Senate Standing Committee on Appropriations
- Anthony Portantino
Person
You. We do not have a quorum, but we're going to start as a Subcommitee. So I am going to make some announcements. We're ready, right? We're up? Good. The Senate continues to welcome the public in person, and we have a ginormous crowd here today. I see maybe 10 people. For individuals wishing to provide public comment through the teleconference line, the participant number is 877-226-8163. Again, the conference line is 877-226-8163 and the access code is 694-8930. The access code is 694-8930.
- Anthony Portantino
Person
We're holding our Committee hearing in the Oath Street Building, and obviously, we want Members to come down so we can establish a quorum and formally conduct our business. Let's see what else we got going on here. We have 90 bills on the agenda today to all our suspense candidates, so there are no do passes this morning. We have three measures listed in the daily file, but we will not be heard because they will be sent directly to the Senate Floor pursuant to Senate Rule 28.8.
- Anthony Portantino
Person
These are SB 386, Newman, SB 636, Cortese, SB 756. Laird are going right to the floor, not passing Go. Before we begin hearing testimony, we do not have a quorum, so we're going to skip that part. And so I want to remind everyone, all of our witnesses, to limit their testimony to fiscal aspects of the Bill and to refrain from repeating prior testimony. We may limit testimony at some point. We have a big number of folks, but I don't see that right now.
- Anthony Portantino
Person
And the Department of Finance has notified the Committee today to not have any files on any of the bills today. So we will not be hearing from the Department of Finance. I think they got intimidated by the trivia questions last year, and maybe that's keeping them away from us. We are going to, again, start as a Subcommitee. We have two Members present. Thank you, Mr. Seyarto, for being on time, as always.
- Anthony Portantino
Person
And before we begin, Mr. McKayley, do you know what year California surpassed New York to be the most populous state? 1962. California surpassed New York to be the most populous state. All right, we have taken for and against testimony. I see no comments from my colleagues. We'll move on to SB 433. Since we don't have a quorum, we'll come back to SB 9. SB. 433, Cortese, classified school and community college employees hearings bill. It is a suspense candidate. The authors waive presentation. We'll go right to the public comment for anyone wishing to speak out in favor of SB 433. Seeing no one coming to the microphone, we'll go to opposition of 433.

I'm just saying. I don't know whether they're strays or not, but there's 150,000. So it says actually, there's 115,000 children and between 120 to 150,000 dogs. Who knew? Who knew? All right, we'll keep going. We'll go to Senator Durazo has SB 27. I'm sorry? Oh, we didn't do testimony on 758. See, I was preoccupied with dogs. Is there anyone who wants to speak out in favor of 758? Seeing no rush to the microphone. Anybody speaking out against 758? Seeing no rush to the microphone. - Ronald Berdugo
Person
Good morning, chair, Members of the Committee, I'll be brief. Ronnie Berdigo, here on behalf of the California Hospital Association and a broad coalition of healthcare providers in strong opposition to SB 525. To be clear, healthcare providers respect the critical role of healthcare workers and go to great length to reward and support our workers. Conservatively, SB 525 will cost public and private healthcare providers $8 billion per year, with the cost rising to more than $10 billion per year by 2030.
- Ronald Berdugo

Additionally, SB 525 will cost state and local government $4.8 billion per year, with those costs rising over time. While our healthcare system is facing serious financial difficulties and state and local governments are facing massive deficits, we simply cannot afford SB 525.

Hi, Mr. Chair and Members. Maddie Munson, on behalf of the Agricultural Energy Consumers Association. In opposition to this Bill just quickly, by removing the 10 year crediting period and dictating how CARB calculates the carbon intensity score of these fuel pathways, contrary to best practices, SB 709 would effectively eliminate any future investment in these highly effective methane reduction projects, while also jeopardizing the continued operation of existing projects.
- Maddie Munson
Person
This will not only have the effect of undermining the state's short lived climate pollutant goals, but also, from a fiscal perspective, would strand more than $2 billion excuse me, $2 billion in investment, including 700 million in state funds. Thank you.

Hi, Jamie Katz with Leadership Council for justice and Accountability, in strong support of SB 709, which does not commit California to specific climate investments or methane reduction strategies, but rather increases the integrity of the LTS program and helps ensure that investments made through the program are truly cost effective. CARB overstates the fiscal impact of SB 709, which simply modifies ongoing oversight and scientific review. We see no justification for any ongoing costs to CARB to implement SB 709. Thank you.
- Committee Moderator

Hi, good afternoon. Under California Asthma Collaborative in support, I had a question for the know which of these three waste producers that use LCFS credit in California do not participate in the same regulatory process as the other. That would be wastewater treatment, solid waste, and the dairy industry.

All right, we've gotten through the queue. We've gotten through almost all of the questions. Anybody on the dais, no questions or comments. Without objection, 709 will go to suspense. We have our final Bill. I believe it's our final Bill. Do we have an up? Yeah, that's our final Bill. SB 861 by Senator Dahle on California CEQA. It is a suspense candidate. The authors waived presentation. We'll open up the public comment. We have one last question, which I'll get to in a second.

All right. We've taken support and opposition of SB 861. Seeing no objections or comments from my colleagues, that Bill will go to suspense. True or false? Was a dog elected as honorary mayor of Sunol, California, and served as mayor from 1981 to 1994? Did that town, who I have no idea which district it is elect a mayor that happened to be a dog? It's true. Doesn't say the name of the dog, but a dog was elected to be the mayor of Sunol, California, S-U-N-O-L. Who knew?
- Anthony Portantino
Person
All right, we've concluded all our business today. If you haven't had an opportunity to wait in, you could send your comments through our website. Right? You can send it through our website. I want to thank everybody for participating, and without any other further comments, the Senate Committee on Appropriations is adjourned.
