The Senate Committee on Appropriations will now come to order. We're meeting Today in room 2200 of the O Street Building and want to thank everybody for being so prompt and joining us quickly. We have 132 measures on today's agenda, all of which are suspense file candidates.

One Bill that is still listed in the daily file will not be heard today, which is SB593 by Senator Hurtado, which will be sent directly to the Senate Floor.

Pursuant to Senate Rule 28.8, the Department of Finance has let us know that they don't have files on any of the bills up for hearing today, so their representative will not be present. The authors for all of the suspense measures on today's agenda have waived presentation.

And what that means is that they're not going to be showing up to talk about their Bill. So we're happy about that because things ought to move pretty quickly. Actually, we have a couple of amendments.

You were a good guesser. Madam Chair. Good morning, Madam Chair. Members of the Appropriations Committee, Tom Sheehy representing the Orange County Board of Education today in opposition to SB 249 by Senator Umberg. We concur with your staff's fiscal analysis of this bill that it'll.

That'll cost my client, the Orange County Board of Education and the county registrar hundreds of thousands of dollars to make the necessary election changes. Changes that they're not asking for. We also believe since this bill will sweep in five counties into its provisions, you can multiply that cost by 5.

And we're now talking about a fiscal impact well over $1 million. But those costs won't be born just by the counties. This will be a new state mandated local program. Ledge Council's key to that way. Your staff has pointed out that that's likely or it's possible.

I will tell you it's a no brainer for the Commission on State Mandates because this is the state mandating a local government entity to change its election procedures. They will file test claims with the Commission on State Mandates and they'll be approved.

And what that means is that these costs will ultimately come out of the State Journal Fund, which means the constituents of all of your colleagues here in the dais, their constituents will be paying the cost for the election of these five counties, not the people that live there.

So we think that this is like Governor Newsom said when he vetoed SB 907 last year. He said he wouldn't sign such a bill usurping local control unless there were extraordinary circumstances at play. We are aware of no extraordinary circumstances in any of the five counties impacted by this bill. And for that reason, we respectfully oppose it.

And we would ask you to put it on suspense and keep it there. Thank you.

Madam Chair, thank you. Yeah. I am here on behalf of SB226 purely on the fiscal issues. I want to first thank the Committee staff. The analysis is exactly accurate. This is a bill.

It's a district bill that authorizes but does not require the Board of Governors of the California Community Colleges to to rectify a great injustice that was done in my home county of Yolo back in 1972 when over the objections of 80% of the voters in Woodland, Woodland and Winters, the two Latino cities in my county, were placed over their objections into the Yuba Community College District.

This bill would simply allow the Board of Governors to rectify that Yolo County is the only one that's been divided this way. The bill only applies to Yolo County and as the analysis notes, it has for the state only minor and absorbable costs as estimated by the Board of Governors.

However, I'm here today because the districts involved have submitted very cynical cost analyses north of $25 million for this proposal. And I just want to highlight this because it is. They're absurd, but they're also purely for the purpose of trying to undermine the bill. But I want to emphasize the bill is permissive.

It does not require the Board of Governors to take this action. One of the districts estimates $12 million for example to take over the unfunded pension obligations, but the other district does not report it as a savings.

One of the districts reports that they will now spend money driving to Woodland Community College to clean the buildings, but the other district does not report it as a savings. In every case, both districts report only costs.

One of the district reports that to take over the college would mean adding to a Vice President, two Deans, and three program directors for the same exact college that is already there.

So without quibbling about every single detail, I simply wanted to highlight this because I do think it is we depend on accurate fiscal estimates in order to do our work here.

And in this case, the districts are simply trying to prevent the fixing of what was the most significant act of educational higher education redlining in the community colleges in the history of California.

My Bill is based on two prior bills, one by Assembly Member Stan Statham that split the Feather River Community College District from Peralta and another bill by Senator Bruelty that split the Copper Mountain Community College District from The College of the Desert. In both case.

In both cases, there were no costs at the Chancellor's office and the state did not provide any appropriation or any other budget allocations to either of the two affected districts. So with that, I agree with the suspense recommendation, but wanted to put on the record the significant disagreement with the.

First, I'd like to thank Senator Seyarto and Senator Grayson for their kind words on this bill in Senate Transportation, as well as the Committee staff for their accurate analysis of what this bill actually does.

In September of last year, Rancho Cucamonga was shaken by the loss of two young lives taken when 17 year old Emily Gold and Shirin Connor Furutan committed suicide on to the overpasses. And actually it's the same overpass in the City of Rancho Cucamonga.

Since that time, we have been in talks with Caltrans immediately in October to try and put up suicide prevention barriers on two actual overpasses. In that time after the two meetings initially, we have had very little contact and actually no action from Caltrans.

In fact, one of the items that we agreed on was to put up suicide prevention signage that was since taken down. We have since called and had it put back up. The reason why I'm coming to you guys today is because we believe that this is a universal problem and it's going on throughout the state.

But this is a pilot program in San Bernardino County. We understand the cost may be significant at times, but we would mention this, that we are open to the idea of reducing the number of overpasses that this bill is currently providing. 10 is the current number.

We'd be willing to go down a little bit lower to maybe five. But it still needs to maintain some sort of pressure in order to do something that would save lives on these moments of crisis. Effectively that's what we're trying to do, is buy time.

All you need is five minutes in order to save somebody's life and change the course of their entire, you know, lives. So with that we would respectfully request an aye vote, and hopefully if the amendments would allow, to add Senator Grayson as a co-author. Thank you.

Dylan Elliott, on behalf of the California State Association of Psychiatrists, proud sponsors of SB367, with your brief indulgence, setting the policy ramifications of the bill aside, one of our ,ember psychiatrists testified and sent a Judiciary to four individuals that he had independently treated that had almost 700 interactions with the emergency responders or emergency department continuum.

All four of those individuals ultimately passed away. And while we can't put a cost to those lives, obviously the 700 independent interactions that they had, we can quantify.

And if SB367 were law, those folks would probably have a much higher chance of getting to the adequate care they need, not only helping the most severely mentally ill folks among us, but they also would probably have cost less to the system overall. We think this bill makes some really important changes and would urge your support.
