Good morning, Members. I rise on behalf of my colleague, Senator Glazer, to present Senate Bill 33. SB 33 repeals the sunset incorporated into SB 1235, allowing for the continued disclosure of total cost of financing to be expressed as an annual percentage rate, APR. Removing the sunset ensures that small business borrowers continue to have an understanding of how much the money they are financing will cost them over time.

The author has worked closely with stakeholders, including opposition, to ensure small businesses continue to be protected. As a result, SB 33 now includes safe harbor for commercial providers who disclose the estimated Apr. SB 33 ensures small business owners who borrow money continue to benefit from truth in lending disclosures. The Bill has enjoyed bipartisan support. I respectfully ask for an aye vote. Thank you.

Good morning, speaker and Members. I rise to present SB 386 on behalf of Senator Newman. SB 386 makes three minor changes to California's elections Code. The Bill repeals obsolete ballot instructions printed on presidential election ballots. It makes the ballot tabulation process more efficient by extending the signature verification period for state petitions. And it requires that certain notifications about electoral guidelines be afforded to candidates seeking to run for office two days prior to the filing deadline.

By implementing SB 386, county elections officials will be able to more efficiently manage their resources, thereby reducing taxpayer costs and lessening the burdens on their already hardworking staff. I respectfully ask for your aye vote.

However, some PRA reforms have been impeded by timing conflicts between end of session legislative deadlines and the 12 day final form requirement.

SB 681 will facilitate updates to the Political Reform Act by shortening the final form requirement to eight days, while retaining 12 days for gut and amends. This change maintains a public review period that is longer than required of other legislation, and eases the ability to make critical amendments to PRA bills on the floor. Senate Bill 17 by Senator Caballero and others an act relating to housing.

Thank you, Madam Speaker, I'm pleased today to present SB 17 on behalf of Senator Caballero. This Bill would increase the state's production of affordable housing for seniors. According to a recent report by CalMatters, in just four years, the state's overall increase in senior population grew by 7%. But the number of people older than 55 seeking homelessness services increased by an incredible 84%. Older adults are especially vulnerable to circumstances that lead to homelessness. Many live alone on fixed incomes and have little or no savings.

California's tight housing market further exacerbates the housing affordability crisis many of our seniors face. A critical funding mechanism for affordable housing construction is the low Income Housing Tax Credit, or LIHTC, which creates an incentive for private developers to build low income housing. SB 17 requires TCAC, the Tax Credit Allocation to Committee, to adopt new Senior Housing goal of 20%, which reflects recent Census data that shows that just over 20% of low income renters are seniors.

In order to close the housing gap, more housing for all income levels must be built. However, we must also prioritize affordable housing for those with special needs like seniors. SB 17 will help stabilize housing for low income seniors by expanding access to more affordable housing options and protect seniors from facing homelessness and allow them to age in place. Senate Bill 390 by Senator Limon, an act relating to greenhouse gases.

Madam Speaker, I'm pleased today to present SB 90 on behalf of Senator Limon, a Bill that would enact protections for purchasers of carbon offsets. Carbon offsets are tradable financial instruments that claim to represent a reduction in greenhouse gases in the atmosphere. However, due to a lack of regulations and enforceable standards, the carbon offset markets are broken, and we are seeing businesses lose confidence in this product.

This Bill would bring much needed clarity and accountability to the voluntary offset space by establishing truth in advertising rules for these offsets. If you participate in these markets, any claims made to California customers must be founded in a reasonable basis that the projects underpinning the offsets produce real quantifiable and additional carbon benefits.

We have allowed these markets to develop with no government oversight for more than three decades, and evidence is piling up that enforceable standards must be in place to restore confidence in these products, to protect Californians and to protect our climate goals. I respectfully request an aye vote on SB 390.

Senate Bill 539 by Senator Stern and accolade to the Sepulvita Basin.

Assembly Member Friedman, you are recognized.

Thank you, Mr. Speaker and Members. Over the last few years, California has made efforts to prioritize nature based solutions and infrastructure. Currently, in Los Angeles, planning efforts are underway for the Sepulvita Basin, which is a 2000 acre open space area, including nearly 8 miles of the LA River and its tributaries, in an area that ranks in the top 90th percentile in the state for environmental burden.

