And, Madam Chair, thank you, Members. I'm presenting Senate Bill 920, a good governance bill based on a 2018 audit report of the gaming control fund. Senate bill 920 would require the gaming commission upon adoption or adjustment of a fee that is deposited into the gaming control fund to maintain a regulation that states the authorized purpose and use of the fee.

This provision is an important step towards ensuring that all fees collected under the Gaming Control Act are clearly tied to their specific regulatory purposes and that stakeholders can readily understand how fee revenues are used to protect and support the oversight responsibilities of the California Gaming Control Commission and the Department of Justice. Senate bill 920 enhances transparency, accountability, and fiscal integrity in the implementation of regulatory fees under California's Gambling Control Act.

Senate Bill 920 advances good governance practice that promote greater transparency in fee adoption and expenditures and protects the integrity of the regulatory funding mechanism.
