Thank you, Madam Speaker and Members. It is with great honor and pride that I recognize the accomplishments of Mexican Consul General Ambassador Liliana Ferrer. The nation of Mexico continues to send California its strongest people, feeding the lifeblood needed to advance our state's global economic standing. Mexico sends the best and the brightest to toil in the sweltering sorching heat while we sit and eat our table grapes and comfort.

Yet our neighbors to the south preserve and strive for a better future for themselves and their children and our collective future as a Northern Hemisphere and with the sheer power of our God given rights as human beings to be treated with dignity and respect. We are all one people on this earth and today we recognize our humanity as brothers and sisters in this Northern Hemisphere as it is embodied by Ambassador Ferrer.

It is with the spirit and courage that I am so humbled to recognize the binational efforts of Ambassador Ferrer and her fierce defense of all Latinos in California. Irrespective of documentation status, she protects the rights and interests of Mexican nationalists and empowers them through education. I thank Consul General Ambassador Lilian Ferreir for fighting for those without a voice, for those living in fear, for those who put food on our tables while the COVID pandemic disseminated our critical workforce.

Because in the end, we know that our pride and courage is the backbone that makes our State of California the envy of the world. Born in Mexico City. Consul General. Studied international relations at UC Davis, secured a master's degree at UC San Diego and was a fellow at the center for US. Mexican Studies. She has invested more than 25 years in the Mexico's Foreign Service, including at the Consulates in Los Angeles and San Diego, as well as eight years at the Mexican Embassy in Washington DC.

Prior to her appointment in Sacramento, she was deputy chief mission at the Mexican embassy in Paris. In her present duty, she served nearly 1 million Mexican nationals living in 24 Northern California counties. We thank Consul General Ambassador Liliana Ferrerd, her husband, her two children, and her staff that are with her today. Interim Consul General Hector Peralta, consul Eureko Garcias Lee for their service to not only the nation of Mexico, but to the great state of California. Gracias. Thank you, Madam Speaker and colleagues. Liana Ferreir Silva has led the Mexican Consulate in Sacramento, which provides services and assistance to more than 1 million Mexican immigrants throughout Central and Northern California. She has dedicated her career to designing and implementing policies and projects that promote the interests of Mexico, carefully creating Mexico's strategic alliance with the great state of California. Beginning her academic career here in California, consul Ferreir is a proud UC Davis alumni.

Her education there allowed her to become aware of the problems that are relevant to the entire world, not just this state. While a student at UC Davis, Ferreir experienced many cultural and historical events. These experiences led Ferreir to understand the importance of building strong relationships between both countries. As we get ready to celebrate Hispanic Heritage Month in September, it is our honor to celebrate Consul General Liliana Ferreir Silva. Through her leadership, the relationship between California and Mexico has only become stronger.

The State of California is thankful to her dedication, and I should note that we learn something every single day by interacting with folks and being open to listening to individuals. We learned today that she comes from a line of public servants. Her father served as General Consul here in Sacramento some time ago.

And she says to us this morning that it was that example of leadership, that example of service that really motivated her to go into this space of relationships between this great state and the country of Mexico. And so I just wanted to acknowledge her, her dedication to California and to Mexicanos across this state, but also a little bit of a special recognition to your father who played a critical role in the job that you've done here for us. So thank you very much.

Thank you. I rise today. We know that Consul General Ferreira is an amazing woman. And I want to just speak personally, Liliana, in the last six years or five years that we've known each other you have been amazing to me as a friend, as a person, somebody that always gave advice and sometimes a little couple bottles of wine. Appreciate all of the service, but wanted to thank you for your friendship. Liliana, muchas gracias. Portodo tolo cavas mexicanos Aquille.

I want to say thank you to Liliana for helping me, my family, directly and indirectly, but also want to thank her for the work she's going to be doing for the 373 Mexicans in Thailand. So thank you. Muto gracia Liliana.

Thank you, Madam Speaker and Members. It is my honor to recognize a young champion and a rising community leader who comes from my district in Malachi Suarez. Him and his family are here in the gallery above us. Now Malachi is twelve today, but his work and advocating to make change within his community began when he was nine years old and in the fourth grade he wanted to change the name of the school he was attending, James K. Polk Elementary School.

