Ms. Cervantes, you may open up on the measure. Thank you. Madam Speaker and Members, today I rise as author of HR 29 and chair of the California Latino Legislative Caucus. In honor of Cinco De Mayo. We commemorate the Battle of Puebla, Mexico, on May 5, 1862 where Puebla declared victory against the French under the leadership of its first Zapotec Indigenous President, Benito Juarez.

While Cinco De Mayo has been celebrated nationally for over a century, the tradition started right here in California by Mexican Americans 161 years ago. Cinco De Mayo symbolizes a myth of David versus Goliath, where a small army won against its mighty assailant. This story is not unlike the ones we hear in our Latino communities, where, despite the many odds stacked against us, we rise above amid the turmoil, Cinco De Mayo has suffered a history of cultural appropriation, where people use sombreros and drink margaritas.

But Cinco De Mayo shall not be reduced to that. Cinco De Mayo has always been political. It led people in California to start political organizations. In fact, it was a rally cry to fight for democracy, that as people, we supported freedoms over enslavement, that we supported racial equality over white supremacy, and above all, that we supported a government of the people, by the people, for the people.

Cinco De Mayo not only is a moment of reflection, but an opportunity to celebrate our culture, our pride, our hopes for dignity, humanity, and respect. Our Latino population is nearly 16 million residents and accounts for nearly 40% of the state population.

This victory may have played a pivotal role in the Civil War by giving Union generals time for decisive victories while the Confederacy waited for French arms. As we know, Northern victory in the Civil War preserved our union and ended the institution of slavery.

With 36 Members here being Latino, 22 of which are Latinas, it is the perfect opportunity to remind ourselves of the achievement of former Assemblymember Gloria Molina. In 1982, Gloria was told not to run for office as she was not the preferred candidate. In true Latina fashion, Gloria chose to run despite being told not to and went on to become the first Latina to be elected to the California State Legislature.

It is also appropriate to acknowledge that Latinos are an integral part of our Jewish community in California. According to recent research, 25% of Latinos have significant Jewish ancestry. This includes my sister, Senator Susan Rubio and myself, descendants of Spanish conversos, Jews forced to hide their faith during the Inquisition. In short, the Jewish community feels a deep sense of kinship with the Latino community.

I had the great joy over the weekend of being in Danuba, California, where we dedicated at the Vietnam Veterans Memorial in Dinoba, which is a replica of the memorial in Washington, DC. There were over a hundred Vietnam era veterans there. Almost all of them were Latinos. I have a real connection to American GIS who served in Vietnam. You know that my oldest son, BJ, is Vietnamese.

He was abandoned on the side of the road at 18 months of age. But two GIS, at the time that Saigon was being evacuated, saw him on the side of the road, picked him up and took him to a Catholic orphanage where he survived, was flown to the United States on Operation Babylift. And so to be in the midst of those Vietnam veterans, I was able to thank them. The GIS in Vietnam came home without a heroic welcome.

Well, in the Patterson family, Vietnam veteran era GIS are very, very special. Two of them unknown to us but known to the Lord, saved that little baby who became our oldest son. And so I rise with great admiration for the Vietnam era veterans, but also to know how many of those who served were Latino.

And I thank them as well, because they were representative of the American GI who knowingly stepped aside for their own evacuation to pick up a little 18 month old on the side of the road. And who knows, maybe in my dreams of knowing who those folks were, maybe they were two Latinos. I'd like to think maybe they were. Because in Dainuba, there was a time where these Vietnam era GIS and this Fresnon with a Vietnamese son had a time of kinship, appreciation and mutual gratitude.

She holds an MBA from Loyola Marymount University and undergraduate degree in sociology from the University of California, Santa Barbara.

Current law from the 70s requires that county superintendents publish district budget meeting notices in their local newspapers, which is emblematic of a time when print media dominated methods of communication. These publications drain school resources and are time intensive.

This Bill provides the flexibility for school districts to continue posting through newspaper mediums or their websites, leaving the direction up to the local elected. Thank you. Mr. Speaker and Members, I rise today to adjourn in memory of Willis Jean Meeks, who passed away on March 212023. Willis was born in 1938 in Harlan, Kentucky, and enlisted in the United States Air Force right after high school. In 1956, he helped develop the Minute Man Intercontinental Ballistic Missile, which remains as the United States first line of defense for many attacks to this very day.

He earned his associate degree in electronics at Allen Hancock College but was denied management opportunities because he lacked a higher college degree. With determination and perseverance, Willis earned his Bachelor of Science and Master of Business Administration degree from Cal State Los Angeles eight years later, all while married, raising children, and maintaining a full time job. He also studied international Business at Stanford University.

Willis spent the majority of his career at JPL, where he worked tirelessly to bring diversity into the workplace, from developing programs to recruit underrepresented minorities from targeted institutions to creating a pipeline for programs that assisted at risk youth throughout Los Angeles, Pasadena and Altadena areas. Willis believed in mentorship and giving back. In 1990, he became JPL's first African American flight project manager, leading the Ulysses Solar Exploration Project, a seven hundred fifty million dollar joint effort between NASA and the European Space Agency to assist the Earth's total solar environment.

Willis also served as the Network controller for NASA's Deep Space Tracking Network and became the Mission Operations Project manager for planetary space missions such as the Surveyor, Mars, and Venus missions, and Helios, the first and closest mission to the Sun. After working in aerospace for 37 years, Willis retired from JPL but continued to have a positive impact to those around him.

From mentoring engineers with monthly lunch meetings to spending and sending daily affirmation messages to family and friends, Willis took the role as mentor and confidant to heart. He served as co Director of Christian Education at Second Baptist Church in Monrovia, where he taught Bible study, Sunday school, and worked with SBC leadership to expand the ministry to Berlin, Uganda, and Israel.
