Ms. Cervantes, you may open up on the measure. Thank you. Madam Speaker and Members, today I rise as author of HR 29 and chair of the California Latino Legislative Caucus. In honor of Cinco De Mayo. We commemorate the Battle of Puebla, Mexico, on May 5, 1862 where Puebla declared victory against the French under the leadership of its first Zapotec Indigenous President, Benito Juarez.

While Cinco De Mayo has been celebrated nationally for over a century, the tradition started right here in California by Mexican Americans 161 years ago. Cinco De Mayo symbolizes a myth of David versus Goliath, where a small army won against its mighty assailant. This story is not unlike the ones we hear in our Latino communities, where, despite the many odds stacked against us, we rise above amid the turmoil, Cinco De Mayo has suffered a history of cultural appropriation, where people use sombreros and drink margaritas.

But Cinco De Mayo shall not be reduced to that. Cinco De Mayo has always been political. It led people in California to start political organizations. In fact, it was a rally cry to fight for democracy, that as people, we supported freedoms over enslavement, that we supported racial equality over white supremacy, and above all, that we supported a government of the people, by the people, for the people.

Cinco De Mayo not only is a moment of reflection, but an opportunity to celebrate our culture, our pride, our hopes for dignity, humanity, and respect. It is a reminder that no fight is too little or small, no feat is too difficult or impossible to defeat, that our yearn for liberty and freedom shall always prevail and lift us in moments where the barriers feel insurmountable. Our Latino population is nearly 16 million residents and accounts for nearly 40% of the state population.

Where the courage and spirit that we celebrate Cinco De Mayo. When more Latinos have access to tangible opportunities like sustainable jobs, education, homes, health care, they contribute more to our economy. Above all, we should always be allowed to thrive beyond our Latino community's productivity, to our state, to be deserving of dignity and live a whole and healthy lives. Beyond survival, Latinos will largely determine the future of California and will be essential to securing the state's future prosperity.

May we honor Cinco De Mayo and commemorate the beacon of hope it provides for many in our great state. For these reasons, I respectfully ask for an aye vote on HR 29. Madam Speaker, I would like to cast the first role to be open for co-authors. Thank you, Ms. Bonta. You're recognized. Thank you. Madam Speaker and Members, I rise on behalf of the California Legislative Black Caucus in support of HR 29. Cinco De Mayo commemorates the Batta De Pueblo of 1862.

The people of Mexico unexpectedly defeated the better trained and equipped French army, delaying French invasion by another year. This victory may have played a pivotal role in the Civil War by giving Union generals time for decisive victories while the Confederacy waited for French arms. As we know, Northern victory in the Civil War preserved our union and ended the institution of slavery.

Cinco De Mayo reminds us that the foundation of our state is the spirit and courage of our people in the face of adversity, in the strength of their drive to achieve self determination and in their willingness to fight for freedom and liberty. As a proud Black Latina, I continuously work to recognize both the opportunities and allyship and collaboration that should and needs to happen between the Black and Latino communities for a better California.

Today, as we recognize the importance of Cinco De Mayo, we must keep in mind and celebrate all of our commonalities, all of the ways in which we can do our best to ensure we are all moving forward in lockstep to fight for all of our human rights in our state and nation. Thank you. I respectfully request your aye vote Mr. Zbur, you are recognized.

Thank you. Madam Speaker, today I rise in support of HR 29 on behalf of the California Legislative LGBTQ Caucus. Cico De Mayo is a reminder of the courage and resilience of the Mexican people who fought against tyranny and oppression. As Members of the LGBTQ plus community, we embrace this struggle and draw inspiration from it.

The bravery of the Mexican forces at the Battle of Puebla and the Latinos and LGBTQ plus Latinos who fought to defend the freedom of the United States in every armed conflict reminds us that we all have a stake in protecting our democracy and human rights. Latino resilience has helped to ensure the eventual triumph of justice and equality. We must continue following this tradition by working towards a more just and inclusive society.

Latinos in California have been at the forefront of social and economic justice movements, fighting for the rights of workers, immigrants and marginalized communities, and fighting for the civil rights and social justice of the LGBTQ plus community. The annual Latino Spirit Awards are a reminder of the immense contributions that Latinos have made to our cultural and artistic landscape, including LGBTQ plus artists and creators. Today, we also congratulate and recognize the fantastic work of the 2023 recipients of the Latino Spirit Awards.