Now, Malachi was doing a school assignment where he was studying about James K. Polk, our 11th President of the United States, when he found out that he was a slave owner as well as a vocal supporter for Manifest Destiny, that it was a God given right for us to occupy North American territories. Now, young Malachi went before the Central Elementary School District and advocated and requested that the school be renamed. Now, initially he was rejected and rebuffed, but he persisted.

He stood up and helped to lead signature gathering through a petition. He also helped with town halls for our community, and eventually the school district formed a committee to make sure that we could look at all of the names of the schools and mascots that we have. Now, in the summer of 2022, Central Unified Board voted to rename the school.

Now Malachi was a proponent, and I agree that the school should have been named Maria Moreno after the first female farm worker labor organizer that we ever had. Now, the school district ultimately decided on naming it Central Elementary School. But Malachi, I applaud your efforts as an activist who brought awareness and change to your community. You are a bold change maker and a strong advocate for the communities that you represent. California's next generation of fearless leaders needs people just like you.

Thank you, Madam Speaker. ACR would recognize October 2023 as Women's Small Business Month to honor the hard work, resilience and contribution of womenowned businesses in California. There's a long standing tradition of recognizing October as Women's small Business Month. Its history begins in October 1988 with a passage and signage of the Women's Business Ownership Act of 1988, which allowed women in the United States for the first time to take out a loan in their own name.

Before the passage of this law, women were not allowed to get a business loan without the signature of a male relative. Since 1988, women have been incredibly successful women have been incredibly successful in being business leaders. According to the United States Small Business Administration, as of 2022, it is estimated that there are 13 million women owned businesses in the United States that employ more than 10 million people and generate 1.9 trillion in revenue.

Women-owned businesses represent 42% of all businesses and women of color account for 50% of all female business owners. Despite these successes, women still encounter barriers in accessing financial capital. They face stereotypes in the workplace.

And are more likely to have to balance childcare and business responsibilities. ACR 109 acknowledges the continued challenges women-owned businesses face as well as their successes. It will serve to promote and encourage gender equality and to honor the hard work, resilience and vital role women play in the small business space. Respectfully ask for your aye vote on ACR 109

Today arise in support of the Assembly Resolution 109 to declare October Women's Small Business Month Nationwide, women employ 9.4 million workers, with over 1800 women-owned business created each day. California economy relies on the work and the dedication of women entrepreneurs and is one of the country's top state for funding women-owned business startups.

While averaging 10.2 million business deal women owned business represents 39% of all companies in the state, employing 3.8 million people and generating around 549 billion in salaries annually. Recognizing October as Women's Small Business Month continues to acknowledge and a remarkable progress and impact women entrepreneurs continue to make not only in California, but throughout our country. Today we reaffirm the Legislature's commitment to California women's business and I respectfully ask for an aye vote.

Thank you, Madam Speaker. Good morning, colleagues. I rise this morning on behalf of Senator Menjivar to present SB 457 this is a Bill about having vision, literally. This Bill provides a simple fix to ensure that unaccompanied homeless minors who are 15 years or older and managing their own financial affairs can access vision care services. Current state law allows minors to consent to medical and dental care, but is silent when it comes to consenting for their vision care.

This ambiguity, or lack of clarity, if you will, has caused confusion amongst vision care providers on the legality of providing such services. As you can imagine, children with visual issues in school, impairs their educational success through a lack of recognition, comprehension and retention of information. Vision development is also vital for a minor's growth and left untreated, vision challenges not only affect a child's educational outcomes, but also their social development.

Senate Bill 457 will make it clear that an unaccompanied, homeless minor is able to consent to vision care services. Respectfully request an aye vote.

Good morning, colleagues. I rise on behalf of Senator Menjivar this morning to present the Bat Bill, SB 732. This Bill would designate the Pallid Bat as the official state bat for California. Making the Pallid Bat the official bat of California will bring awareness to the benefits they provide in our state and will inspire future conservation efforts for bats. Pallid Bats eat many pests, including those that contribute to health risks such as mosquitoes, wasps and flies.

In fact, the Pallid Bats are so good at eating insects that farmers, ranchers and vineyard owners place bat boxes on their property as a means for natural pest control. In California, the benefits of bats provide to agriculture are estimated in the range of a million to $2 billion annually. In addition to pest control, Pallid Bats provide wildfire reduction by eating bark beetles and wood borers which are contributors to the increase of wildfires in California.

