Please join me in a moment of reflection. In August of 1986, 2 years after we came to Sacramento, there was a horrific plane crash of a Japan Airline 747 passenger jet. It was a commuter flight going from Japan's two major cities of Tokyo to Osaka.

12 minutes after takeoff, there was a catastrophic malfunction and the 509 passengers were told to prepare for a crash landing. There were only four survivors. Back then, we subscribed to the still existing Life magazine. Life magazine had an unforgettable article that focused on hastily written notes found scattered throughout the crash site.

The passengers were predominantly commuting businessmen, so most of the notes found were from husbands to wives, fathers to children. Two notes that we read had never left me. One husband wrote to his wife simply saying, it was a good life with you.

These amends will listen to voters and fully fund Prop 36 which provides 400 million dollars to create alternative treatment pathways like mental health and drug treatment programs to care for individuals convicted of treatment-mandated felonies.

Would also prioritize preventing massive wildfires by giving CAL FIRE 500 million for wildfire prevention work that reduces flammable fuel loads in the state's forests. And so I just wanted to start today by saying thank you to a few people who have made this, this moment possible. First, of course, our speaker for his leadership. Also to our incredibly talented budget subcommittee chairs who have worked day and night. The members of their subcommittees.

Our Budget Subcommittee chairs have really been, as you know, a focal point in this process. And collectively have, we have had 68 hearings in the Budget Committee to arrive at this moment. While it may seem like several lifetimes ago, when the governor unveiled his initial budget proposal in early January, the Department of Finance was projecting a small surplus. President Biden was still in office, and the Palisades and Altadena were still standing. Since that time, our state has faced unprecedented threats and challenges. Devastating wildfires in Los Angeles.

Chaos and uncertainty from President Trump's ever-changing tariffs and incoherent economic policy. Politically motivated threats to withhold federal funding from California. An ongoing effort in Congress to massively defund health care and safety net programs, and now a direct federal assault on our state.

And just a month ago, we learned in the governor's May revision proposal that we would need to bridge a 12 billion dollar deficit and prepare for rapidly increasing out-year challenges. But our Budget Subcommittees met that challenge with an approach rooted in compassion and responsibility.

Our legislative budget offers alternatives to the governor's proposals that better protect key health care and safety net programs that are essential to our most vulnerable communities. It includes smart, targeted investments in critical housing, education, wildfire, resilience, and public safety programs and advances landmark policies that will fast-track housing construction and improve affordability.

And at the same time, the legislative budget also puts our state on a stronger path to fiscal responsibility. It reflects tough choices that have required us to tighten our belts, and it takes meaningful steps to address our structural deficit. But it does so in a manner that preserves flexibility in the face of tremendous uncertainty and threats.

Our budget proposal builds in delays to some of the most consequential cuts to allow for more time for the legislature to consider alternatives and potential unintended consequences. And it provides time for us to thoughtfully consider how we might best respond to the devastating federal cuts currently being debated in Washington, D.C.

But let me be clear, this has been a painful and at times agonizing process. The legislative budget is the result of hard conversations and impossible choices.

We cannot balance the budget on the backs of our most vulnerable. We cannot ignore the real challenges facing middle-class and working families. But we also refuse to ignore the real fiscal challenges facing our state.

Thank you, Mr. Speaker. I rise in strong opposition to SB101. I've spent 30 years working on government budgets at the federal, state, local levels, and I've actually worked with Democrats and Republicans and everyone in between. I've seen the good, the bad, and the ugly.

And let me just tell you, this is one of the most dishonest, destructive, irresponsible budgets I have ever seen. And in California, there's a lot of competition for that title. You all have a plan, the majority has a plan.

And for those citizens out there that aren't paying attention, let me just tell you what's going to basically come about the next 90 days. Step one of this majority and this governor is to pass a phony budget.

And then they're going to claim, hey, we did our job, we balanced the budget, give us our salaries under the Constitution, but it's all lie. Step two, when the wheels come off this cart and the budget deficit is exposed, blame Donald Trump, even though your budget deficit existed far before Donald Trump even got reelected to the office.

