Bernardino for the work done not just in recognition with this resolution, but over the years for the promotoras. My first opportunity to work in public service was in public health.

27 years ago at the age of 15, I was actually a promoter of salud with our local community clinic and we were working to ensure that young people at that time, in the 1990s, you know, the epidemic of teen pregnancy prevention, was work that the promatoras were leading in the 1990s to make sure that especially the Latino community, which had higher rates of Latino, of underage pregnancy, was work that we were trying to do.

And it was the mentorship that I received from the promotoras in my very first job that I think really started to lay the foundation for me to be able to be doing public service. So I want to acknowledge the promotoras. I still remember them well. I actually want to name them.

My very first Boss, Marta Flores, who is now retired, she would be very, I think, shy to say that I'd be recognizing her.

My mother, who ended up being my mother in law, Maria Miramontes, still promotora to this day, over 30 years, and the many other women who helped again teach me how to work with our community and give back to our community. So thank you to our colleague for recognizing them.

Thank you Mister speaker and Members, I rise today to honor our colleague from San Bernardino and all of those who are bringing attention to promotoras. It's important for us to make sure that we are providing linguistically and culturally appropriate care for all Californians.

For us to do that effectively, we have to work with trusted messengers who are on the front lines, who speak the language, who understand community. I'm grateful for all of our advocacy and this building over the last couple years as we have driven resources through our budget to uplift community health workers and promotoras.

Specifically, I want to identify Maria Lemos and Vision in Compromiso, which received $10 million in our last state budget, which allowed us to expand services for promotoras across our state. As we continue to expand healthcare access for all.

We need people out in community to be trusted messengers, and to make sure that we are providing the best care that we can. I'm grateful that our state is a leader in this space and would urge your support for HR 124.

Thank you, Mister speaker. Today I'm presenting SB 804 on behalf of Senator Dahle. This would authorize law enforcement civilians with at least five years of experience are those who have completed the same certified post-hearsay training as sworn officers to provide hearsay testimony at preliminary hearings.

Currently, only sworn officers can give hearsay testimony, which often requires them to re-interview past victims or have the victims reappear in court to testify. This bill supports victims by removing the need for them to appear in court or undergo additional interviews and statements preventing them from revealing the trauma.

Amendments add in the Senate require that sworn officers or non-sworn law enforcement civilians who committed perjury be added to the Brady list, holding these witnesses accountable, and ensuring that only reliable testimony is admitted in court. This bill has received bipartisan support. I actually wish I would have thought of this bill, and I respectfully request your aye vote.

Thank you, Mister Speaker. I rise in respectful opposition to SB 804 as someone that has represented individuals in dozens, if not hundreds, of preliminary examinations. Preliminary hearing is not just a simple part of criminal procedure. For those that are not familiar, it's actually one of the most critical stages during the course of criminal proceedings.

It allows the opportunity for both the prosecution and defense to vet evidence, to cross examine witnesses directly, and to make the case to a judge as to whether charges should be carried through or there should be reductions or what have you, based upon the evidence, by allowing further hearsay testimony at this stage from civilian witnesses, it further erodes the ability for all the evidence that's necessary to determine whether a case should be proceed forward to actually be elicited at this critical stage.

And for that reason, I urge my colleagues to vote no on this measure. Thank you.

Yes, Mister Speaker. I thank you for the opposition's items that are brought up. Just to make everybody aware when court, as my officers, when I was a sergeant, would come and testify, sometimes they're working the beat, sometimes they're required to be in court. So we're trying to get them to do both.

The civilians mentioned in this bill are those that are already employed by the agency. So like our community service officers, our ID techs, those, they're also sometimes on the scene with us that could be part of this. We call it Prop 115, so that way we can get officers to testify.

It helps save time, it helps save money, and again, it prevents victims from having to relive this trauma that they had sometimes.

And if it becomes a big issue, the judge can bring these victims in and they can testify to the points that were made if need to be, if they need to really get a question down that's maybe not brought up. But as far as deputies or officers testifying with what they said in their report, this just helps law enforcement be able to have another tool to make things run smoother, make things save money, and also still allow those officers to still be on the street to help protect our constituents.

California law allows public health officials to communicate about a person's HIV status to facilitate medical care only if the person has HIV alone or has HIV co infection with another disease specified in the law.

Sharing of information for other communicable diseases like mpox or Covid is not allowed. This sets up a situation where fragmented care and delayed treatment is the norm and it has resulted in missed opportunities through prevent the spread of HIV among some of our most vulnerable populations.

SB 1333 will improve California's ability to ensure timely quality healthcare for people with HIV and other communicable diseases. Respectfully ask for your aye vote.

Thank you, Mister speaker and Members. This morning I rise to adjourn in the memory of Homer Lundberg, a man who, along with his three brothers, built Lundberg family farms. Homer passed away on August 6, 2024 at the age of 89 years old. Homer was born in Holdridge, Nebraska.

In 1935, at just two years old, his family moved to Richville, California, bringing with them a strong belief, leave the land better than you found it. And they certainly did. Homer graduated from Biggs High School in 1953, and later attended Yuba College and CSU Fresno, where he earned a BS in Agricultural Education.

After serving the United States Air Force, Homer returned to Richville in 1959 to join his father and the brothers in their family farming business. In 1961, Homer married Carol Van Dyke, a third generation farmer from Pleasant Grove. They remained together until Carol passed in 2016.

Homer and Carol are survived by two children, three grandchildren, and many nieces and nephews. In 1969, Homer and his brothers founded Lundberg Family Farms. And you may have seen these Members on your store shelves, the Lundberg Family Farm brand rice, chips, and many other products. But they began this in 1969, doing organic rice.

Everybody said they were crazy, but they focused on it. They bought their first mill, and they started milling organic brown rice. And the company became a leader and a visionary in organic agriculture. In 1985, Homer, along with other local farmers, founded the Western Canal Water District, taking control of the water system from PG and E.

And I remember a great story that Homer would tell about, about this great feat, that they actually went to PG&E headquarters to say, hey, we'd like to take over this water district, because back in these days, PG&E was doing power and water, but they wanted to get out of the water business.

And in that meeting, the PG and e execs told them, well, we'll sell it to you, but it's got to be. It's going to have to be at book value. And as Homer would tell the story, he said, we held our face until we got home, and then we said, absolutely, we got to do this.

What a deal this was. But they had the vision of doing that. It was that group that would meet at the Richville Cafe.

It was a great gathering place of folks in the area, and they ended up buying that from PG&E and it has proven to be a huge asset for the region in the western Canal Water District.

He served on the Butte County Fair board for over 20 years, supported the Richville church, the Richville Boosters Club, the Chico Housing Action Team chat, and the Chico rescue mission. He had a very philanthropic and he loved to talk to younger people in agriculture and talk about his experiences. He loved to pass on stories and experience.

He liked to relate. It was a great attribute of Homer. He's a great storyteller, you know, one of the best. In 2016, he was awarded the California Rice Industry Award for his lifetime contributions to agriculture.

Homer's work in irrigation and regional sustainability was honored in 2019 when he received the Will S Green Award from the Northern California Water Association. So Homer's dedication to his family, community, and sustainable farming practices have left a lasting legacy here in California.

He was known for his gratitude to those who came before him and for his impactful work in the Sacramento Valley and passing on that legacy to another generation of Lundbergs and Sacramento Valley leaders. Therefore, today I ask that the Assembly adjourn in memory of Homer Lundberg. Thank you Members.