In closing, naming the Pallid bat as the official state bat of California will help emphasize the importance of bats to agriculture, especially the role in sustainable agriculture as pest consumers. This bill will also further the appreciation, the study and conservation of bats in our state. I respectfully ask for your vote.

Thank you colleagues, I rise in support of this bill. I'm very proud to support this bill because it's actually a constituent of mine who brought it forward, a 6th grader who had the vision to see how important it is to make sure that we have a state bat and that there's more education when it comes to the bats and the important role that they play in the balance in our environment. So I'm very inspired by her. I know she came and spoke at committee.

She did all the research and presentation herself. My daughter is going into 6th grade, so maybe she's going to come with the next bill idea. But just very excited to support this bill and excited that our state is making this move to designate a state bat. Thank you.

Speaker and Members, I am proud to present SCR 47 on behalf of Senator Glazer, who would like to thank all the Members of the Women's Legislative Caucus who co-authored this resolution. This concurrent resolution would recognize Chief Justice Rose Elizabeth Byrd's important contributions to California and name the peace plaza within the State Capitol World Peace Rose Garden as the Chief Justice Rose Elizabeth Byrd Justice for All Plaza. Chief Justice Byrd accomplished many important firsts for women in law over the course of her career.

She was the first female Chief Justice of the State Supreme Court, she was the first female chair of the Judicial Council, she was the first female deputy Defender in Santa Clara County, the first female cabinet Member for a California Governor, then Governor Jerry Brown, and the first female law Clerk for the Nevada State Supreme Court. There is still no public recognition of Chief Justice Byrd's career long dedication to public service in our state's judicial system.

This resolution will help commemorate and honor her impressive accomplishments breaking through glass ceilings for women. Members, I ask for you to vote to recognize Justice Bird's service to the California judicial system by naming the Capitol World Peace Rose Garden in honor of her. Thank you.

Today I rise to present SB 371 on behalf of Senator Ochoa Bogh, which will allow nonprofit organizations to contract with counties to provide services to undomesticated burros. The increase in the burro population, along with rapid population growth in the Inland Empire, have created hazardous situations on streets, highways and railroads, resulting in injuries and death of both people and burros.

Although Riverside County Animal Service staff are authorized to move undomesticated burros under certain circumstances, they often lack the staff and resources to treat, rehabilitate, and safely relocate the injured bureaus. SB 371 would allow counties to enter into contractual partnerships with nonprofits to provide services to remove these undomesticated bureaus. That stray onto private land or public roadways and to provide medical care or treatment to undomesticated bureaus that are seriously ill or injured. I respectfully ask for your aye vote on SB 371.

Thank you, Madam Speaker. Members, I rise to recognize Gregory Melkonian, who many of you know, through his role as part of our floor team. Greg has recently accepted a new position, and will be moving on from the Assembly after ten years of dedicated service to this body. He started in the building in 2013 as an Assembly Fellow and has worked with the Assembly Republican Caucus as a Senior Policy Consultant since December of 2016. I know he loves this recognition, too. He's very humble.

Greg has analyzed hundreds of bills over the course of his tenure. In addition to staffing the Assembly Committees on Utilities and Energy ESTM and Rules, he has been a key advisor and confidant for our caucus on legislative and constitutional procedures. Those of us who have been lucky to work with him hold him in the highest regard for his impressive work ethic and policy acumen. He blends his expertise with approachability and humility.

And I'd like to say, on a personal note, I feel like I've seen Greg grow up here in the Legislature, even though he came here as an adult. But coming as an Assembly fellow, and I've had the pleasure to work with him in my tenure in the Assembly, he is truly a great asset to our caucus, providing us with excellent policy expertise and advice. And I am sad to see you go, Greg, but I know you're going on to good things in the future.

We wish you all the best. And I just want to thank Greg for his service to our caucus and to the institution. Please join me in wishing him the best on his new venture. Melkie G you will be missed.

