Despite a third party review in 2014 that recommended reducing redundant paperwork, little action has been taken.

Excessive paperwork is a major factor driving clinicians out of the mental and behavioral health sector. This Bill is crucial given the dramatic increase in behavioral health needs among children and adults in our state. Senate amendments modify reporting requirements to only apply twice AB 1470 has enjoyed unanimous bipartisan support and has no opposition.

This bill builds on the very excellent work of our Attorney General Rob Bonta and our former Attorney General, Kamala Harris, who have been deeply engaged in this effort. Amendments in the Senate add an urgency clause to make sure that we can prevent any further injustices from being done. This bill has bipartisan support. Thank you, Mister speaker and colleagues, for the opportunity to present House Resolution 110. According to the American Society of Civil Engineers, much of California's infrastructure is in need of repair. The lack of adequate infrastructure disproportionately affects our rural and low income communities.

As an example, the failing drinking water systems, two-thirds of them are in low-income areas that require us to purchase bottled water for both drinking and cooking purposes. HR 110 demonstrates California's support of a national infrastructure bank, which will bring an additional potential funding of $5 trillion for infrastructure projects that do not require increasing federal taxes.

The bank will result in tremendous public benefit through infrastructure improvements, which will create 25 million new jobs nationwide. A national infrastructure bank will become an additional source of funding for California's infrastructure projects and help to ensure that all Californians live in vibrant communities.

We should look to the past when our country has done this under federal, under FDR, and we saw a tremendous opportunity for us to invest back into our country.

I look forward to our colleagues being able to support this resolution, and for us to send a message to our country and to all leaders that we're ready for another national infrastructure bank. I respectfully ask for an aye vote.

Thank you, Mr. Speaker. Members, colleagues, I rise to present HR 116, condemning last month's assassination attempt on the life of President Trump, and committing ourselves to opposing a disturbing recent trend in political violence.

On July 13, 2024 while addressing a crowd in Butler, Pennsylvania, the 45th President of the United States, Donald Trump, survived an assassination attempt by just inches. By the grace of God, the last-second turning of the head President Trump was not fatally struck. However, this violence was not without tragic loss.

Cory Compintor, a husband, father, decorated firefighter, and a veteran, was killed as he heroically protected his family with his own body. Two other rallygoers were critically wounded that day and are still recovering.

This attack was not just an assault on one man, but on the principles that we hold as a nation our commitment to peaceful discourse and the rule of law.

In the days leading up to the Republican National Convention, where President Trump was a presumptive nominee, an armed individual intent on silencing a voice took aim from a rooftop, firing multiple rounds at the President and the innocent people gathered there. It was a cowardly act.

In the aftermath of this horrific event, President Trump, despite his injuries, stood before the nation and for unity, reminding us that even in the face of violence, America's strength lies in our ability to come together as a nation. President Biden condemned this violence and urged all Americans to resolve our differences peacefully.

Now, make no mistake, I blame the perpetrator of this act. But I think this all gave us pause that day. It struck me on that day that we haven't seen this kind of violence in a generation. I had never really seen that. My parents' generation experience the assassinations of JFK, of Martin Luther King Junior, Bobby Kennedy.

I was very young when Ronald Reagan was shot. We haven't really experienced that until now. And it should give us all pause that why is this happening? And how can we together stop this? We have passionate disagreements many times on this floor, passionate disagreements about the future of this nation.

We may have very different worldviews, but we cannot allow that to devolve us into violence. The election of Donald Trump is not the end of democracy. The election of Kamala Harris would not be the end of our republic. Those things can only happen if we allow it to happen.

As Benjamin Franklin said at the founding of our nation, a republic, if you can keep it, it's on us as the people to continue to cling to the principles of freedom, of representative democracy, of separation of powers. It is those things that will stop mob law. It is those things that will stop authoritarianism.

It's us continuing to cling to those foundational principles and maybe also showing people what, showing the public what they don't always see. And I think you can all attest to this. We can all attest to this. We can have pretty heated debates in Committee on this floor, but maybe they don't always see that off of that floor.