Third, after blaming Donald Trump for your problems, raised taxes on working families in California. Rinse and repeat, rinse and repeat. That is the storyline that we have suffered under. And I think California voters are going to see through it. This budget contains 13.7 billion dollars in accounting gimmicks. It is not balanced.

Raids on reserves, fund shifts pushing forward expenditures to future budget years. It underfunds public safety by not funding Prop 36, which is the voters' priority, and underfunding critical wildland fire risk reduction programs. It provides a grift for powerful political donors in the form of a billion dollars for the high-speed rail boondoggle project.

And by the way, it makes permanent that project by basically locking in a 19 billion dollar bond for the next 10 years so that that program literally can never be terminated. And finally, it cuts key social services for the neediest Californians among us. And this is where you are so callous.

The disabled, the elderly, poor children will have their health coverage curtailed and cut back. And California citizens will wait longer for life-saving medical care because of the irresponsible medical decisions that you're making in today's budget. You have inserted a poison pill in this budget and you know damn well that you've done it.

A poison pill that will result in an 11.2 billion dollar cut in Medicaid funding from the Federal Government to the State of California. And that is for citizen services. And you are knowingly doing that. You are recklessly doing that.

And when the cut comes, comes due, when we're penalized, you're like the drunk driver blaming the cop who pulled you over and gave you the ticket. It wasn't your own drinking that was the responsibility, it was the cops' fault for your woes. Well, your woes actually are the pain and suffering of California needy families.

Why are you doing it? So you can give 12.1 billion in a gift of public funds to illegal immigrants. Prioritizing illegal immigrants over your own citizens. I would say I'm shocked. But it's part and parcel with a lot of other part policies and rhetoric that I've seen from the other side in recent months.

Look, budgets are not financial documents. I know they have a lot of ones and zeros and commas in them. At their heart, government budgets are values documents. They reflect the priorities of our elected officials. And let me tell you, your priorities stink.

Without questioning his motivation, I have to assume that perhaps our colleague simply didn't read the bill or didn't read the summary prepared by staff. I'm here to rise on one particular point.

Our colleague made a suggestion that the bill does not adequately fund public safety or does not fund the will of the voters in ensuring that Proposition 36 is carried into fruition. Nothing could be further from the truth. That is a false statement. I would just like to note, in referring to my notes not reading, Mr. Speaker, that there are substantial portions of money in the budget to fulfill the will of the voters.

In fact, there's $110 million earmarked for the implementation of Proposition 36, largely for behavioral health. There's also $29 million for the California Department of Corrections and Rehabilitation to account for an increased prison population.

There's $127 million to the BCC for grants that can be used for treatment under Proposition 36. In fact, there is nearly $350 million earmarked for public safety. So I humbly ask Mr. Speaker that we stick to the facts in this debate.

Thank you, Mr. Speaker and Members. I rise today as Chair of Subcommittee No. 1 on Health in strong support of SB 101. And while I share the deep concern that many of us feel about recent events and how we navigate this moment, I also stand here proud.

Proud to serve along colleagues who are committed to justice, proud of the work being done to protect the most vulnerable, and proud to be part of a legislature where service and compassion lead.

And I want to thank our speaker, our Budget Chair, my fellow Health Budget Subcommittee members from across California, colleagues on both sides of the aisle who participated in our public hearings and actually were complimentary at our last budget hearing.

I also want to thank the hundreds of advocates and patients who made their voices heard and whose stories shaped this budget. But most importantly, I want to thank our budget staff, who work tirelessly, literally sometimes all night, with grace and with skill, because they too care deeply about California.

And when we gavel into the Health Subcommittee's hearings, there are two things on my mind. The first, just like you, is how do we create a California where we provide the care that people need? And the second, just like all of you, is how do we steward the taxpayers dollars with responsibility and with transparency?

And so I want to be clear that this budget absolutely does both. It reflects fiscal responsibility, compassion, accountability. And it's true that budgets do reflect our values and this budget values Californians. SB101 is the result of months of rigorous work to examine the funding for departments that ensures that 94% of Californians have health care.

This includes funding for Medi-Cal that serves 15 million people and supports rural and public hospitals and clinics and draws billions of dollars into local communities. This includes abortion services and family planning. Many of us have pins on today or we're wearing pink. And we staved off massive cuts to family planning this year.

