This one-time investment by the state would allow us to build up to 10,000 housing units and reconnect the two community colors that would divide it by the construction of the rail system and the freeway system, Chinatown, and Downtown Fresno. These are both communities of significant poverty, significant socioeconomic needs, and these investments would allow us to finally reconnect them with quality, mixed income, and affordable housing and the public amenities like green space that we all deserve.

The city relocated the 100-year-old Washerwoman, La Laveuse, by the French sculptor Auguste Renoir on the sidewalk of the Fulton-Mariposa intersection. I've invested in my buildings and I have named it Renoir Corner, and to complement the Impressionist Renoir art theme, I've added reproductions of paintings by Degas, Renoir, van Gogh, Cassatt, Gauguin, and others through the facade, and over the years, my tenants have included hardworking immigrants whose first businesses in America have been the stores they have leased from me.

One: we continue to urge support for the additional affordable housing investments that were in the Senate Budget priorities, namely the 1,000,000,000 for the state Low-Income Housing Tax Credit and an additional 300,000,000 for HCD programs.

I'll make a comment. I'm going to be supporting the budget in its entirety but I still have some concerns about the growth of government and the requests for large number of employees in certain departments because the reality of the situation is, if you ask for 19 employees, you're not going to hire 19 employees this year.

You're just not unless you have people already identified. Having worked in the administration, I know how long the HR process takes, and besides which, I'm not sure you want 19 people coming in all at the same time in some of these departments without there being a real significant work plan and the set up to be able to get the work started once people start, and I guess my point is that you start with five, you people those positions, and then you create the plan after that and then you go out and you work on the rest.

The reason I would have done it in a couple of years time is because at a time when our budget is so tight, I think it's just fiscally prudent. Like I said, I'm going to support the budget, but I would like the Administration to kind of keep in mind that if we can do with fewer employees and still get the work done, then that's the direction we should go in and see if we can have savings for next year that will help us out.

This is nothing new. I spoke about it when we reviewed some of these requests and they didn't change, so I just wanted to make sure to get that out there. Thank you, Mr. Chair.

Just--was it yesterday or day before that the LAO issued a new assessment on the budget and things continue to deteriorate in his opinion more than the governor's May Revise as acknowledging both in terms of shortfalls in revenues this year and in out-years, and in lower estimates of costs where the LAO is seeing greater growth, in particular HHS and other areas, and I've noted that in this Committee, the governor has actually proposed some reductions in spending that the Committee has rejected.

And I don't know what's happening in the other Subcommittees, but I guess I would just venture a wild guess that it's probably similarly the same. The pro tem sent an email message out just an hour or two ago talking about the Protect Our Progress which--I have on behalf of our caucus, issued a counter to the Protect Our Progress, giving our assessment of the progress as it's existed over the last several years and our take on what priorities should be, and I'm just very concerned that we're digging a deeper hole perhaps in all of the Subcommittees.

We go on to budget hearings. I'm told being merciful of our other time commitments in the next week and a half that I guess there's no Budget Committee meetings next week, but we will in June, and we have significant work ahead of us not just to balance the upcoming year's budget, but the next two or three beyond that that all at this point don't look very bright.

And I'd also note kind of parenthetically but still significantly that an economics professor at CSU Stanislaus has come out with a projection that he sees a deterioration of the economy of the Central Valley in particular over the next couple of years.

So I don't want to say, 'doom and gloom,' but I do want to be realistic, and I think we need to begin taking a more realistic look at some trying times over the next two, three, or four budget years.

Thank you, Senator, and I would just add a couple of thoughts, particularly with respect to Issues 12 and 13 that we'll take up on the vote only calendar in a moment. First, with respect to concern about at mid-year or in the beginning of next fiscal what the picture looks like, I am concerned, and I'm concerned that even with--

I think the Senate's plan is well thought out in terms of identifying the right priorities, that the resources are not going to be where we would like or expect them to be and that is of great concern, and often in constrained budget times, it is completely about competing equally valuable priorities.

On that note, Items 12 and 13 are before this Subcommittee because of reduction and reallocation. I would just want to put a comment in the record that in the long run, I think the Sustainability Fund, speaking of priorities and on portions of the state geographically being on the brink of suffering economic stress at a level we haven't seen in recent history, and on the subject of priorities, I think Sustainability Fund was the right budget priority in any time, in flush particularly or in constraint budget scenarios simply because of the nature, the unique nature and circumstances that many of those qualifying counties and cities find themselves in.

This is an ongoing issue, so I would hope--there's an old saying: 'where there's political will, there's a way.' Even in constrained times, we find interesting ways to come up with funding for things that we decide are priorities, and I would hope that we would not forget that with respect to the entire concept that drove the Sustainability Fund in the first place.

With respect to reallocation, there's certainly a well-vetted and a well-planned and very worthy project for the investment of these dollars for a lot of reasons, and for those reasons, I will be supporting moving it out, but I wanted to put those comments in the record that there may have been a more strategic and comprehensive approach to addressing these very valid priorities that this Chair, at least, for what it's worth, would have preferred that approach have been taken.