There's fist bumps. There's people asking about their kids. How are your kids doing? Hey, how's your dad doing? I know he was sick. We're all humans, and we have that connection, and we have that link to our republic. That is what unites us. So this is a disturbing increase that we've seen. Troubling trend in political violence.

But it's time for us as leaders, to stand united against all forms of violence, regardless of party affiliations or political beliefs. Today, let us send a clear message. We condemn the July 13 assassination attempt on President Trump and all acts of political violence.

And we reaffirm our commitment to our foundational principles of this country, and to a political process based on respectful discourse and nonviolence. I urge you all to support this resolution and stand with me in defending the values that make our nation so strong. Thank you, Members.

Thank you very much, Mr. Speaker and colleagues, for allowing me to also speak on what is and should be a bipartisan effort, and acknowledging this as an American value, a California value, in keeping our community safe and lowering any attempts of political violence. And as we speak about the facts of this shooting.

A Republican candidate for President was shot by a registered Republican using a weapon that Democrats have pushed for a national ban on. And in this regard, this is a bipartisan effort to reflect the values that we hold so near and dear.

I urge support in this measure, and permission to read, Mr. Speaker, that the resolution then states very clearly, be resolved that there are troubling trends of political violence that undermines the principles of democracy and the rule of law.

And be it resolved that the state Assembly condemns former President Donald Trump and all forms of political violence. Excuse me, the Assembly condemns the assassination attempt of former President Donald Trump and all forms of political violence. I urge my colleagues in support of this measure.

Well, thank you, Mister speaker. Members, I rise today to present SJR 6 on behalf of Senator Caballero, an important measure to denounce the historic discrimination against the LGBTQ Service Members created under the don't ask, don't tell military policy.

Under don't ask, don't tell, if a military service member identified as LGBTQ, it could lead to a dishonorable or an other than honorable discharge. Veterans that received these discharges lost access to their military benefits such as Healthcare, college tuition assistance, employment opportunities, and retirement benefits. Between 1994 and 2011.

The don't ask, don't tell policy under the Department of Defense led to a discharge of more than 14,000 service members, willing, ready and able volunteers who wanted to fight for our country.

In 2010, President Obama repealed this discriminatory policy, allowing members to serve openly without fear of discharge, and created a process for discharge members to amend their status through the US Department of Veterans affairs and receive their benefits due.

The review process to grant benefits to a Member who had been wrongfully discharged is made on a case by case basis. Veterans required an advocate to gather and submit the documentation for a VA's review, including service records, incident details, supporting evidence, and performance evaluations.

The current process to update the status of discharged veterans is unnecessarily burdensome, adding complexity to an already painful experience, forcing veterans to revisit a very difficult and unfair time in their life and worsening the victim's trauma.

SJR 6 urges the President and Congress to establish a straightforward process, provide legal aid, and rectify the wrongful discharge or misclassification of veterans based on their identity, ensuring that they receive the benefits they rightfully deserve for their service to our country and its citizens. This measure is a LGBTQ caucus supported resolution.

Thank you Members. I'm presenting SJR 12 on behalf of Senator Minh. This resolution urges the Federal Government to revise bankruptcy laws to prevent the oil industry from offloading the costs of decommissioning oil and gas wells onto state taxpayers.

So may Member Hart, you are recognized, Mister speaker.

Oil operators have found a loophole to avoid paying for the decommissioning of oil rigs, declaring bankruptcy to escape their financial responsibilities. One of the most glaring examples is platform Hawley, an offshore oil platform off the coast of Santa Barbara.

Following the bankruptcy of Venico, the platform was abandoned and the state was left to assume responsibility for the decommissioning process in Ventura County. Rincon island became the state's responsibility after its parent company declared bankruptcy and failed to maintain the wells and infrastructure.

The bankruptcies of Venneco and Rincon Island Limited have already cost the state's General Fund over $200 million. This resolution seeks to ensure that federal bankruptcy laws are revised so that the oil well bankruptcies do not place an undue financial burden on the state's taxpayers.

We must hold the oil industry accountable for the full cost of decommissioning their infrastructure, protecting our environment and our taxpayers. I respectfully urge your I vote on SJR 12.