We talked about LGBT services and AIDS prevention that is literally disappearing from many states. We talked about dental care, behavioral health, emergency preparedness, physician training, services for the aging and those with disabilities, and affordability initiatives like CalRx and OCHA.

And we had special hearings on the harsh federal cuts already made by the federal government to public health and to Title X family planning. It's not hypothetical harm that we talked about, it's real dollars that were gone in an instant. And all through it, we heard from people, Californians who came in wheelchairs, Californians who came on ventilators, people in recovery, people with mental health challenges.

We heard from AIDS survivors. We heard from caregivers and advocates from every corner of California who spoke up when people themselves could not speak. And their messages were very clear. They said two things to us.

First, they said, thank you for funding the programs that save our lives. And second, they said, please do not cut the programs that keep me alive. And so crafting this budget wasn't easy and it's not perfect. And we did have to think about our fiscal limits balanced with our constituents urgent needs.

And with all this being said, our fiscal needs are not the greatest threat. The greatest threat is not in this building. The greatest threat actually is in Washington. It's the federal administration who right now is using division and fear to justify robbing our tax dollars from health care to provide political rewards and tax breaks for the wealthy.

And so as DC walks away from its promise, that's not what we're doing here in California. We are holding the line. And the budget isn't perfect, but it does reflect our values.

It does reflect protecting women's health and abortion access by not only saying no to Planned Parenthood and other organizations losing one third of their funding, as was proposed in the May Revise, but keeping family planning, women's health and abortion care whole.

We also safeguarded care for seniors and end of life and long term care, defended LGBT health services, preserved Medi-Cal, reducing and delaying further harm, defended dental care and invested in behavioral health, substance abuse, disparity reduction and diversion programs.

And so in this time of uncertainty, we are here to stand with California's people because in reality, those of us in this room are California's people. So I thank you Members, and I respectfully ask for your aye vote on SB 101.

And the staff, first and foremost, we should all be reaching out across the aisle and saying thank you for your hard work, for everything that you've done, because there are multiple viewpoints that they have to consider. They have to look at the ones and zeros across the board.

Secondly, my colleagues, all colleagues, both across the aisle and here within the caucus, I would say that we all have our perspective and our viewpoints, and it's important that we look at all of this in its totality. We might agree with one thing and disagree with another thing, so on, so forth.

But what I'm getting from the district, from Californians is the question of-- Got it, we're here today. We could play the blame game and who did what and what else, but they're looking for action and they're looking for clarity.

So let me bring clarity for those of tens of thousands, if not millions, of Californians that are listening today. This is one step in multiple steps that will take place throughout the next several months, right? So this is an imperfect solution. We would like a perfect solution, right? But this is an imperfect solution.

This is a day one solution. Now we have to come back and introduce other pieces to this puzzle to help formulate a better budget. So this is going to keep on going forward. So Californians who are listening understand that this is not the end. This is just one piece of the puzzle.

And lastly, I would urge Californians, wherever you land, wherever you're at, utilize your voice. Reach out to your legislators that are here and let them know where you stand so that way they can advocate for you. Because we are not in charge of this, you are in charge of this. So use your voice.

Use your voice peacefully so that your will can be done. And we can accomplish that here. So I get it. We all want to fight and we all want to do everything, but we need to come back to the middle, where California is not asking for a Democrat solution. They're not asking for a Republican solution.

They're asking for a solution that impacts them in their home. And we have to put all of our biases aside and think of them first. So in that, I rise to say to my fellow colleagues, let's come together, let's use decorum, and let's figure out a solution. I get it.

Thank you, Mr. Speaker, Members. And I also want to start by saying this was a difficult job for the Budget Chair, for the members of the Budget Committee, for the staff who've been working on this. We know that we were facing massive deficits.

And when you have deficits and you have to make tough decisions, that's certainly not an easy thing to do. So I do appreciate the gravity of that situation. But I think it also has to be said that we are in this place because we've had reckless spending over many years.

And our LAO, Legislative Analyst Office, has told us many times over the time that I've been here that the spending is not sustainable, that soon you will be facing these kinds of deficits. They warned us in report after report. So we shouldn't be surprised, first of all, by where we are today.