The proposed plans have come up against strong resistance from environmental and community advocates, who argue that the proposals are not effective in revitalizing or transforming the Sepulvita Basin into a resource for the community, nor for climate adaptation and resilience. It's been become clear that the way forward necessitates the State's involvement. SB 539 will require any development plan for the Sepulvita Basin to prioritize community engagement and nature based solutions so that neighbors can advocate for their own community.

SB 539 has no opposition and has received bipartisan support and has received no no votes. And I respectfully request your aye vote today. Thank you.

Senate Bill 544 by Senator Laird an act relating to the State government.

Thank you, Madam Speaker. I rise to present SB 544 by Senator Laird, which updates teleconferencing requirements for state boards and commissions for regulatory boards. SB 544 requires a physical quorum to be established at a single location for all meetings. This addresses the most significant concern raised in Policy Committee for these boards. SB 544 adds more accountability and public access requirements than what is in current law. For advisory boards that do not have regulatory or decision making authority, the Bill allows for all Members to participate remotely.

This Bill will sunset in 2026, alongside the Brown Acts teleconferencing provisions, at which time the Legislature will have the opportunity to comprehensively review open meeting acts. It should also be noted that the state has been utilizing remote participation since the start of the Pandemic and boards and commissions experienced a notable increase in both public attendance and public comment. I respectfully ask for your aye vote.

I rise in opposition to this measure. In a prior life, I worked with folks that would request licenses from a regulatory body. And when you're being accused of things and when know license is in jeopardy and your livelihood, and not to be able to face the people, all of the people who are making the decision on behalf of your livelihood, it's just not right. And we should really stop extending this from here on out, I urge a no vote.

Thank you. Madam Speaker and colleagues, I'm pleased to present Senate Bill 716 on behalf of Senator Alvarado-Gil and in the loving memory of a good friend of mine, John Lovell. He was a late lobbyist representing the Bill sponsor. This is the last Bill he worked on, intimately collaborating with Mike Sharif in the Senator's office. Senate Bill 716 simply authorizes an organization representing a state excluded employee to request arbitration after they've filed a grievance with CalHR.

Currently, these disagreements are often filed with the Superior Court, which could take years to resolve and incur large expenses to the State. Binding arbitration is a useful tool that can hold both sides accountable during the process and help resolve issues in good faith and in a timely manner. This Bill has passed through the process unanimously and in the past has had no opposition. I respectfully ask for your support. Thank you.

Thank you. Madam Speaker and Members. Today I'm presenting SB 671 on behalf of Senator Porntino. SB 671 would require that comprehensive school safety plans include procedures to assess and respond to reports or threats of dangerous, violent, or unlawful activity occurring on campus, on a school bus, or at a school sponsored event. Tragic, acts of violence remain all too common on our campuses.

In 2021 school year, there were 93 school shootings with casualties at public and private elementary and secondary schools nationwide. This statistic is the highest since the 2000 2001 school year. It is imperative that our schools are prepared to assess and respond to threats of violence on campus. This Bill aims to prevent violence on our K 12 campuses by requiring that schools develop a process for addressing threats when preparing their annual school safety plan. For these reasons, I respectfully ask for an aye vote.

Senate Bill 723 by Senator Durazo and others an act relating to employment.

Assembly Member Kalra, you are recognized.

Thank you, Madam Speaker. I rise on behalf of Senator Durazo and as a principal coauthor to present SB 723, which will give laid off hospitality workers the right to return to their jobs. At the start of the COVID-19 Pandemic, Low income workers in the hospitality industry, primarily immigrants and women, were laid off and anxiously waited to see if they can get their jobs back. These workers had no source of income or security, and after many years on the job, many older workers feared that employers would only rehire younger, newer workers at lower pay rates.

This is why the Legislature passed SB 93 in 2021, which provided rehiring rights to employees working in the hospitality industry who were laid off due to a nondisciplinary reason related to the COVID-19 pandemic. SB 93 was clearly needed as the tourist industry reopened for business. The rehiring rights established under SB 93 provides the hospitality industry with a skilled and experienced workforce. As the industry reopens, this successful law has helped workers go back to work as businesses get better.