By recognizing and celebrating Cinco De Mayo Week, we honor the courage and contributions of the Latino community, including LGBTQ plus individuals, and we reaffirm our commitment to working together towards a more just and inclusive society for everyone. On behalf of the California Legislative LGBTQ Caucus, I respectfully ask for your support of HR 29. Thank you.

Thank you, Madam Speaker. I rise as Chair of the Native American Legislative Caucus in support of HR 29. Designating the first week of May as Cinco De Mayo Week, Latinos have played an inspiring and vital role in developing of the nation, including helping to preserve the Union during the Civil War and later serving in the nation's armed conflicts.

They have excelled in all fields and contributed to the growth of our economy, but also in the fields of literature, entertainment, the arts, government, and in the battle for our civil rights. I urge an aye vote for HR 29.

Thank you, Madam Speaker. Today I am proud to rise on behalf of the California Asian American Pacific Islander Legislative Caucus to support HR 29. As we celebrate Cinco De Mayo here in Sacramento and back home in our districts, it is important to specifically recognize the anniversary of Mexico's victory at the Battalion De PuebLA in 1862.

The victory of Mexican forces over a much larger French army is a symbol of spirit and courage in the face of adversaritY. Cinco De Mayo is also an opportunity for us to recognize and honor the many contributions of the Latino community to our state's cultural, economic, and social fabric. From the 70,000 Hispanic owned businesses across the state that keep our communities thriving, to the influence of Mexican culture on art, music, cuisine, and more.

We owe a debt of gratitude to the Latino community for making California the wonderful place it is today. California isn't California without our Latino community. The AAPI Legislative Caucus is proud to help recognize our Latino brothers and sisters. Our solidarity is with them is founded on our shared values and experiences. We understand the importance of acknowledging and celebrating the rich cultures and traditions of all communities in California, and we are united in our commitment to promoting inclusion, equity, and justice for all.

Cinco De Mayo reminds us that the foundation of our state is built upon the resilience, spirit, and diversity of its people. For these reasons, on behalf of the Asian American Pacific Islander Legislative Caucus, I ask for your I vote on HR 29.

Ms. Rubio, you're recognized. Thank you, Madam Speaker and Members, on behalf of the Legislative Women's Caucus and the Legislative Jewish Caucus, I rise in support of HR 29. Cinco De Mayo serves to remind us that the foundation of our nation and our state is its people, the Latina community.

Spirit and courage in the face of adversity, determination to be successful, and willingness to sacrifice, even life itself in the pursuit of liberty and freedom serve as a constant reminder of why we as legislators have dedicated ourselves to the betterment of California. The amount of Latinos serving in the Legislature has steadily increased over the years, and I look forward to that growth continuing.

With 36 Members here being Latino, 22 of which are Latinas, it is the perfect opportunity to remind ourselves of the achievement of former Assemblymember Gloria Molina. In 1982, Gloria was told not to run for office as she was not the preferred candidate. In true Latina fashion, Gloria chose to run despite being told not to and went on to become the first Latina to be elected to the California State Legislature.

It is also appropriate to acknowledge that Latinos are an integral part of our Jewish community in California. According to recent research, 25% of Latinos have significant Jewish ancestry. This includes my sister, Senator Susan Rubio and myself, descendants of Spanish conversos, Jews forced to hide their faith during the Inquisition. In short, the Jewish community feels a deep sense of kinship with the Latino community.

And I am proud to rise on behalf of the Jewish Caucus and Women's Caucus, recognizing the immense contributions that the Latino community has made to our state. Thank you. And I respectfully ask for your support on HR 29. Mr. Jim Patterson, you're recognized.

Thank you, Madam Speaker, Members, I rise in support of HR 29. I had the great joy over the weekend of being in Danuba, California, where we dedicated at the Vietnam Veterans Memorial in Dinoba, which is a replica of the memorial in Washington, DC. There were over a hundred Vietnam era veterans there. Almost all of them were Latinos. I have a real connection to American GIS who served in Vietnam. You know that my oldest son, BJ, is Vietnamese.

He was abandoned on the side of the road at 18 months of age. But two GIS, at the time that Saigon was being evacuated, saw him on the side of the road, picked him up and took him to a Catholic orphanage where he survived, was flown to the United States on Operation Babylift. And so to be in the midst of those Vietnam veterans, I was able to thank them. The GIS in Vietnam came home without a heroic welcome.

Well, in the Patterson family, Vietnam veteran era GIS are very, very special. Two of them unknown to us but known to the Lord, saved that little baby who became our oldest son. And so I rise with great admiration for the Vietnam era veterans, but also to know how many of those who served were Latino.