And you know, the reason that I can't support this budget today is for a few reasons. First of all, we aren't truly dealing with that, reining in spending and ensuring that we're being fiscally responsible. And perhaps the biggest example that is in continuing to fund health care under our Medi-Cal program for illegal immigrants.

We simply cannot afford it. In this budget, it makes it clear. It's $12.1 billion that you're going to have to spend to keep that commitment that you made. When that originally was proposed, it was said it would be a $4 billion cost. It's $12 billion. It is clearly not sustainable and not feasible.

And what I worry about most is what has already been said on this floor, is that as we get further down the year and we realize it's not sustainable, you will have to make cuts. And likely those cuts are going to come to the most vulnerable. I'm proud of the Republican caucus.

I'm proud of the minority party who I think actually played a pretty big influence on this budget in calling for IHSS funding to be restored for the funding for developmentally disabled. And you heard that call and you've done that. In this budget, it is restored. I give credit for that. We were calling for that.

But I worry that as we get down the road, it's very clear we still have $5.5 billion that is kind of papered over here. Where are those cuts going to come from? We're putting ourselves in a really bad position.

And the most vulnerable are the ones who are going to pay that price if we don't get this right and we don't get back to fiscal sanity. I also am proud of the minority party pushing for Prop 36 to get funded. And the gentleman's right, it is funded in this. The governor wanted zero.

The governor had no money to fund Prop 36. He wanted to ignore the will of the voters. And so this budget does have $200 million. Problem is this. It needs to be $400 million to fully fund Prop 36. That's what the voters demanded.

That was what was in our amendment, by the way, that you could have voted for to fully fund Prop 36 and keep the promise of the voters. So movement in the right direction, but we're still not where we need to be.

And, oh by the way, all of our consumers out there who are about to get another gas tax hike come July 1, this budget doesn't do anything about that. They're going to pay the price again. So again, our people are paying the price of our inability to bring back fiscal sanity in this state.

And in this budget is only $200 million under the Greenhouse Gas Fund. The Greenhouse Gas Fund is putting a billion dollars towards high speed rail and 200 million towards wildfire prevention. That should be reversed. Actually high speed rails should be getting nothing and a billion dollars should be going to wildfire.

I do think, actually, raised a lot of good points by the prior Member that spoke. The Budget that we were presented, again, for the second year in a row by the Administration, it was a complete joke. It was laughable. And so, in some ways I commend the Legislature for putting together something that, that at least deserves a vote.

Mine will be "No," but at least does some things that aren't as dishonorable as what was presented to us.

Because it is embarrassing that when the Governor says one of the top priorities in this state is housing and he zeros out every dollar for housing, how are we supposed to accomplish the objectives that he's laid out and put no money behind or no effort? All that effort on housing has come from the Legislature, not the Administration.

And to be lectured by this Governor on the values of this state when you defund IHSS, when you defund our critical health care system for everybody, for everybody in this state, for the developmentally disabled, for those with disabilities, the most—the people that need the help the most—were the first to lose coverage under this Governor, for the second year in a row.

It's disgusting. And I do think it's nice that this Legislature has done something, although not enough, to put in money for Proposition 36, which the voters have demanded time and time again and continue to demand an effort on public safety. So, the Legislature has at least put forward something that is serious.

But what you received in the May Revise for the second year in a row was not a serious document. 22 years ago, when I had a full head of hair, Mr. Speaker, I started as an intern in this place, and 15 years ago, this budget cycle, I actually worked for a Republican leader. I remember sitting, meeting after meeting after meeting after meeting, with people concerned about their medical being cut or not enough reimbursement rates to our health care providers. It's the same exact issue 15 years later, despite government revenues going through the roof.

So, I know a lot of people in this body want to expand Medi-Cal to undocumented immigrants. I understand that. But there's a systemic issue with Medi-Cal funding. You can't get access. If you're on Medi-Cal, go through the directory and try to find a doctor, especially if you have a special need, try to find a doctor.

We have to address the systemic issues around health care in this state, and we have not done that. And that goes more to Proposition 35, which this Budget doesn't comply with the will of the voters. We're taking money away from the providers.