Thank you, Mister speaker and colleagues, I rise today to present Senate Concurrent Resolution 151 on behalf of Senator Henry Stern. SCR 151 would designate a portion of the I-5 in my district of Los Angeles to a Los Angeles County sheriff's deputy who made the ultimate sacrifice in the line of duty.

Deputy Ryan Clinkunbroomer tragically lost his life at the age of 30 while in active patrol as a deputy in the county.

A deputy sheriff in the County of Los Angeles, he was an eight year veteran of the Los Angeles Sheriff's Department and followed in the footsteps of his father, grandfather, and great-grandfather as a fourth-generation peace officer. In addition to his loving family, he also leaves behind his fiance Brittany, whom he was engaged to marry.

The portion of the I-5 that was chosen by his family in the heart of where Deputy Clinchen Brumer was born and raised, attended high school, and spent most of his adult life working and living.

In recognition of Deputy Clinkunbroomer's dedication to his career in law enforcement, his service to the residents of the Los Angeles County and his ultimate sacrifice is fitting to tribute to dedicate a portion of the interstate five near his birthplace, hometown and patrol as the Los Angeles County sheriff's deputy Ryan Clinkunbroomer Memorial Highway. I respectfully ask for your aye vote.

In an effort to ensure that those most impacted are supported during such catastrophic events. SB 990 ensures Cal OES is equipped to adequately safeguard our most impacted communities by consulting directly with advocates, organizations, and researchers with subject matter expertise. The measure is received bipartisan support, has no registered opposition, and is an LGBTQ caucus priority.

This bill would allow the California Department of Food and Agriculture to adjust the mill assessment rate on fertilizer materials registered in California without using administrative regulations or the rulemaking process in certain cases.

Additionally, SB 1522 extends the validity of the registration fertilizing material from two years to four years and adjusts the fees for registration accordingly. The bill would not increase the registration fee. It has received bipartisan support. CDFA reported the cost to adopt this legislation would be minor and absorbable. Senate Bill 347 by Senator Newman, an act relating to land use.

Members, I rise today to present SB 347 on behalf of Senator Newman, which will streamline the deployment of new zero emission vehicle infrastructure by exempting electric vehicle charging and hydrogen fueling stations from California Subdivision Map Act. As California moves to accelerate the adoption of new zero emission vehicles, it is estimated the state will need an additional 1.2 million EV chargers and another 500 hydrogen fueling stations by the year 2035.

SB 347 builds upon a pass exemption granted to wind, solar, and grid battery storage by accepting new sewer emission charging and refueling stations from the Subdivision Map Act, thereby removing a burdensome layer of red tape while also preserving local control. SB 347 has no no votes and no register opposition. I respectfully ask for an aye vote. Thank you.

The Bill now provides that out of state fabrication facilities that fabricate custom H VAC ducts for a California public works project not have to register as a public works contractor and not be directly liable for violations.

The out of state fabricator will be contractually obligated to comply with prevailing wage requirements, but will not be subject to regulatory enforcement by the Department of Industrial Relations.

The Department only has to enforce these requirements against the in state contractor that is obtaining and installing the ducs of this is consistent with current law that contractors are jointly and severely liable for public works violations by the subcontractors. Thank you so much, Mr. Speaker. Colleagues, today I rise to remember Elaine Kontominas Alquist, a former Member of this house and California State Senate who recently passed away at the age of 79. Born on August 21, 1944 in Chicago and raised in a Greek immigrant family, Elaine earned a BA in math and would later be honored as a Distinguished Alumna of the Year from MacMurray College in Illinois.

At the age of 22, she received an MA in guidance and counseling from Washington University, St. Louis, Missouri, where she graduated with honors. She then went on to serve in the PTA in Santa Clara County, worked for Stanford University, and became a member of the school board, and then became a Member of this body. The first Greek American woman to serve in this body.

I think I might be the only second, but I'll have to look that up. In any event, Elaine was really quite a trailblazer and had a real great body of work while she served both in the Assembly and in the Senate. She was elected in 1996 and was twice reelected in 98 and then in 2000.

She was elected co-president of the freshman class. I guess they did that in those days. I didn't know that. Elaine's colleagues in the Legislature called her one of the most productive and industrious Members of the California State Assembly. In her first term, Elaine was among the top 10 Assembly Members with the most bills signed by a Republican Governor, Pete Wilson.

