Good morning. Good morning, everyone. Or good afternoon or whatever the heck day it is. I have no idea. Where are we at? Are we outside? No, we're inside. Okay. We're in committee. All right. It's one of those days. Okay. Good morning. Welcome to September 10, 2025, Assembly Appropriations Committee hearing.

We have one bill to consider this morning as part of our regular order hear hearing. Before we begin, I have a housekeeping note to cover. First, I would like to thank Mr. Alanis, who's, I believe, on his way, for filling in for, oh, he's right - you're right here. Hello, Mr. Allen. Thank you for joining us.
- Buffy Wicks
Legislator
We're happy to have your presence here. Thank you. Oh, I'm aware it's on the list. Mr. Alanis is filling in for Assemblymember Tangipa. It is also Assemblymember Solache's birthday. Yay. He's 25. He's happy to be here. Yeah.

And as you came into the room, there are rules for public attendance. Everyone's expected to act professionally. Let's establish a quorum. How about that?
- Buffy Wicks
Legislator
We have a quorum. Great. Our first bill today is SB 733. Senator Wahab, your bill enjoys an A-roll call. Would you like to present your bill today? Great. We're happy to have you in committee today.
- Buffy Wicks
Legislator
All right. We're all a little loopy, given the day of session here, so.
- Aisha Wahab
Legislator
All right, real quick. I want to thank the chair. SB 733 builds on my previous bill, which created the right for sexual assault survivors to opt out of having their sexual assault kits tested. By giving clarity to practitioners on how this right should be implemented. SB 733 resolves questions about the implementation of SB 464.
- Aisha Wahab

This is primarily a cleanup bill. I will say that our staff has worked with the Department of Justice for technical assistance and specified procedures for investigating agencies to handle the sexual assault kits. If you would like to present.
- Candice Chung
Person
Yes. Hi, my name is Candice Chung. I'm a Deputy Attorney General with the California. Oh, I'm a Deputy Attorney General at the California Department of Justice. The DOJ is neutral on this bill, but I wanted to be here to help provide any sort of - to answer any questions or provide any technical support, in case the committee has any.
- Candice Chung
Person
And we want to thank the Senator for taking these amendments which we think make, you know, clarify the bill for both survivors who want to, who are unsure about when they want to have their kits tested as well as for the crime labs as well. It's like what the process is when you have a survivor who's undecided.
- Buffy Wicks
Legislator
Great. Thank you very much. And additional folks wish to express support in the room? Please. Name, organization and position.
- Cory Salzillo
Person
Madam Chair and members, Corey Salzillo, on behalf of the California Association of Crime Lab Directors.

We're neutral on the bill, but wanted to thank the author, the staff, DOJ, and the committee staff for accommodating requests for amendments just to keep some of the efficiencies that have been developed over the years and making sure that kits get tested or not tested, as may be the case, but to make sure that there's efficiencies with the transfer of the kits that there aren't any logistical issues with that.
- Cory Salzillo
Person
So, we're very grateful for the author for making that change. Thank you.
- Buffy Wicks
Legislator
Thank you. Any additional folks wish to, or anyone wish to express opposition, either primary or metoos? Okay with that, we'll bring it back to the committee. We have motion and like 4 seconds, and a third. Would you like to close?
- Aisha Wahab
Legislator
I respectfully ask for an aye vote. And I do want to thank the committee for working with our team on last minute amendments. Thank you.
- Buffy Wicks
Legislator
Thank you. The staff's been crunching all across the building. And yeah, that's a - it's do-pass and enjoys an A-roll call. So, thank you. Would any members of the public wish to express any other positions on anything? The floor is yours. Okay. All right; we're adjourned. Thank you.