I know how difficult it is to make decisions, these decisions, especially in a year like this, when every dollar feels stretched and every choice feels heavy. That's why it pains me to say this.

If we move forward with freezing Medi-Cal enrollment and charging premiums to our immigrant population, we are no better than the Trump Administration. We're just doing harm in a different way. The Federal Administration targeted immigrant communities with force, and we are targeting them through this Budget by basically cutting off their access to health care.

This Budget is, is being balanced on the backs of the most vulnerable. Freezing Medi-Cal doesn't save money. It forces people to delay care, go to emergency rooms, or forego treatment altogether. That costs more in the long run and more importantly, it costs lives.

I'm asking that we delay implementation of the Medi-Cal enrollment freeze to at least July of 2026 so we have time to work on real solutions that protect people, not punish them. And we need more funding for immigration legal services to meet the growing need across our communities. In my district, in South Central LA, families are already living in fear because ICE is active. People are afraid to go to work, to wait for the bus, to attend their children's graduations.

And just yesterday, we were notified of an ICE visit to a health clinic. Think about that. People are afraid to seek access to medical care. We will only be making it harder for them to get health care if we agree to this two-tiered system and enrollment freeze. We will be exacerbating an already devastating situation.

If we say we stand with our immigrant communities, then we have to stand with them fully. Otherwise, we risk becoming complicit in the very harm we have promised to protect them from. We have 197 billionaires in this state and their wealth has continued to grow, year after year.

Meanwhile, the families in our districts are falling further and further behind. If their wealth keeps growing, they can afford to pay more, especially when the alternative is asking low-income families to go without the care they need to survive.

Having seen 50,000 patients myself, an experience I oftentimes do not speak about on this floor, an experience that still is traumatic to me years later because of seeing what happens to our immigrant communities when they are denied access to regular and preventative care.

When our immigrant communities have nowhere else to go but emergency rooms, seeking care in the last moments, the last seconds of their lives, it was providers like me who oftentimes had to have those hard conversations with family members. And so, I know the ramifications of the Budget that we are going to be voting on today.

And I wish that to speak about a value that we have stood up, time and time again on this floor, that health care is a human right for all, regardless of immigration status, and that we can't be party to creating a two-tiered health care system that sees others as less than. That will freeze them out of health care, that will insist that they pay premiums, is a party that now is not standing up for the working people who we called essential during this Pandemic of the same century, and now, we are treating like they are expendable.

That Bill is more focused on hate than support against our most vulnerable communities and it certainly calls to question for us what do we want our Bill, our Budget, to represent.

It gives us some time, I'm heartened, to assess the decisions and the impacts that our Budget will have, to assess and understand the likely devastating impacts that this Budget will have on, particularly, our most vulnerable community members and specifically, our undocumented community members. I do want to just share some of the push-pull that exists in this Budget.

While we have had an opportunity to continue to double down, as the Legislature, on our commitment to child care, for instance, with an additional 12,000 slots by '26 and '27, we have still not provided an opportunity to consider the total cost of care and to be able to have reimbursement rates for our child care providers that rises to the level that they deserve, so that they can also have a thriving life.

There's tension in that. We've taken unprecedented steps in recognizing the need to address the fact that our CDCR Budget is the largest it has ever been, at $14.6 billion right now, in recent years. But also, in our system, has created incredible harm, particularly for women who are living in our correctional facilities.

This Budget does have some light because we made a commitment to shutter one prison. We've made a commitment to focus on the incredible violations of our women in our carceral system by providing additional health care, teeth, to our Office of Inspector General, to really look at the deep complaints that have been coming. Those things are there too.

We've thought about the need to be able to lift up our Bay Area Transit System that has still not recovered from the Pandemic and the downgrade in people returning to work and using our transit.

And certainly, there has been progress and a commitment to continue to preserve our TK-12 system, doubling down our CSUs, our community colleges, when we had difficult choices to make in supporting those. I spend my time mostly, in this budget cycle, looking at the pieces related to health and human services. And I want to be very clear.

This Budget, in my estimation, started in a really bad place and moved to a somewhat better place.

But it still does not do what we needed to do, which is fully recognize that our people who are undocumented, who are immigrants, who contribute every single day to our communities with their art, life, and love and work, are going to be disenfranchised by creating a two-tier system with our premium cares.