And I thank them as well, because they were representative of the American GI who knowingly stepped aside for their own evacuation to pick up a little 18 month old on the side of the road. And who knows, maybe in my dreams of knowing who those folks were, maybe they were two Latinos. I'd like to think maybe they were. Because in Dainuba, there was a time where these Vietnam era GIS and this Fresnon with a Vietnamese son had a time of kinship, appreciation and mutual gratitude.

And so I gladly rise to support and also to thank those Latino GIS who served and who sacrificed. God bless them. And let us remember that it has been all of us, from all walks of life, every color, who have stood for each other in a time when they needed us to do so.

And so, thank you for the opportunity to join and share in this and also to celebrate the many individuals who will come forward today in our ceremony as leading examples of Latinos and Latinas who have decided that they were going to be leaders in their community, that they were going to fight for the principles we all believe in, and they would be the decent, caring, loving Americans that are our neighbors. Thank you.

Patricia Guerrero is the honoree for Achievement in Law and Public Service. She is escorted by Assembly Members Robert Rivas, Cervantes and Senalina Gonzalez. Chief Justice Patricia Guerrero is the 29th Chief Justice of California. She is both the first Latina to service California's Chief Justice and the first Latina Associate justice on the court.

After her nominations by Governor Gavin Newsom, Chief Justice Guerrero adopted the power of Democracy Civic Learning Institute Initiative and has been active in judges in the Classroom Civics program, which engages schools and encourages students to learn about the role of the judiciary. Chief Justice Guerrero is the daughter of Mexican immigrants and was born and raised in California's Imperial Valley. She holds degrees from UC Berkeley, Stanford and Stanford Law School. Please welcome Chief Justice Patricia Guerrero.

Elsa Marie Collins is the honoree for achievement and human rights. She is escorted by Assemblymember Blanca Rubio and Senator Susan Rubio. Elsa Marie Collins holds bachelor's and master's degrees from Stanford University and a Juris Doctor from Columbia Law School. She co-founded Poderistas which is focused on Latina civic engagement and voting and this is about human entity, a service organization raising awareness and funds for separated and reunified families at the US Mexico border.

Through its relief kitchen, TIAH provides 3000 meals a day for those seeking asylum. General support is provided for unaccompanied minors, families and the LGBTQ community for housing, food, legal services, educational and other basic needs. Welcome Elsa Marie Collins. The Diaz brothers, Joel, Antonio and Julio are honorees for achievement in athletics. They are escorted by Assembly Members at Walter Garcia and Juan Carrillo. For the last 20 years, the Diaz brothers, Joel, Antonio and Julio have been professional boxers.

Antonio is the former International Boxing Association Light Welterweight and World Boxing Organization Latino Light Middleweight champion. Julio, "the Kid" is a former IBF lightweight world champion and Joel was the number one rated contender and mandatory to the WBC Lightweight champion but due to a detached retina in his left eye left him blind in one eye. Joel retired from boxing and now runs a world class gym and training facility in Coachella. Welcome Joel, Antonio and Julio Diaz.

The Diaz Brothers. Miguel Mike Angel Alexando Jr. Is the honoree for achievement in music and entertainment. He is escorted by Assembly Members Luce Rivas Valencia and Senator Limone. Mike Elizondo is a Grammy Award winning producer, songwriter and musician who has collaborated with major artists including Dr. Dre, Eminem, Kerry Underwood, NF, Fiona Apple, 50 Cent, Keith Urban, 21 Pilots, Ed Sheeran, Gary Clark Jr. Regina Specter, Poppy, Madison Cunningham, Rag and Bone Man, Turnstile, Joy Oledukin and the Jonas Brothers.

He produced songs on the Hamilton mixtape and Music for Disney's Encounter for which he won a Grammy for Best Compilation for Visual Media. He also won a Grammy for his work on the folk album Revealer. Welcome Mike Elizondo. DJ Irene is the honoree for achievement in music and entertainment. She is escorted by Assemblymembers Pacheco and Wendy Carrillo. Irene Mejia Gutierrez, otherwise known as DJ Irene, has been called America's most loved DJ.

Her large following began in Hollywood, California at Mega Club's Arena and Circus for 15 years on nights where she performed, arena was at its capacity of 6000 Members as fans waited to see her. DJ Irene has produced 18 mixed CD albums and is the top selling American female DJ in the United States. She has also remixed songs for Lady Gaga and Madonna. Additionally, she's produced over 50 original electronic dance music songs, including her single you're the Worst Thing for Me.