It resolves long standing questions regarding leases under the SLA. It says leases longer than 15 years are only included so that leases with a Shorter term will be unencumbered. It also clarifies the type of valid legal restrictions that are eligible for exemptions under the SLA.

In particular, it also exempts land retained by local governments for the purposes for specific purposes, including broadband development, land for airports and ports, tide lands, as well as waste disposal. Recent amendments reflect a compromise between the interests of local governments and affordable housing advocates. As amended, SB. 747 will strengthen and preserve the Surplus Lands Act. Thank you, Madam Speaker. I'm proud to present AB 701 today to start holding traffickers and at large scale dealers of fentanyl accountable for the destruction they are causing. AB 701 fixes this discrepancy in our law that currently allows us to be more lenient on fentanyl traffickers compared to heroin, cocaine and methamphetamine, despite the fact that fentanyl is 50 times more dangerous than heroin and is responsible for 87% of all opioids related deaths in recent years. Members, this is poison, killed 6000 Californians in 2022 alone.

More deaths have been attributed to fentanyl than a car accident. Our families are crying for us to help, allowing us to take fentanyl traffickers as serious as we take trafficking of heroin and cocaine. It is a necessary step. Senate amendments clarify that traffickers must have known that they were in possession of a controlled substance in order to qualify for the enhancement sentence. I want to thank many of you who came on as co authors over the year.

But I want to urge all of us to continue this momentum and these discussions into the next year because this crisis is not going to go away overnight. This is not my Bill. This is our Bill. This is our constituents Bill. And I thank everyone. I strictly ask for an aye vote.

Yeah, thank you. Madam Speaker, Members and I spoke on this Bill when it came up last time on the floor. I certainly appreciate the author, and I think this is a step in the right direction. I have to say, though, that I don't think it goes far enough because what we're talking about here is half a million lethal doses that someone would have to have in order to get this enhancement.

We did have legislation that I think would have made that at a much more a better threshold because we have dealers out on the street that are putting this out. They're doing it over online, on the Internet, and they're killing kids. And I just think we need a much stronger threshold when we're talking about fentanyl dealers.

And I also think that we should be passing Alexandra's Law to ensure that there's real enforcement and that there's real consequences and accountability for those who deal fentanyl in our communities who are killing people throughout this state. It is an epidemic. It is a crisis. And I just think we could be doing so much more on the enforcement side, on the accountability side, to combat this crisis. So I will be supporting this measure today. But let's not think that this is all we can do. We can do a lot more. Thank you.

A few months ago, you may have seen headlines about a federal judge in Texas who struck down national protections for preventive care benefits under the Affordable Care Act.

While we do have protections in California, some of them are based on the federal protections, so there's concern that this Texas case may imperil preventive services requirements upon which our state relies. So, among other things, AB 1645 will codify in California law, existing federal guidance to ensure that consumers still have access to preventive care and all the necessary services for delivering that care without cost sharing, should federal law ultimately be struck down on appeal. Barriers to preventive care force people to choose between preventing expensive and devastating health problems before they occur or putting food on the table. I respectfully ask for your aye vote.

I rise to present SB 791, the California College Sexual Harassment Disclosure Act, which will require applicants for administrative or academic positions to disclose any final administrative or judicial decisions determining if the applicant committed sexual harassment. That information would be turned over to a hiring committee at the California Community College and or Cal State University, ensuring the cycle of harassment and abuse can be stopped in its tracks. Here, in California, it's supposed to be different.

We're supposed to defend victims, advance a no-tolerance approach to harassment, and hold aggressors accountable. But in too many cases over the past decades, on CSU campuses, it's been the exact opposite. Between 2017 and 2021, 54 employees at CSU campuses were found to have committed violations of sexual misconduct and discrimination. Those perpetrators have no place in the Golden State university system, which was why we need SB 791, the California College Sexual Harassment Disclosure Act.

The Disclosure Act is about shining the light on shady actors, holding perpetrators accountable, and ensuring the cycle of harassment and abuse on California's college campuses is stopped in its tracks. This common sense approach will ensure public institutions are fully informed when making their hiring decisions and help prevent bad actors from escaping the consequences of their egregious actions to foster a safe learning environment for our students and staff. And for these reasons, I respectfully ask an aye vote on SB 791. Thank you.