Now, what this Budget does do is give us time. It gives us time to consider the full ramifications of these decisions, by delaying and deferring some of these potential cuts. And I want us to make best use of that time.

I want us in our three-party agreement, which we are starting to head on the road to with our Governor, recognize that we are on the precipice of something that is very violent.

In fact, this morning, the Federal Administration has announced that They've just released personal data for the Department of Homeland Security of immigrants enrolled in Medicaid and Medi-Cal, as a part of that. We have a lot of work to do.

I'm committed to continuing that work to do and also committed to making sure that we're recognizing that we cannot put forward an anti-immigrant, anti-children, anti-justice budget that aligns with the Federal Government because we are California and we know better, and I know that we can do better.

One of the pieces that I personally worked really hard to fight for, and I'm grateful to the Budget Chair for his leadership on this issue, is the Victim of Crimes Act funding. This is something that was cut and threatened by the Federal Government.

It's something that last year, we had the foresight to understand that we needed to fund, and I'm very happy that we have $100 million again in the Budget this year to make sure that when there is a victim of crime, that the call gets answered, that there's someone to pick them up, that there's a safe haven and a shelter for people to go to.

We know that, you know, the people who are calling in need of help at that moment, they need it when they need it and we cannot have an empty line or a van that doesn't show up.

This Budget, previous, had heartburn for myself, especially around in-home services, IHS services. A lot of my district individuals have people coming into home care providing it services.

I have people in my family depend on home care services, who would have had a hard time trying to make ends meet, would have had a hard time trying to find money putting together, trying to hire someone to come in while they're at work and trying to find someone to cook and clean while they're at work and having someone they trust to make sure their mother and fathers and those who have disabilities taking care of their children.

So, those kinds of services are important for families. And also, looking at—I'm just trying to go through this real quickly—looking at, you know, $52 million, $52 million for food bank programs. My staff right now is preparing boxes for people who are scared to go into the grocery store. I want that to sink in for a minute.

We're living in a time right now where people are afraid to go to the grocery stores because they are afraid to walk to the grocery store because of the color of their skin.

That values and budget principles are two different things.

The number one principle of putting a budget together, whether it's a household budget, whether it's a budget for your small business, or for a large corporation, or for a local government. As a former City Council Member, we dealt with budgets all the time. We couldn't do deficit spending.

You look at the revenues, you project the revenues, you evaluate those revenues throughout the year, and if the revenues are not coming in, you pull back and you limit your spending. Businesses do this every day. If the economy looks shaky, you stop hiring. You don't fill open positions. You let attrition take, take place.

The California Legislature has a responsibility to every single California citizen, who pay taxes of hard-earned money from their jobs, to be responsible—we must be responsible with spending their money. The most glaring opportunity I see in this Budget, and I appreciate the hard work because there are so many needs. The fourth—the Governor talks—we are the fourth largest economy in the world and we're struggling to take care of in-home services and health care needs of our people.

Who are we? What do we do with all this money? The $300 billion and we can't meet these needs. I mean that's a question for another day.

But I'll just say, for a priority, looking to take $1 billion and put it into a high-speed rail, without even suggesting maybe there's a better alternative. Maybe we do need in the long term—it's taken 20 years—20 more years to fulfill it.

I appreciate the work that's done and the jobs that are created in the Central Valley, but maybe bring in a public private partnership, turn this over to Brightline or some other train company that's—high speed rail company—that's doing this in Florida, doing this to Las Vegas.

There are solutions to the high-speed rail, but the highest principle, the priority should be to solve these budget problems. We have a deficit, and we borrow from a rainy day fund. That's not good budgeting. So, the principles of being fiscal managers and doing the right thing for our taxpayers. The money is there, ladies and gentlemen.

The money is in that $300 billion budget. But let's be smart about how we allocate it, and I think the first thing is to get rid of the high-speed rail and put it into a private entity and let them solve it. We need wildfire management. And the Prop 36, maybe there's $200 million, but I think it needs $400 million to divvy up amongst all the counties. Let's be practical. We can't be all things to all people, but we can be responsible to the critical issues that make California a great state. But we can't be all things to all people. Nobody can.

