We're holding our committee hearing in the O Street Building in room 2200. We will establish a quorum when we have it. Turn the page. We have 25 bills on today's agenda, two of which are eligible for a due pass motion. The remaining bills are all suspense candidates. I believe everyone has waived presentation. Thank you. AB 1354 by Fong is still listed on the agenda in the daily file, but it will not be heard today. Instead, that measure will be sent directly to the Senate floor pursuant to Rule 28.8. And before we hear testimony, obviously we have the Finance with us today. So thank you for being with us today. We have Michele Perrault and we have Anthony Archie pitting in.
- Anthony Portantino
Person
Thank you for stepping in. When we'll have a quorum, we'll establish it. I also want to remind all our witnesses today to limit their testimony to the fiscal aspects of the bill. Please refrain from pre-litigating your prior testimony. All of the policy stuff we love to hear when we're on our own time. But during the committee time, we want to hear just about the fiscal merits of the bill. Right, Michele? All right, we are going to go right to our first bill. Our first bill is AB 52 by Assemblymember Grayson. It is on income tax credit, sales and use tax, manufacturing equipment. It is a suspense candidate. Mr. Grayson has waived presentation. - Michele Perrault
Person
Actually, you actually said it right the first time.
- Unidentified Speaker
Person
I've been saying it wrong. I'm so sorry.
- Michele Perrault
Person
Yes. I'm still red. Oh, there.
- Anthony Portantino
Person
So we want the T to be pronounced?
- Michele Perrault

Seeing no rush of support, we see people leaving the room. They must not want to get trivia questions. See that? You want a trivia question before you go? Come on. Come on back in. We'll give you a trivia question. A good one. All right. When Ronald Reagan mentioned Mikhail Korbachov tear down that wall. What city was he talking about?
- Unidentified Speaker
Person
Berlin. Berlin.
- Anthony Portantino
Person
See that? You got it right. All right, how about this one before you go? No? We'll let you go. All right, so anybody in opposition to AB 60? Seeing no opposition moderator anybody on the phone line, support or opposition? AB 60.

- Unidentified Speaker
Person
Well, since I was a mere toddler in the 80s, I'm not sure, but I'm going to go with maybe the Giants and the Dodgers.

Person
No. How about the Lakers and the Celtics?
- Unidentified Speaker
Person
Oh, basketball. Well, there you go.
- Anthony Portantino

We do have a file, yes. Michelle Perrault, Finance. We are at the moment opposed to the Bill because it creates a reimbursable state mandate somewhere in the low thousands to low millions annually.
- Anthony Portantino
Person
All right, we heard our file. We don't have a quorum. We will dispense with AB 230 when we have a quorum. So I'm torn on this question. Should I ask for the name of the band from the 80s or the contemporary band? You want to know the all right. So Weezer covered a song about a continent. Can you name the continent and the original band?
- Unidentified Speaker
Person
Yes, I can.
- Anthony Portantino
Person
You can? Go ahead, Mark.
- Unidentified Speaker
Person
The band is Toto and the song is Africa.

Person
Senator Portantino, here. Senator Jones. Senator Ashby. Ashby, here. Senator Bradford. Bradford, here. Senator Seyarto. Seyarto, here. Senator Wahab. Senator Weiner.

- Amy Jenkins
Person
It extends an existing program that's been in place for a number of years. And these statutes are set to expire. So, without this extension, the profession cannot continue to lawfully operate in the State. It's much needed, and we urge your aye vote today. Thank you.

- Marc Berman
Legislator
Thank you, chair and Senators. Since 2017, Californians have been protected from rising prescription drug costs with a $250 copay cap for a 30 day supply of medication. But that consumer protection is set to expire next year. AB 948 would make the existing copay cap permanent and ensure that Californians can access the medication that they need and focus on their health, not whether they can afford their prescription. As the analysis notes, there are minor and absorbable costs to the Department of Managed Health Care and minor special Fund costs to the California Department of Insurance. Respectfully ask for your aye vote. And I'm joined by Katie Van Dynes, policy and legislative advocate with Health Access California.
- Katelin Van Deynze

- Kelly Seyarto
