Assembly Standing Committee on Health
- Jim Wood
Person
Good afternoon. Before we get in the hearing for AB 1720, I'd like to make a statement on providing testimony at the hearing. We seek to protect the rights of all who participate in the legislative process so that we can have effective deliberation on the critical issues facing California. All witnesses testify will be testifying in person. We allow two main witnesses for a maximum of three minutes each. Additional testimony will also be in person and limited to name, position, and organization. If you represent one.

All testimony comments must be limited to the Bill at hand. We have one Bill before us, AB 1720. The author is here. We do not have a quorum, but we'll go ahead and start as a Subcommittee.
- Rebecca Bauer-Kahan
Legislator
Thank you. Thank you. That's better. Thank you, Mr. Chair and Members. I want to first thank the Committee chair and staff for working with my office on the Bill to ensure that it was in good shape today for a quick Committee hearing. With that, I'm proud to present AB 1720. Amendments taken in the Senate turn this Bill into a basic protection measure for ultrasound patients. AB 1720 ensures medical ultrasounds are provided in licensed settings or by medical providers.
- Rebecca Bauer-Kahan
Legislator
Ultrasounds can reveal serious medical issues and misread ultrasounds can have devastating consequences. Unlicensed ultrasounds do not use insurance, putting the uninsured patients at disproportionate risk. Unlike other states, ultrasounds in California do not require any specific certification or licensure. This Bill requires medical ultrasounds to have licensure or be conducted in a licensed setting. This is a common sense measure to protect patients, and I respectfully ask for your aye vote.

Thank you. Any other witnesses? Others in support? Seeing no one. Is there anyone in opposition? Seeing no one. Bring back to the Committee questions or comments?
- Tasha Boerner

I know we're operating as a Subcommittee, but I'd be happy to move the Bill at appropriate time.