Just as Assemblymember Gipson just said, we can't be perfect, which means we can't do everything to your families, to your children. Do you say you could have everything you want? No. We have to be disciplined financially, respect the taxpayers who've contributed this money. Let's do it the right way and make tough decisions, not on the backs of the people who need in home services or on wildfire management or public safety.

As the Governor has stated, we pay over $80 billion in federal taxes that we don't get back. What's even more inflammatory is he's using California tax dollars to terrorize the people of Los Angeles right now—$134 million on the National Guard to patrol our streets like some sort of war zone.

By the way, that $134 million for my colleagues who care is 7.3 million hours of in-home supportive services. It's the entire year of utility bills for 65,000 struggling Californians. It's giving 11,000 Californians $1,000 a month for a whole year. It's paying for the childcare for of 8,000 children.

It's paying a year's worth of tuition for every single freshman at UCLA. The reason we are doing the hard work to try to balance this Budget is because the Federal Government is not looking out for California. We are looking out for California.

Thank you, Mr. Speaker. Members, I rise in respectful opposition to this budget Bill. On the outset, I want to acknowledge the very tough circumstances our budget leadership is under. I know tough choices have to be made and every wish list cannot be granted.

However, years of fiscal mismanagement have finally caught up to this building and it is everyday Californians who are paying the consequences, literally. The Budget, once again, assumes for the gas tax to increase automatically on July 1st, by an estimated 1.6 cents per gallon.

Despite bipartisan efforts to pause the gas tax, the Budget does not give any relief for drivers, especially during busy summer travel months. This is unacceptable. Temporarily suspending the gas tax or suspending the fuel standards also going into effect soon would go a long way to help those who cannot choose between gas and milk on the table.

Furthermore, while I applaud the Budget Chair for his pushback on the Governor's attempt to ignore the will of the voters as it relates to Prop 36, this Budget still does not properly fund this initiative. I understand the Assembly leadership has framed their Budget as compassionate and responsible.

I deplore my colleagues to use the same theme for Prop 36. Fact, we put in funding for behavioral health programs, which is great, but we have actually cut existing funding for probation and not provided them with any additional funding for implementing Prop 36.

Instead of providing safety nets for people going through new treatment programs, these cuts will let them free fall. Our probation officers are a necessity. They are crucial to make sure that we can make sure this program works. Some of the things our probation officers do is they develop individual programs.

There are some that maybe don't need to be in treatment overnight, that have a job to go to work and go and take classes, but without them looking at each individual, they may just put them all together where they're going to be off the street, not being able to go to work, and put basically in overnight treatment centers.

They also help find jobs and give them resources. They help them find housing. This is why it's so important that we have our probation officers and that we fund them. Compassion is providing treatment, responsible, providing supervision and accountability. Lastly, on this matter, we allocate an additional $15 million for public defenders.

Again, not a bad thing, except you only funded one side of the equation. Nowhere in this funding is any financial assistance for district attorneys' offices to help with increased caseloads. Justice is supposed to have a blind eye, however, when the scales tip towards one side, that's not justice, that's bias.

I just ask that we consider future public safety trailer bills, these funding imbalances be corrected. Again, I know what kind of constraints our budget leaders are under, but until we pass a budget that will actually give relief to Californians and properly keep our communities safe, I must urge a "No" vote.

And as my colleague was saying, you know we all have plans this weekend, we're trying to catch flights, but you know what? We owe Californians better. We need to stay here until we can all vote "Yes" on this budget. No, it's not perfect. And we voted before, but you know what?

Californians don't care about what our plans are. They care about being able to afford to put food on the table, gas in the tank. We owe this to them. We can do better. We need to be better.

Thank you, Mr. Speaker. And I'll keep this brief, too. A budget, as I've always stated, is often a reflection of our priorities, and I rise with great concern that we've heard more speeches given today for illegal immigrants and fighting for illegal immigrants when our California citizens right now are suffering.

And I don't say that in a sense where us on the Republican caucus side are anti-immigrant at all. I don't think we can be. We're a minority-majority led caucus. We have more minorities than we do anything else.

I say that as an individual who went through the immigration process and fought for my mother to have legal residency here in California.