As Chair of the Assembly Information Technology Committee, she received notice for exposing and putting an end to expensive government waste, something that was even around in those days, and in a troubled statewide automated child support system.

As Chair of the Assembly's Committee on Aging and Long Term Care, she really worked to create laws to enhance quality of life for seniors, including osteoporosis prevention. Elaine joint authored the major reform legislation on nursing home reform, and she also authored legislation on combating breast cancer and requiring nursing homes to list documented violations on the Internet.

When she went on to serve in the Senate, she was instrumental in establishing the Silver Alert. And as the Silver Tsunami comes our way, I can't think of something that is probably more important to us these days. She also worked as a joint author on healthy families legislation that extended health coverage for California's uninsured children.

And one of my personal favorites, she created the Homebuyer's Down Payment Assistance Program, which provided the critical down payment for first time home buyers. She also co-authored, back in 2002, a state housing bond measure, the largest in history at that time, which allocated 290 million to the down payment program.

I mean, this is a woman that had an incredible body of work. Elaine received too many awards and recognitions to easily recount through her 22 years of elected service and more years of community service. Always proud of her Greek heritage, Elaine was an active member of the Philoptochos and the Daughters of Penelope, and she previously served as an Honorary Chair of the Modern Greek Studies Foundation.

She was the proud mother to sons Peter and Bryan White, and a proud Yaya, which means grandmother in Greek, to her grandchildren, Jasmine, Logan, and Liam White, and loving partner to what she called her PF, permanent fiance, Duncan Benas. She leaves behind an extraordinary legacy, and it will have an impact on generations to come.

And on a personal note, when I was a young woman and I would see her at political events, she always kind of sought me out and made sure that myself and my sister, we're just kind of provided for and we're getting the most out of each political event. So I felt like she was such a warm person and really had heart. And I think it shows in her body of work, but it also showed on an interpersonal level. So I thank you for the opportunity to remember her today. Thank you.

And so I joined my colleague from San Mateo County in adjourning in the memory of Senator Elaine Alquist.

Thank you Mister speaker and Members, thank you for your patience. Today I rise with a heavy heart to adjourn in memory of my legislative aide and dear friend, Aldo Javier Garcia. Aldo was born on February 71999 and raised in Corcoran, California.

He was a proud son of the Central Valley and it was in part due to the of where he came from and his passion to serve others that he found himself at UC Berkeley where he earned a degree in political science and later in 2022, joined the Capitol community as a Member of the Assembly fellowship program.

As we all know, capital offices often grow close to each other and become a family. When we lost Aldo, we lost more than a colleague. We lost a friend, a mentor, a brother, a son. Aldo was the truest embodiment of a public servant.

He exemplified the American dream, the son of farm workers who, like me, migrated from Guadalajara to work and build a better life for their family.

We frequently talk about the hardship and sacrifices that we as Latinos make to bring our parents and families out of the shadows and how that is one of the many driving factors of why we do the work that we do here.

I remember the first time he brought his parents up to meet with me in my office shortly after his fellowship ceremony. It warmed my heart to witness how proud his parents were of the work that he was doing and the young men that he had become.

It was during this time that I learned that he was also a big fan of Las Chivas, his professional soccer team from Guadalajara, where I was born. I feel incredibly lucky that in a short amount of time, we share so many stories and memories. That I will share is forever.

Aldo was a loving and devoted son who sought to carry on the legacy of his parents hard work and dedication. Although his time with my capital team was cut short, it was clear that he was remarkably and his future was bright. He was a rising star, never took shortcuts, and wanted to grow and succeed in his role.

But what I will always remember, the Maya Bar Aldo, is that he never lost sight of what was truly important, family and community. Aldo always talked about his hometown of Corcoran and his dream of taking the skills and resources he was developing in the capital back home to serve his community.

He was the heart of our office, deeply passionate about his work, especially issues such as access to clean water in Low income communities and ensuring that immigrant families obtained the resources and support they needed to thrive. Aldo, as a role model for my junior staff, he was a treasure mentee to my senior staff outside of our office.