Authored by Senator Wiener and Pro-TEM Elect McGuire, this Bill establishes tangible steps and a concrete timeline to answer the question I heard asked so many times when I'm talking with colleagues about the idea of a comprehensive, guaranteed healthcare system, an equitable healthcare system for all. And the question is always, how do we pay for it?

There's about 25 studies that have confirmed that we can, in fact, save money and cover every Californian with comprehensive health care that includes vision, dental, acupuncture, chiropractic, mental health, and even long term care. So the real question is the real answer to the question is, we can't afford not to.

In fact, a study commissioned by our state through the Healthy California for All Commission that was created by this Legislature with the Governor found that we will spend $500 billion more over this decade if we don't transition to a unified financing system. Now, I have already seen a lot of bills. I know we've seen a lot of bills that have come through here. Not one of those bills would save $500 billion. Initially. I wasn't always a believer, though.

Almost 20 years ago, I worked for an organization where the nurses came and asked for our support on a single payer Bill. And when they left, my Boss and I looked at each other and we thought, well, that's not going to happen. And a couple of years later, then I went to work for the nurses. And then I started hearing stories of how patients were begging not to go into surgery because they couldn't afford it.

They were begging not to get picked up by an ambulance because they couldn't afford it. I heard stories of a nurse who had to throw cancer treatment, tens of thousands of dollars worth of cancer treatment into the trash because her patient, at the last minute, was informed that they had lost their insurance. So we have the kind of healthcare system that would rather throw away life saving medicine than put it into someone's arm to save their life.

This is not the kind of system that we can sustain. And I've spoken with folks in my district who are paying more every month for their health insurance than they pay for their mortgage. I've met people who have stayed married, stayed in jobs because of health insurance. And I also, through working with the nurses, learned the facts that we don't just pay 10 or 20 or 30% more or even 50% more than other countries. We pay 100% more.

We pay two times what other nations are paying on average for health care. And they cover everyone while paying half what we pay. Nobody goes bankrupt, nobody goes broke. And so when we're doing that, we know that this is a system that can work. But I know that stories are not enough for everyone and that we need some concrete numbers and answers. And this is why I'm supporting SB 770.

That we want to bring together a diverse coalition that I am grateful has come together on this Bill to make sure that we can take the formal step forward and engage the federal government on what we need to. Figure out how we get a waiver to pull these federal dollars into our state and truly guarantee health care for residents and save billions of dollars while we're at it. Over 60% of our health care dollars in the State of California are already public dollars.

We know that 200 billion of these dollars are federal dollars. And those are critical for us to succeed in creating a unified financing system.

So today we have a build that is before you that will pull together stakeholders, engage in a conversation at the federal level, and answer the question that everyone has been asking how do we pay for it. It's time for us to start this conversation. It's time for us to get answers. And it's time for us to take action and respectfully ask for your aye vote.

I rise as a principal co author to present SB 848, a Bill that will bring comfort to people who experience one of the worst traumas imaginable reproductive loss. Every year in the United States, nearly a million families experience the heartbreak of losing a pregnancy because of miscarriage or late pregnancy loss. In addition, many other families experience trauma from an adoption agreement, falling apart, or an unsuccessful IVF treatment, all in the hopes of becoming a family and having children.

SB 848 will ensure that families experiencing reproductive loss have the time they need to process their grief and heal by providing them up to five days of unpaid, job-protected leave after a loss. SB 848 takes a thoughtful, balanced approach to providing this leave, including amendments that address concerns raised by CalChamber that cap how much time off can be taken.

The most important thing is that employees will know they can take the time they need to heal without worrying about losing their job. SB 848 is supported by a broad coalition of organizations and has passed with bipartisan support in the Senate and Assembly Policy Committees. I respectfully ask for an aye vote.

Many of you know the story of Sharon and our path to being parents and grandparents, adopted children between our oldest son and our middle son. We had an adoption that we had taken care of the birth mother paid expenses, had lawyers involved, and we were right up to the moment.

And I remember I was at my radio station in Fresno, and I got a call, and the birth mom said, I'm so sorry, but I'm going to keep the baby. And she said, I'll pay you back. I'll pay you back. And I said, Honey, you don't owe us a thing. It hurts, but we want you to just love that, kiddo. You don't owe us a thing. And I remember Sharon came into the office, I was behind my desk, and I had to tell her.

