Thank you for the opportunity to present SB 568, which would require that an individual entity must certify that they've attempted to locate a licensed instate e waste recycling facility in California before exporting e waste abroad. Globally, less than 20% of e waste is currently recycled properly, with the remaining 80% of e waste ending up either in landfills or improperly recycled in other jurisdictions.

Much of this waste ultimately ends up in developing countries, being processed by hand, and exposing workers in those places to hazardous or carcinogenic substances such as mercury, lead and cadmium. In addition to these adverse health and climate impacts, the improper management of e waste also results in a significant loss of scarce and valuable raw materials such as gold, platinum, cobalt and other rare earth elements that are contained on circuit boards.

Experts estimate that as much as 7% of the world's gold may actually currently be contained in e waste, with up to 100 times more gold to be found in a ton of E waste than in a ton of mined gold ore. That could be your next trivia question. We care for two reasons, as I mentioned my testimony. One is the environmental impacts of improperly recycling e waste. The other kind of more interesting aspect is this is a very rich opportunity. As I mentioned, there's often a significant amount more valuable metals in a ton of e waste circuit boards than you'll find where you're conventionally mining it. Right. So this is an awesome opportunity to re harvest those. So, you know, this is both environmentally sound but also economically advantageous.

No labor representative testifying today could tell you that any court reporters lack adequate or well paid work. Nor will any private shorthand reporter stand up to tell you that they want to leave their private career to go work for a court.

SB 662 addresses the court reporter shortage crisis by permitting courts to turn on electronic recording equipment that they have when a court reporter is not available for civil hearings. According to the judicial counsel, 46% of the courtrooms in the state's largest courts already have electronic recording equipment, and this Bill will let courts create a record for a long list of cases that are entitled to one that are not entitled to one.

Under this Bill, courts may also choose to purchase additional electronic recording equipment with their existing budgets. But the Bill also prohibits courts from using the equipment to replace any court reporter. The opposition to this Bill won't discuss the expense to the courts and the State of California when Low and moderate income people have to return to court month after month in the hopes that a court porter is available for their case.

Very briefly, just based on the support comments I think it's important I comment as a labor organization. Let me be very clear. Courts have been deliberate in not hiring court reporters. This Legislature allocated $30 million ongoing to hire, retain and recruit court reporters.

And I can tell you in Sacramento county, as an example, the union had to fight to get the court to actually request that money from judicial counsel and then push them to actually use it. And when they did, there was a waiting list to get people hired. That has been happening in a handful of counties where the courts have actually tried to use the money.

So we can actually fix this alleged shortage if the courts actually took affirmative action to hire instead, the courts are supporting bills like this to go to electronic recording instead of spending the money. Only a fraction of the money has been spent. And I just want to address some of the concerns brought by CTC on the SBA 11. SBA 11 would enter California into the Teacher Interstate Teacher Mobility Compact, which will allow teachers moving from one Member state to another to be granted the closest equivalent license to their current credential. The CTC states that the increase in out of state applications would result in the need for four new positions at the CTC costing $400,000 per year.

However, this dollar amount, $400,000, does not take into account the money that will be saved to the streamlining of the application process, which is the point of the Bill. Although there would be an influx of applicants, hopefully to fill that 17%, each application will require far fewer person hours than is currently necessary.

I'm greatly appreciative that the CTC is so confident in the efficacy of this Bill and the compact that they think that they will need four whole new positions to take on the new applications of teachers coming into our state.
