We've had policy Committee hearings on these bills. I'll also, as we go through, decide if we're going to put time limits on testimony, seeing how many people we'll have in the queue, and I'll make that announcement at the appropriate time.

Lastly, the Department of Finance has notified the Committee that they do not have any files on the Bill today. So we will not have a Department of Finance representative on the line with us. And so I think it was the trivia question scared them away. And so we are going to go right to our file as a subcommittee. I will try. Good morning, Mr. Chair and Members. Thank you for the opportunity to present SB 568, which would require that an individual entity must certify that they've attempted to locate a licensed instate e waste recycling facility in California before exporting e waste abroad. Globally, less than 20% of e waste is currently recycled properly, with the remaining 80% of e waste ending up either in landfills or improperly recycled in other jurisdictions.

Much of this waste ultimately ends up in developing countries, being processed by hand, and exposing workers in those places to hazardous or carcinogenic substances such as mercury, lead and cadmium. In addition to these adverse health and climate impacts, the improper management of e waste also results in a significant loss of scarce and valuable raw materials such as gold, platinum, cobalt and other rare earth elements that are contained on circuit boards.

Experts estimate that as much as 7% of the world's gold may actually currently be contained in e waste, with up to 100 times more gold to be found in a ton of E waste than in a ton of mined gold ore. That could be your next trivia question. California's e waste recycling market, which is already among the largest in the world, is projected to grow by 15% or more by 2027 if we can streamline the processing and recycling of e waste materials.

The state has a unique and very promising opportunity to become a global leader in the market for safely reclaiming the rare and valuable minerals contained in e waste by requiring recycling facility. By requiring an entity to declare that they attempted to locate an in state e waste recycling facility prior to export, SB 568 will yield immense long term economic benefits for the state while reducing the likelihood that potentially toxic e waste materials will find their way abroad to locations with much weaker environmental standards than California.

We are continuing to work with DTSC, Cal Recycle, and other stakeholders to make the goal and intent of this legislation practicable for all interested and effective parties involved. I am respectfully asking for your I vote today.

We care for two reasons, as I mentioned my testimony. One is the environmental impacts of improperly recycling e waste. The other kind of more interesting aspect is this is a very rich opportunity. As I mentioned, there's often a significant amount more valuable metals in a ton of e waste circuit boards than you'll find where you're conventionally mining it. Right. So this is an awesome opportunity to re harvest those. So, you know, this is both environmentally sound but also economically advantageous.

There's a facility in southern Calvary, actually close to your district, near La Jolla, that is actually currently doing e waste reclamation with very little water at extremely safe environmental standards. And they represent the leading edge on this.

So if it's near La Jolla, it's probably in my district.

That's probably true, and I'm glad to connect. I'm not familiar with your district lines, as you may not be with mine.

I'm not. This is your classic win win well.

Back mean, I agree with the properly recycling it or getting the minerals and the heavy metals and stuff out, but why do we care if it's done in Nevada or Arizona if they're doing it as environmentally sound as we are?

There's a money making opportunity here for California Senator.

Okay, my biggest challenge is how are you going to enforce this? Are we going to set up border checkpoints? And as people leave the state, they're going to have to claim their no and they leave or what?

Again, you're providing incentives that hopefully sort of direct waste in the right direction. So the details, as with other EPR programs, extended producer responsibility programs, we will work these out with a combination of DTSC and Cal recycle and stakeholders. But the idea is, if it is economically beneficial to do it in state, do it safely, you're going to do a lot to safeguard the environment, other jurisdictions.

Hello, my name is Gloria Carolina Chong. I'm an attorney with the Family Violence Appellate Project. We are a proud co sponsor of SB 662, along with the Legal Aid Association of California. And I'm here today on behalf of over 35 domestic violence and legal services organizations to urge your aye vote on this Bill. Through our work. We hear every day that there is a court reporter shortage, and it is directly affecting the safety of survivors of abuse.

This shortage stems from the lack of enough court reporters to handle depositions, private trials, arbitrations and court hearings. No labor representative testifying today could tell you that any court reporters lack adequate or well paid work. Nor will any private shorthand reporter stand up to tell you that they want to leave their private career to go work for a court.

SB 662 addresses the court reporter shortage crisis by permitting courts to turn on electronic recording equipment that they have when a court reporter is not available for civil hearings. According to the judicial counsel, 46% of the courtrooms in the state's largest courts already have electronic recording equipment, and this Bill will let courts create a record for a long list of cases that are entitled to one that are not entitled to one.

Under this Bill, courts may also choose to purchase additional electronic recording equipment with their existing budgets. But the Bill also prohibits courts from using the equipment to replace any court reporter. The opposition to this Bill won't discuss the expense to the courts and the State of California when Low and moderate income people have to return to court month after month in the hopes that a court porter is available for their case.

They also won't tell you about the devastating economic and other effects when survivors cannot appeal wrong and dangerous decisions that often lead to homelessness for them and their children. With economic ripple effects throughout the state, any cost associated with preventing these tragedies is well worth it. Please help stop this crisis with your. I vote for this Bill.

Hi, pardon me. I'm Tamara Houston. I'm a court reporter and I'm currently the President of the California Court Reporting Association. We strongly oppose SB 662. It's much more effective to hire court reporters in courtrooms, the proven gold standard with the $30 million that the Legislature has previously allocated and is on an ongoing basis to fulfill this purpose.

Good afternoon, Mr. Chair Members. Ignacio Hernandez, on behalf of the United Public Employees Union, representing court reporters in a variety of counties, including Sacramento. Very briefly, just based on the support comments I think it's important I comment as a labor organization. Let me be very clear. Courts have been deliberate in not hiring court reporters. This Legislature allocated $30 million ongoing to hire, retain and recruit court reporters.

And I can tell you in Sacramento county, as an example, the union had to fight to get the court to actually request that money from judicial counsel and then push them to actually use it. And when they did, there was a waiting list to get people hired. That has been happening in a handful of counties where the courts have actually tried to use the money.

So we can actually fix this alleged shortage if the courts actually took affirmative action to hire instead, the courts are supporting bills like this to go to electronic recording instead of spending the money. Only a fraction of the money has been spent. And also there are courts who have been laying off court reporters or shifting them out of family court to create the very problems that you just heard from the supporters.

There is a way to change the management, spend the money that the Legislature allocated, and we can address this. Plus, there are students. I think 600-700 students are already on waiting lists ready to come into this profession. So we are well on track to do it. It's a matter of will, and that's why we are strongly opposed to this Bill. Thank you.