Now, those of you who know, Sharon knows this is out of character for her. She's the sweetest thing in the world. But when I told her, she had her car keys in her hand and she threw them across the desk, the wall, I can tell you that it hurt. And being involved in adoptions and we've had the opportunity of meeting and counseling with people who've had these difficulties, I rise to support this.

I do appreciate the amendments that were taken, the five day cap, and I'm asking all of you to join with us. You don't really know how that feels until it happens, and when it does, it is significant. Appreciate the authorship and taking this on. I have been, as a result of our family experience, pro-life. Across the nation, school campuses have become a battleground in the fight for LGBTQ Plus dignity and humanity. LGBTQ+ students often find themselves caught in the crossfire, lacking the support and resources they need to thrive and learn.

Many school districts lack the resources to implement supportive laws, face hostile local social climates that impede implementation, or lack awareness regarding existing legal requirements and the best ways to meet them. This is a student designed and student led Bill that came directly from the California Association of Student Councils. Students want a seat at the table and want to be active participants in the discussions affecting them.

It is vital that we create an opportunity for LGBTQ+ students to collaborate with teachers and administrators to ensure authentic voices from the community are involved in the discussions about how to create safe and supportive environments for LGBTQ+ students. The task force will provide the Department of Education with valuable perspectives to ensure resources are efficiently allocated.

The author has worked with the Governor's office and the State Board of Education to clarify the task force objectives and with the Department of Education to assure that they are able to administer the Bill. Speaker, Members, I rise, today, to present SB 19 by Senator Seyarto, which reflects our work this year to create a fentanyl task force. With the amendments taken last week, SB 19 now mirrors my own bill, AB 33, including the addition of Xylazine, which is an even deadlier emerging threat. These bills both reflect the fact that the fentanyl crisis continues to be bipartisan priority. It is a multi-sector problem that needs multi-sector solutions.

The Fentanyl Task Force will bring a diverse array of experts together who will integrate all of the tools we have at our disposal. We need to give them the space, the resources to develop a comprehensive crisis response strategy. And then we need to listen to them, trust that they know things that we, as legislators, do not, and implement their plan. As a physician, as somebody that has worked on the front lines of fentanyl, every single day is a death from fentanyl.

Multiple people suffer from this on a daily basis. This is something that is urgent for our communities. I'm presenting this in front of you, not as a Legislator, but also as a physician that has been working and has the expertise as an addiction doctor. Respectfully ask for your aye vote.

We need to look at our greenhouse gas emissions holistically, tackling each source individually, and building emissions are one of the largest emission sources we need to address. SD 48 will accomplish this by directing the Energy Commission to develop a strategy for leveraging the energy benchmarking data that we already collect to help achieve the state's targets for efficiency improvements and greenhouse gas reductions in buildings.

Members, SB 49 supports building solar and transmission lines that would avoid construction on undeveloped or agricultural land by focusing on the unused land the state controls in highway rights-of-way. A recent study identified almost 5000 acres of suitable land and highway rights-of-way, in just three counties, Ventura, Los Angeles and San Diego, enough to support 1000 megawatts of new solar. Statewide, it would be far more.

This bill directs Caltrans to evaluate the issues and policies that currently prevent making that land and rights-of-way available for renewable energy generation. It requires Caltrans to analyze how much space is suitable for use and then define a clear process for developers to be able to apply to lease that land to build these new projects. SB 49 will open up state-controlled land along highways for clean energy, so that we can leave more of our land for agriculture, housing, conservation, and other priorities. This is something that outside vendors are already able to do. But small businesses, brick and mortar businesses, are put at a disadvantage. This is something that will help our downtown recover, bring people back, bring great fun and great business back to our downtown. We need your help with that. By following the LEO's recommendations, this bill will improve California's existing court oversight process for parole decisions to ensure that such decisions are based on public safety considerations. AB 81 does not allow a court to override parole board decisions. AB 81 retains the authority of the parole board to determine a person's suitability for release. Under SB 81, the court's role, if it finds the case merits further, is to return the case to the parole board. SB 81 grants no other relief. Respectfully ask for an aye vote.

