Long story short, truckers are unable to go beyond their hours of operation per state statute. This would establish a rulemaking process via the California Highway Patrol.

It would pose absorbable costs to the CHP to research, draft, and adopt potential regulations for the exception to hours of service requirements during a governor declared State of Emergency.
