Madam Secretary, please read Senate Concurrent Resolution Nine by Senator Dodd relative to Data Privacy Week. Senator Dodd. Go ahead.
- Bill Dodd
Person
Thank you, Mr. President. Members. SCR nine designates January 22 to 28 as Data Privacy Week, and January 20 eigth as Data Privacy Day. The California Consumer Privacy Act, which I co authored, provides the strongest privacy protections in the US. But privacy issues remain on the forefront, with millions still unaware of how their personal data is being collected and shared. With this SCR, we'll bring continued attention to these important issues and help protect Californians. I respectfully ask for your aye vote.
- Kelly Seyarto
Legislator
Thank you, Mr. President. I want to thank the author for bringing forward SCR Nine. Data privacy and cybersecurity are a nonpartisan issue in this digital age. The collection and use of data has become increasingly common. Data privacy is critical as data can be misused if it falls into the wrong hands. As the world becomes ever more connected through technology, it's important that we take steps to mitigate the risks associated with the online world.
- Kelly Seyarto
Legislator
We should always err on the side of caution when it comes to data privacy and cybersecurity. For example, yesterday I announced I deactivated my TikTok account and the California Senate Republican Caucuses account out of an abundance of caution. Strong messages from the Biden administration's, security officials, and strong national bipartisan concern about this app security. I look forward to working with the author and the rest of this membership on data privacy and cybersecurity issues. I ask for an aye vote.

- Brian Dahle
Person
Thank you, Mr. President. Members, I rise today to adjourn in memory of Violet Stout. Violet passed away December 27, 2022. She was born January 16, 1934. Born in the Lassen County Jail, raised by her grandparents on a ranch, helped them at their General store in Turmoil, which is a little town outside on 395. Graduated from Lassen High School in 1952, married George, and raised six children in the basement of an apartment building she and her husband owned.
- Brian Dahle
Person
She regularly attended the school board and county supervisors meetings, commenting on a variety of community issues. In her unique, colorful way, she decided to harness that creativity in poetry and would read it at the board meetings and write poems about the issues of the day. I happened to have the opportunity for 16 years to have her as our county poet laureate in Lassen County. And so she was an amazing woman. No party affiliation.
- Brian Dahle
Person
She said she was an opportunity bomb thrower, but she used her poetry to actually get her point across in a very unique, beautiful way. She wrote the prayers for the county board of Supervisors to start their meetings every day. And so she would be greatly missed by me and many Lassen County residents.
- Brian Dahle
Person
And one thing I learned from her is when she would call me a lot and give me her opinions on what was happening in Lassen County, she never said the word goodbye on the phone because goodbye to her meant forever. So she would always say, Love you later. So I just want to say to Violet, Later, I'll see you later. So thank you for allowing me to adjourn in her memory.
- Committee Secretary
Person
Thank you. Please bring her name up so she can be properly memorialized by the Senate. Next, we have Senator Sayerto.
- Kelly Seyarto
Legislator
Thank you, Mr. President. Members, today I rise to honor another one of our fallen officers and ask that we adjourn in his memory. Deputy Sheriff Darnell Andrew Calhoun was shot and killed last Friday after responding to a call for a domestic violence. Darnell, he was born in Pomona, which is a town next door to where I grew up, and he was the oldest brother of three. His family set up a business in Murietta, which is about a mile from where I live now.
- Kelly Seyarto
Legislator
And Darnell could be found helping the family out in their family business often. And since they did have the best Texas barbecue around, it is a place that my family would frequent and also cater our events at our house with, and Darnell could be found there once in a while. Helping out. And he was very affable, super polite. He was just a really good young man. He was 30 years old, and he wanted to do more. He wanted to do more for his communities.
- Kelly Seyarto
Legislator
And so he joined the San Diego police Department and in 2019, but he also wanted to cut down his commute, live a little closer to where and serve a little closer to where he lived in Lake Elsinore. And so he transferred to the Riverside county sheriff's Department in February of 2022. He worked very hard to provide for his family.
- Kelly Seyarto
Legislator
He was also known for his work and service at his church, the covenant grace church, where he was always seen and relied upon as a prominent Member who people could go to for advice. Unfortunately, Darnell is the second officer in two weeks to be killed in the line of duty in Riverside County. Our community had a vigil last night that was attended by, it appears, thousands of people.
- Kelly Seyarto
Legislator
They filled our town square, and they're still mourning the loss of Darnell's colleague, Isaiah Cordero, who we heard about just last week. Both of them served with honor and distinction. Sheriff Chad Bianco described him as one of the best. He's the kind of officer that we all want to be our officers. He was polite, he was compassionate. And what he was doing the other night was getting out to help referee a dispute. He didn't get ten steps before he was shot.
- Kelly Seyarto
Legislator
He leaves behind a wife of six years. She's five months pregnant. He also has a two year old and a four year old. So I personally will be keeping him and all our officers in mind while I serve up here. And we make laws to protect him in our communities. It is for Sheriff Deputy Darnell Calhoun that I ask that we adjourn in memory for today. For Darnell and all the traits and morals that he stood for and died to protect our communities. Thank you.
- Committee Secretary
Person
Thank you. Behalf of the Senate, I send condolences, and I ask you to bring his name up so he can be properly memorialized. If there's no other business. Senator Grove desk is clear.