But it's concerning that we hear a "no" because we're not doing enough for more illegal immigrant services when 20% of Californians today cannot afford their utility rates, when a family of three that is paying almost $500 a month for their health insurance—we haven't done enough for them to lower theirs.

And yet, we're arguing whether it should be $100 for illegal immigrants to pay, so that way they can stay on Medi-Cal, to $30.

I think Californians right now are begging us, begging us to solve their issues first, before we look and expand to the rest of the world, the ones who have grown up in the most impoverished conditions that you could possibly imagine.

They're asking us to be there for them first before looking and opening the door and expanding everywhere else. We have an infinite number of problems in this world, but a finite amount of resources and the people that we have to take care of when Californians are suffering the most. I want to help everybody.

I want to serve everyone. I want to feed everybody. I benefited myself from the social safety net, but we have to embolden the services for Californians, prior to giving them to anybody else because hospitals are shutting down right on the outskirts of my districts.

When I think about Madera community, that we've now somehow opened back up, but we haven't solved the issues of insurance, of utilities, of reimbursement rates, that we're trying to do so much and care for so many that we are suffering for our own citizens.

And again, and I ask us all to work together, one way or the other, to say, let us prioritize Californians. Let us choose and make sure that they can afford all of their utility rates before going the next step.

Let us make sure that our money is managed properly so that families like mine, so I don't have to receive a text from my brother saying, "Hey, I don't need you to send me more money this month because we were able to qualify again for food stamps."

My family's falling into that position again after I worked hard to pull them out of that so that way they could become homeowners, because a lot of Californians feel that way.

When the poverty line has hit $100,000 or more in a lot of our areas, can't we say that there's a problem here in California and maybe the problem is coming out of the Governor's Office and right here in this legislative body that doesn't prioritize taking care of the needs of Californians first, lowering those costs, prior to expanding to the rest of the world.

I think that the conversation today maybe illustrated for many of you, who are not on the Budget Committee, the heaviness and the weight of this budget exercise.

The, as I described in my opening comments, the agonizing and often impossible choices that we were confronted with. And it is a difficult moment. It is a difficult moment for our state, a difficult moment for our country. And I do want to say to my Republican colleagues, I appreciate the comments and support of our safety net.

I'm glad we have alignment there on IHSS and Medi-Cal and protecting our most vulnerable. And I say this with the deepest sincerity, the most important thing that we can all do is to call our federal representatives in Washington.

If you truly want to preserve our safety net, if you truly want to preserve our rural hospitals, if you truly want to preserve IHSS and Developmental Services and all the things you spoke about today, you should call David Valadao and Young Kim and Ken Calvert and ask them to push back on what is happening in Washington.

There is an intentional effort to defund our safety net. There's an intentional effort to defund California. There's an intentional effort to withhold the taxpayer dollars that your constituents are paying. We're simply asking for the money that California taxpayers paid to Washington to come back and serve our communities, red communities, blue communities, rural communities, urban communities.

And I want to particularly thank our Budget Sub Chairs who grappled with this, who I know were kept awake at night by the moral dimensions of these choices, and particularly, to our Sub Chairs from San Luis Obispo and Moreno Valley, who, as you heard, met with Californians who came in in wheelchairs and on ventilators, and at risk of homelessness and suffering from domestic violence, and suffering with all kinds of physical and mental and emotional challenges.

I think if you want to know where the Legislature's values are, if you want to know where the Assembly's values are, compare and contrast the Governor's May Revise to the Budget that we offer for today. It is rooted in compassion. It is rooted in protecting our safety net. It is rooted in protecting our most vulnerable.

It is rooted in investing in housing and childcare and climate and wildfire prevention and public safety and the values that we all speak about. And so, this is not a perfect budget. I don't believe that anyone could craft a perfect budget.

And I don't believe, especially in the challenges that we face, discovering in May, that we face a $12 billion deficit. But I'm really proud of the work that our Budget Committee has done. I'm really proud of the work that our Sub Chairs have done to grapple with this in a serious and responsible way.

To say that we're going to look at this with compassion, but also with a lens towards fiscal responsibility. We know the conversation is not over. We know we have more conversations ahead with the Administration and our partners in the Senate.