DJ Irene holds Bachelor's and master's degrees in music and she often uses her skills to teach college students in urban communities. Welcome DJ Irene. Yvette Marino is the honoree for achievement in Arts and entertainment. She is escorted by Assembly Members Bonta and Quirk Silva. Yvette Marino is the Academy Award winning producer of Encanto and the first Latina to receive the Oscar for animated Feature.

During her 25 year long career at Disney, she served as production manager on the Oscar winning feature Big Hero Six as well as the Oscar nominated Moana. She launched her Disney Animation career in the Technology Department and later moved into the world of production. Marino also helped start voices at Disney, the studio's First Latinx Employee Resource Group, where she served as co President for two years. She holds an MBA from Loyola Marymount University and undergraduate degree in sociology from the University of California, Santa Barbara.

Welcome Yvette Moreno Graciela Moreno is the honoree for achievement in Journalism and Media. She is escorted by Assemblymember Soria and Ortega. Graciela Moreno is an Emmy Award winning journalist at KFSN ABC 30 in Fresno, California, 26 years ago when she was the first journalist in the Central Valley to cross over from Spanish language television station to anchor the news in the market's number one English language television station. Moreno grew up in a migrant farmer labor camps throughout California.

Although she had no money to afford books as a child, she grew up with a love for literacy and writing. To this day, she is involved with Disney's Magic of storytelling campaign, which puts books in the hands of children in need. She also mentors Latina professionals, adults and students of all ages to set goals and pursue their academic dreams. Welcome Graciela Moreno. David Perez-Tejada Padilla is the honoree for achievement in Public Service. He is escorted by Assembly Members Villapudua and Majority Leader Reyes.

David Perez-Tejada Padilla has over 15 years of experience in public service at all levels for the State of Baja California. He led the economic development, climate change and housing initiatives. David has held leadership positions in organizations on both sides of the border, including the San Diego Regional Chamber of Commerce, for which he received the Bridge Builder Award in 2022. Dedicated to promoting the Cali Baja Mega region and enhancing international relationships, he led efforts to establish the sister city agreement between Mexicali and Sacramento in 2013.

He currently serves as Director of Financial Affairs at the State of Baja California, where he works to relaunch the Commission of the Californias and collaborates with stakeholders on both sides of the border to boost the regional economy and spur innovation. Welcome David Perez-Tejada Padilla. Miguel Ruiz is the honoree for achievement in Literature. He is escorted by Assembly Members Alvarez and Ramos.

Don Miguel Ruiz is the internationally bestselling author of a series of books, including the Four Agreements, which have sold over 10 million copies in the US alone and has been translated into 46 languages. By exploring the human mind from a shamanic as well as a scientific perspective, Don Miguel has combined old wisdom with modern insights, creating a new message for all mankind. Don Miguel initiated an intensive course notice toluic dreaming for select apprentices. Don Miguel was highly respected throughout the world.

He has received numerous recognitions, including a US Air Force Challenge coin engraved with the four agreements. Please welcome Don Miguel Ruiz. Bamby Salcedo is the honoree for achievement and Human Rights. She is escorted by Assembly Members Zbur and Sandra Menjivar. Bamby Salcedo is a transgender Latina activist and President and CEO of the Trans-latine Coalition. Bambi's work has brought visibility and given a voice to not only the Trans community and others whose efforts focus on immigration, HIV at risk youth, LGBTQIA plus issues, incarceration, and more.

She has developed networks and connections where there were none, including the Center for Violence Prevention and Transgender wellness, a multi million, multi purpose, multi service space for Trans people in Los Angeles. Bamby's work and experience often summons both tears and laughter, and her life story has been the subject of two documentary films, Trans Visible Bambi Salcito Story and La Quintignera. Please welcome Bambi Salcido. Unable to attend today's ceremony is Gustavo Dutermel. He is the honoree for Achievement in Arts and Entertainment.

Gustavo Dudemel is the music and Artistic Director for the Los Angeles Philharmonic and Music Director of Opera national De Paris and Simone Bolivar Symphony Orchestra. Dudemel and the LA Phil created the Youth Orchestra of LA, which serves more than 1500 musicians, providing educational support and free instruments. Mr. Dudemel won the 2022 Grammy for Best Choral Performance for his performance of Molly of Symphony number Eight.

Mr. Dudemel will leave Los Angeles for New York after being named the next New York's Philharmonic Music and Artistic Director designee during the 2026-27 season. Congratulations to Mr. Dudemel.