This bill aims to eliminate confusion, unnecessary litigation surrounding technical terms, and requirements within California's habeas laws to ensure courts are given the discretion to scrutinize the integrity of a conviction and grant relief.

This bill is an important step in saving time and unnecessary litigation and taxpayer resources and ensuring a fair and just post-conviction process. SB 97 is sponsored by California Innocence Coalition, which consists of four innocent projects in California that work collectively on legislative efforts aimed at freeing the innocent. California's storied fishing fleet interests are protected, and resources are provided to benefit communities and develop family-sustaining careers through workforce education programs. Thank you, Madam Speaker and Members. Today, I rise to present Senate Bill 323 by Senator Portantino. Senate Bill 323 makes disaster procedures and preparation more inclusive for students with disabilities. Student safety is a top priority at our schools. Due to complications that arise when a person is disabled, some individuals are not able to follow an evacuation plan, earthquake, or lockdown protocols in the same manner as the general population.

This bill would require the disaster procedures to include adaptations in accordance with the Federal Individuals with Disabilities Education Act and Section 504 of the Federal Rehabilitation Act of 1973. SB 323 would also require an annual evaluation of the Comprehensive School Safety Plan and authorize the pupil or the pupil representative to bring concerns about the pupil's ability to access disaster safety procedures described in the Comprehensive School Safety Plan. For these reasons, I respectfully ask for an aye vote.

Thank you, Madam Speaker and Members. Today, I am proud to present SB 331 on behalf of Senator Susan Rubio. A critical bill that will strengthen protections for children, victims and families during family law proceedings. Known as Piqui's Law, it's named after a five-year old boy who was killed by his father in my district back in April of 2017, after his mother, Ana, pleaded with court that her child was in danger. Ana is up in the gallery with us today.

Piqui informed his mother, Anna, that his daddy would kick him, squeeze his cheeks hard, yell in his face and make him sit for extended periods of time without moving. At a hearing, where three officers were subpoenaed to present evidence of abuse, Anna was told by the judge they were there for custody reasons, not for abuse. The court ignored Anna's evidence and went so far as to tell her that the father who was abusing her son, a now convicted murderer, was more credible than she was.

Eight days after appearing in court, Piqui's father suffocated him in the backseat of his vehicle while Piqui slept strapped in his car seat, after spending the day at Disneyland. Piqui's father then drove for 2 hours and abandoned his son's body in a heavily wooded area in Santa Barbara County. He left Piqui's lifeless body propped up against a tree for over two months, while he was living recklessly in Las Vegas and enjoying his life to the fullest. Piqui's death, and many others, was preventable.

The bill will prohibit family courts from ordering reunification treatments, which are known as camps, that are non-regulated for profit businesses. These abusive practices abruptly cut off the relationship between children and their preferred family, friends, schools, personal belongings and their communities, causing irreparable harm in their childhood development. Additionally, this bill will also prohibit the dangerous transportation tactics used to remove these children.

A prime example is what happened to the two children out of Santa Cruz, Maya and Sebastian, where they were violently taken from their grandmother's home and taken to an Airbnb. Piqui's law will strengthen protections for victims like Ana and families across the state by requiring judicial counsel to establish more detailed trainings on domestic violence and child abuse for judges, attorneys, mediators and everyone involved in domestic violence and child custody matters.

Lastly, as chair of the Select Committee on Domestic Violence, for the past seven years, I can assure you how critical it will be to have the additional judicial training and reporting requirements in place. Domestic violence and child abuse policies within the family court context are complex and require further education and training for professionals handling these sensitive cases. Further training and education will only benefit future families who enter into the family court system.

Strengthening this system has been a personal priority for both my sister, Senator Susan Rubio, myself and Ana Esteves, and hundreds of advocates, and I am hopeful that you join me, today, in preventing tragedies, such as Piqui's, from happening to any other family in our state. This has been a three year in the making, and with your support, today, Members, we can finally get this to the Governor's office. With that, I respectfully ask for your aye vote.

Thank you, Madam Speaker. I rise in support of Piqui's Law. This is frankly, a modest and minimal bill to address the crisis California children are facing in our family court system. Far too often, concerns of child abuse raised by one parent to the courts and Child Protective Services fall on deaf ears. Child abuse investigations, especially in the context of divorce proceedings, are messy, complicated and resource intensive. In most cases, it's easier for the government worker to simply shrug their shoulder, dismiss the allegations and do nothing.