Thank you Madam speaker and Members, it is an honor to speak in memory of Dr. Louis Charles Reichman. Dr. Reichman was a volunteer draftee in the US. Army from 1954 to 1956 and was stationed in Germany most of the time. Upon being honorably discharged in 1956, he returned to civilian life in St. Louis. In 1960, Lewis married his soulmate, Peggy Lunn, from Old Hickory, Tennessee.

After teaching at high schools in St. Louis, Peggy and Louis moved to Anaheim, California, where he taught American government at Magnolia High School for five years. Peggy and Lewis had a daughter and four sons who became graduates of the local Anaheim grade school, St. Mary's Parochial. In 1973, Lewis earned a PhD. From the University of Southern California in education. Lewis continued his illustrious career at Fullerton College, where he served as a dedicated professor of American and California history, as well as political science, for an impressive 35 years.

He was actually my professor. Over time, Louis edited and co-authored many books on American and Orange County history, political science and sociology. Louis had a genuine passion for engaging in conversations about history and politics. He relished the opportunity to exchange ideas and perspectives with others. What truly set him apart was his remarkable ability to listen attentively and show respect to individuals, regardless of whether they held differing viewpoints.

Louis understood the importance of fostering an environment where diverse opinions were valued and where meaningful dialogue could thrive. Dr. Louis Charles Reichman is survived by his wife, Peggy, sons Martin, John, Mark, Matthew and daughter, Joan, his grandchildren and great grandchildren, nephew, nieces and cousins. Please join me in wishing condolences to his family and friends for their loss. Thank you.

Thank you, Madam Speaker. On July 24, Bakersfield lost a dedicated public servant, a veteran and a friend to many. Schuyler Tryon Wallace was born in Taft, a strong community in West Kern County. He was raised in Bakersfield and went to Bakersfield High School where he met his wife Carol. Schuyler immediately knew she was the one for him and started their 68 year union together shortly after he graduated high school. Together, they had four wonderful children Schuyler Jr., Cheryl, Laura and Michael.

His commitment to public service began with eight years in the United States Navy, the National Guard and the United States Army as a reserve. He then joined the Kern County Fire Department and rose through the ranks, eventually becoming the Chief Deputy of the Department. After 30 years of distinguished service, making lifelong friends and memories, Schuyler retired with the Kern County Fire Department. Even in retirement, he continued to give back. He umpired high school baseball and refereed high school and college football games.

Known to his friends and fellow firefighters as Scotty, Schuyler was respected for his service to the community he loved. He has survived by his loving wife Carol, his son Schuyler Wallace Jr., and his wife Carrie, his daughter Cheryl, his sister Mary, seven grandchildren, eight great grandchildren, and numerous nieces, including Cynthia Bryant of Assembly Member Greg Wallace's office, nephews, and extended family. I ask that the Assembly adjourn in his memory today. Thank you.

Madam speaker, Members, it is with sadness that I ask that we adjourn in memory of the Paso Robles Mayor, Steve Martin, who passed away at age 71 this past Tuesday. He was a journalist, a playwright, and a true public servant. Mayor Martin's vision and dedication to the city of Paso Robles and our region are an example for all of us. I've always been inspired by the way Mayor Martin served with true love for the Central Coast, and I will personally miss him very, very deeply.

A self proclaimed man of two cities, mayor Martin grew up in Atascadero and moved to Paso Robles in 1973, to which he devoted his life and his career. Mayor Steve Martin first served on the Paso Robles City Council from 1987 to 1996, including a first stint as mayor from 1988 to 1990, and his current tenure began in 2014. He was elected numerous more times and was to serve until 2026.

While serving as Mayor of Paso Robles, he oversaw the development of infrastructure, improved access to broadband, helped our community recover from the pandemic and this winter storms, and even was starting a space port in Paso Robles that you're all invited to come visit. I will always remember Mayor Martin's smile and his passion when he talked about the bright future of Paso Robles.

Mayor Martin found out that he was terminally ill just after his last election, and he penned a final letter to the citizens of Paso Robles. And in that letter he said, let your differences be subordinate to your desire to care for one another. The Central Coast has lost a tireless and effective leader. My heart is with Mayor Martin's wife Jennifer and their children, grandchildren and loved ones during this time.

So, colleagues, please do join me in extending our deepest sympathies to his family, his friends, his loved ones, and our community. Today, I ask that we adjourn in the memory of Mayor Steve Martin. Thank you.