Unfortunately, it is not, because EV charging connectors remain fragmented across different vehicle and charger models. AB 591 mandates that all new and retrofitted public EV chargers include universal connectors and be publicly accessible to all types of EVs.

Ensuring that EV chargers are open and accessible to all types of vehicles is essential not only for reducing range anxiety and increasing driver confidence in our state's charging network, but also for reducing carbon emissions and meeting California's ambitious climate goals. This Bill is supported by the California Environmental Voters, the California new car dealers, and many other organizations, and we are committed to working with stakeholders to further strengthen this legislation. Because it's an ERISA plan, consumers are subject to federal laws, not the rights in place for California regulated dental coverage.

As a former college athlete and as someone who strives to be physically active in my day to day life, I can attest to the value of regular physical activity, and I do invite any of you to join our Exercise Caucus Monday, Tuesday, Wednesday or Thursday. The impact of physical activity that physical activity can have on an individual's well being is invaluable, and we should encourage all Californians to pursue regular physical activity in a way that is accessible to them. Thank you, Mr. Speaker. As a patient looks to get physical therapy treatment their Doctor has prescribed, a frequent barrier they run into from their insurer is a delay for prior authorization. These delays can leave patients suffering from pain and reduced mobility, often relying on opioids while they wait for the insurer to grant them the care they need to find relief.

AB 931 would avoid the negative outcomes caused by prior authorization delays by mandating that insurers not require prior authorization for the first 12 physical therapy visits related to a new episode of care. In doing so, this Bill prevents unnecessary reviews for medically necessary physical therapy treatment. Thank you. And I respectfully ask for an aye vote.

Good afternoon, Mr. Speaker and Members. AB 721 will modernize how school districts are able to post budget meeting notices to provide greater accessibility and cost efficiency for our taxpayers. Current law from the 70s requires that county superintendents publish district budget meeting notices in their local newspapers, which is emblematic of a time when print media dominated methods of communication. These publications drain school resources and are time intensive.

This Bill provides the flexibility for school districts to continue posting through newspaper mediums or their websites, leaving the direction up to the local elected. Furthermore, potential savings to school districts statewide would bring relief to the state's financial situation during a budget deficit. AB 721 will save costs, streamline information, increase local control of these budget notices, and bring increased efficiency during an unprecedented time in our state's history. This Bill also enjoys the bipartisan support. With that, I respectfully ask for an aye vote thank you.

Thank you. Mr. Speaker and Members, I rise today to adjourn in memory of Willis Jean Meeks, who passed away on March 212023. Willis was born in 1938 in Harlan, Kentucky, and enlisted in the United States Air Force right after high school. In 1956, he helped develop the Minute Man Intercontinental Ballistic Missile, which remains as the United States first line of defense for many attacks to this very day.

He earned his associate degree in electronics at Allen Hancock College but was denied management opportunities because he lacked a higher college degree. With determination and perseverance, Willis earned his Bachelor of Science and Master of Business Administration degree from Cal State Los Angeles eight years later, all while married, raising children, and maintaining a full time job. He also studied international Business at Stanford University.

Willis spent the majority of his career at JPL, where he worked tirelessly to bring diversity into the workplace, from developing programs to recruit underrepresented minorities from targeted institutions to creating a pipeline for programs that assisted at risk youth throughout Los Angeles, Pasadena and Altadena areas. Willis believed in mentorship and giving back. In 1990, he became JPL's first African American flight project manager, leading the Ulysses Solar Exploration Project, a seven hundred fifty million dollar joint effort between NASA and the European Space Agency to assist the Earth's total solar environment.

Willis also served as the Network controller for NASA's Deep Space Tracking Network and became the Mission Operations Project manager for planetary space missions such as the Surveyor, Mars, and Venus missions, and Helios, the first and closest mission to the Sun. After working in aerospace for 37 years, Willis retired from JPL but continued to have a positive impact to those around him.

From mentoring engineers with monthly lunch meetings to spending and sending daily affirmation messages to family and friends, Willis took the role as mentor and confidant to heart. He served as co Director of Christian Education at Second Baptist Church in Monrovia, where he taught Bible study, Sunday school, and worked with SBC leadership to expand the ministry to Berlin, Uganda, and Israel.

Willis is survived by his beloved wife, Megalyn Powell Meeks four adult children, Larry Tony Meeks, Pamela Moore, Eric Meeks, and Shauna Terrace Wicks, as well as six grandchildren and seven great grandchildren. As I warmly reflect on his leadership and great heart, I know that his impact will continue to ripple through the generations. Thank you for adjourning in his memory.
