Senate Standing Committee on Appropriations

We're holding our Committee hearing in the Oath Street Building, and obviously, we want Members to come down so we can establish a quorum and formally conduct our business. Let's see what else we got going on here. We have 90 bills on the agenda today to all our suspense candidates, so there are no do passes this morning. We have three measures listed in the daily file, but we will not be heard because they will be sent directly to the Senate Floor pursuant to Senate Rule 28.8.

These are SB 386, Newman, SB 636, Cortese, SB 756. Laird are going right to the floor, not passing Go. Before we begin hearing testimony, we do not have a quorum, so we're going to skip that part. Ronnie Berdigo, here on behalf of the California Hospital Association and a broad coalition of healthcare providers in strong opposition to SB 525. To be clear, healthcare providers respect the critical role of healthcare workers and go to great length to reward and support our workers. Conservatively, SB 525 will cost public and private healthcare providers $8 billion per year, with the cost rising to more than $10 billion per year by 2030.

Additionally, SB 525 will cost state and local government $4.8 billion per year, with those costs rising over time. While our healthcare system is facing serious financial difficulties and state and local governments are facing massive deficits, we simply cannot afford SB 525.

In opposition to this Bill just quickly, by removing the 10 year crediting period and dictating how CARB calculates the carbon intensity score of these fuel pathways, contrary to best practices, SB 709 would effectively eliminate any future investment in these highly effective methane reduction projects, while also jeopardizing the continued operation of existing projects.

This will not only have the effect of undermining the state's short lived climate pollutant goals, but also, from a fiscal perspective, would strand more than $2 billion excuse me, $2 billion in investment, including 700 million in state funds. Thank you.