Aldo was an important Member of the Capitol community. Despite his relative short time in Sacramento, his impact was enormous. His friendships were deep, and he went out of his way to welcome new Members of the Capitol community, ensuring they understood that they felt supported and that someone cared about them.

His impact was exemplified last month by the Members of people who showed up in front of the Capitol during a vigil celebrating his life. As we remember his legacy, it is hard to express how much it means that so many people have shared stories of Aldous positive impacts.

And it's equally hard to express how difficult it is to know that we will never be able to witness the extent of his potential. The loss of Aldo has left a hole in our hearts, the hearts of many. And this past month has been incredibly difficult. I never would have anticipated I would be up here.

I wish I wasn't. But please take a moment to remember Aldo, his impact on the capital community, and that, above all, his life mattered. His life exemplifies the experience of so many young staffers that show up every day, working long hours, in what can be a challenging environment with the hope of making a difference.

Please keep Aldo and his family, who is here with us today, in your hearts, and think of them as we carry out these few weeks of session. Aldo, our world is better for having you in it. You have whatever changed my life, the life of many others in this institution, for the better.

Members, I rise today to adjourn in memory of Aldo Javier Garcia, who passed away on June 24 at the age of 25. Aldo, a son, brother, a cherished friend, was a pillar of and the many communities he touched. A native, Corcoran Californian, a Central Valley kid at his core, Aldo was kind and a gentle soul.

He was dedicated to helping his community. He was the proud son of hardworking farmworkers and committed to his family. Aldo attended UC Berkeley, where he excelled academically and made many lifelong friends through his campus activities and leadership.

My office was fortunate enough to have Aldo as our first fellow, where he excelled and contributed immensely, leaving an indelible mark on our team and on the work being done to this day.

I had the distinct honor of walking Aldo to the floor to introduce his first Bill and celebrated with him months later after the Bill was signed into law.

But I also remember how when we did that, he did not want to take a picture, and that was because he wanted to reserve his first picture for crossing a Bill, was when he crossed the constitutional amendment, ACA 8, the Enslavery Act. He had spent hours throughout his first year working with stakeholders and in negotiating language.

We could not have got that across the finish line this year without his commitment to all of that early work. Just last year, we walked down this very aisle when Aldo received his resolution for completing the Assembly fellowship program while his parents watched proudly from the gallery.

And I remember when we were celebrating earlier over lunch and a Member of our team asked his father whether he was proud of Aldo. And without skipping a beat, he said, I am proud of both my sons. And he gave them each a separate look.

And as a mom and as a parent who has faced challenges to give children everything that we had, I knew that look and I understood the depth of that statement. I also understood why all don't talk too often of his parents and his brother. He wanted to do so much.

He wanted to work hard and make a good living and give back to his parents who had sacrificed so much for him. Aldo's promising journey in public service was filled with many plans for the future.

His contribution to our community and to the state were just beginning to unfold, and it is an absolute understatement to say that Aldo is missed. I struggle to find the words to express how I feel, and I know it is likely the same for all who remember him.

His loving family, his friends, the community of Corcoran, his classmates at UC Berkeley, his fellow cohort and the Capitol community, California has lost a brighten and compassionate individual. However, his place in our community is cemented and his legacy of dedication and service will continue to inspire us all.

Thank you Mister speaker, and thank you colleagues, for your heart moving speeches. Aldo Garcia was a man who wanted to make his valley community a better place. As the Assemblymember of the district and competency Corcoran, Aldo Garcia was from a very, very close area nearby where I grew up.

Aldo was a man who always brought out the best in others. Former mayor of Delano recalled that when Aldo canvassed the community for him in his State Senate run Aldo would connect with the voters and the volunteers in such a way that it was always clear that he had the bright future in politics.

He would truly take the time to understand the concerns of valley residents and seek ways to help them. His classmates from Berkeley report being inspired by Aldo, while his coworkers described his brilliance and natural talent. But he never let that influence him. He always demonstrated humility, let his passion for public service guide him.

His friends all recall all the stories Aldo shared about his family. How he was always eager to make the long drive to Corcoran to see his family, and the even longer road trip to Arizona to visit his extended family. Aldo was a proud son of farmworkers and giving back to his community.