That's exactly what happened in Piqui's case, where his mother repeatedly reported instances of abuse about her five-year old son at the hands of his father. Despite her reports and bruising on her son, the system did nothing. Her request for sole custody with supervised visitation was denied. The court then ordered that the son spend unsupervised time with his abusive father in the name of parental unification. And next, the unthinkable happened. Piqui spent a week alone with his father.

On the last day, he took him to Disneyland, right before the planned custody exchange. He took him to Disney to enjoy one last day on Earth, before driving him to a remote area of Santa Barbara and smothering him to death with his own jacket in the car, and discarding his lifeless body by a tree. The system failed Piqui. Imagine this young boy's last moments on Earth and what he must have been thinking. "Why is dad doing this to me? Where is mom to protect me?"

Piqui is not the only victim. We also had eight-year old Gabriel Fernandez, where social workers and CPS workers had multiple reports of abuse and nothing was done. As a former prosecutor, I saw terrible, horrific crimes committed against children. What I learned, is that in almost all cases, there is a warning sign before a tragedy.

It's up to people in the system to act on each and every allegation and conduct a thorough investigation, both to dispense with unfounded allegations, but also to ensure that every child who is being abused receives the help and protection they deserve. And yes, this is hard work. Yes, these cases take time and are expensive, but our children are worth it and they deserve it. Piqui's Law will simply require judicial training in all aspects of domestic violence.

For example, child sexual abuse, physical abuse, coercive control and trauma. Piqui's Law will also prohibit a family court from ordering unification camps that use threats of physical force, undue coercion, verbal abuse, intimidation, and isolation from a child's family or community. My colleagues, I urge a strong aye vote on this, and I hope this is the first of many bills to come to strengthen our system to protect children, because the system right now is broken. Thank you.

He's here as well, and he's seeking justice.

And we want to provide that justice today by asking all of you to support SB 331. Again, this is the right thing to do. This is about training. This is about protecting our children, and the future of our children as well. I respectfully ask for an aye vote on behalf of Piqui.

Thank you, Madam Speaker and Members. I rise in support of SB 331. It's appropriately called Piqui's Law: Keeping Children Safe From Family Violence Act. And as much as many of us are lucky to not have experienced that, many children do. And in my case in Santa Cruz County, we had a case with Maya and Sebastian, who were violently taken away from their home, their father's home, and taken into a reunification camp. Luckily, and amazingly, they were able to escape that reunification camp.

And I'm happy to report that they are now back, safe, in their father's care in Santa Cruz. So thank you to our Senator for introducing this bill. Thank you for presenting it here on the floor. And I think that that board needs to go 100 percent green to support this law. Thank you so much.

Thank you very much, Madam Speaker. I rise today on behalf of Senator Becker to present Senate Bill 362, the California Delete Act. This Bill would create a one stop shop to allow consumers to delete their data that is held by data brokers. Data brokers collect our precise geolocation, the apps we have on our phone, our medical history, reproductive healthcare information, and what purchases we make, among other data. Anyone with a credit card can buy that information from them.

Senate Bill 362 helps to empower consumers by building upon the right to delete we have under the California Consumer Privacy Act. Under current law, in order to request a data broker delete their information, a consumer has to individually contact each and every one of the over 480 data brokers listed on their registry and individually request deletion.

Data brokers use different deletion methods, so the consumer may have to go to an alternate website, send an email, or write a letter, depending on which data broker they are contacting. Further, a consumer would have to request that their data be deleted over and over and over again when new information is added. This process is far too difficult, especially for at risk groups who can have their financial privacy, personal privacy, reproductive privacy, and immigration status jeopardized.

Under SB 362, Californians can go to one online portal and spend just 30 seconds requesting that data brokers delete any data they have and that they no longer want them to track. That's it. This Bill will empower California consumers to meaningfully exercise their privacy rights and finally exercise control over their data. This Bill is supported by consumer advocates Planned Parenthood and our Attorney General, Rob Bonta. On behalf of Senator Becker, respectfully request an aye vote.
