The place we now call California has been the home of indigenous peoples from the very beginning, long before Juan Cabrillo set foot on this soil in 1542, indigenous people had already built vibrant and diverse cultures and economies.

Our native people had already been stewards of this great land for thousands of years, safeguarding languages, knowledge and traditions across generations. It is critical that we not only recognize their accomplishments, but we account for the role that the state has played in their suffering.

Since the start of this second extraordinary session, the Legislature has spent more than 20 hours examining the state's transportation fuels market, as well as debating and voting on the measure before you today. 13 days ago, I stood before you in this chamber and committed to refining this policy in the Senate.

Today, ABX2 1 returns for concurrence with amendments that ensure worker safety and protections which will not be altered by the CEC rulemaking under this Bill. The amendments clarify that any regulations issued due to ABX2 1 shall protect the health and safety of employees, local communities and the public.

The Bill clarifies existing law that protects refinery workers health and safety, including stop work authority for emergency and necessary maintenance shutdowns. The amendments make it clear that any regulations issued under this Bill will not modify skilled and trained workforce requirements at refineries.

The amendments specify that the labor representative on the Independent Consumer Fuels Advisory Committee must have experience in refinery operations. This Bill is the result of collaborative efforts between both houses of the Legislature and the Administration. I believe we have a stronger policy before us today than when we started.
