Members, I rise to recognize a few of my constituents from the Kern Dance alliance, an outstanding arts agency committed to supporting dance and the arts in the Central Valley. Today we are joined by KDA Executive Director Andrea Hanson and the KDA President, Marcy Hironis. And behind the camera is the KDA Director of social media, Janae Peters. Their trailblazing programs use the arts to teach math and reading, decrease health disparities and disabilities, and bring hope and joy throughout the Central Valley.

In 2022, KDA was one of 14 arts agencies statewide chosen to administer the inaugural California Creative Core program. KDA was awarded $4.2 million to administer this program that expands the arts in our community. In the last year, the KDA Creative Corps has impacted 14 counties throughout the Central Valley, creating 652 jobs in the arts. Their data is currently being used by the California Arts Council and the California for the Arts as a model for excellence for other regions.

I rise today to present House Resolution 87, which would recognize the week of April 27, excuse me, 17th to the 23rd, as Cambodian Genocide Memorial Week. Between April 171975 and January 1979, the Khmer Rouge of Democratic Kampuchea, under the leadership of Pol Pot, committed acts of genocide and crimes against humanity against the Cambodian people. This genocide resulted in the deaths of over 1.7 million Cambodians, nearly a quarter of the country's population at the time.

The Khmer Rouge regime also sought to eliminate any trace of Cambodian culture by systematically killing those with education alongside artists, dancers, religious leaders and their institutions. California is now the home of the largest population of Cambodian Americans and the City of Long beach in my district is home to the largest community of Cambodians outside Southeast Asia. By the way, I just learned the second largest is with my colleague from Santana and Anaheim who proudly counts them as vital Members of his district.

We also just celebrated Cambodian new years in my district with parades and cultural festivals that I was honored to attend. These celebrations and traditions in our diverse community help us deepen relationships and broaden our cultural understanding. HR 87 honors those lives lost during the Cambodian genocide. It ensures that we continue to remember the impact of this tragedy within the Cambodian community. In recognition of Cambodian genocide memorial week at your office, there are hand knit trinkets that symbolize an important aspect of Cambodian culture.

And it's an incredible culture. But when you walk. Let me just back up 1 second. We hear the word genocide a lot.

Until you're walking through the killing fields of Baton Bong, you go to the tower of skulls outside of Phanpin. You see the horrificness of what this regime did in the seventies. Not that long ago.

I would encourage all of you to take time to understand the resilience of the Cambodian people, the bounce back that they made. And when my colleague mentioned the Khmer Rouge did everything that they could to wipe out anybody with any education, doctors, teachers, lawyers. They wanted to take it back to year zero. And it's fascinating. While the United States was over messing around in Vietnam next door, this genocide was going on.

She was battling breast cancer and she would still show up to every City Council meeting and I saw her be so exhausted some days and she would say, Doctor Bains, our community needs us. And I will continue showing up until the very last day. And she did. And I remember calling her and saying, Olivia, you are my woman of the year.

She was so rejoiced and she was so looking forward to being here to be honored for her strength as the mayor of ARVN, for her strength for representing the central valley, which is very hard to do. Unfortunately, she passed away and she could not be here with us this year. For that. Olivia will always remain my woman of the year and she will always remain an amazing force of strength to the community of ARVn.

Olivia was born in Guadalajara and in 1962, Olivia's mother, Margarita immigrated to the United States from Mexico, bringing Olivia and another child, Robert, to their newly adopted country. Olivia took quickly to her new life in Arvin, attended local schools, and graduated from Arvin High School in 1974. But life was hard as it is for so many in the valley during the summers. As a child in elementary school, Olivia worked in the fields along with the rest of her family.

Her mother, though, emphasized education, pushed Olivia to finish school. She became involved in numerous community activities, volunteering at events, and at 1.0 taught English and citizenship classes out of her home. You see, Arvin had a huge, still has a huge Yemeni woman community, and they were not allowed to leave their home to learn English, so Olivia would teach them at their homes. Olivia worked so hard in so many different angles to make sure that women, not just women, but our communities, were represented.

California lost one of its best in March when she eventually lost her battle with cancer. And despite going through cancer treatments, Olivia continued to dedicate every day of her life to serving the people of Arvin and in Kern. county. She was a warrior. She was strong and fierce and stood up for those who needed her most. She was a warrior for her community. But more importantly, she taught me what it takes to be a true warrior.

There were days that we would talk, and I would definitely see her crumble in pain and physically break down, but she would keep going. She would have her little walker. She wasn't very tall, but she stood in her power so well. We really, really miss you, Olivia. I miss you so much. I had the opportunity to speak to her before she passed away. And my parting words to her was, Olivia, you have done so much to shape me as a woman.

You have done so much to shape other women and her daughters that are here as well, that when it comes to woman empowerment, Mayor Trujillo embodied that in every way. And it took me about a week after she passed in shock, because she meant so much to me and she meant so much to our community because she did so much for so many different people. And I can't tell you how much it means to me that she was my woman of the year.

And I look forward to continuing her legacy in Arvin and not giving up, and continuing her. Her struggles and fights to continue advocating for rural communities like Arpin. Thank you.

Good morning, Mister speaker and Members. Today, I also rise with a heavy heart to adjourn in the memory of Miss Margaret Margie Medellin. Margie was a former mayor of the City of Madera and made history by becoming the first woman elected to the Madera City Council in 1978. Following her first term. She was then reelected and became California's first Latina mayor. On April 2019 years after she was sworn in. She got to Soarin, her son, to also become the mayor of Madeira.

She sadly passed away on March 31, 2024 at the age of 86. Soon thereafter, right before actually celebrating International Women's month and giving her own speech about how she was a public servant and how she became the first in her community, Margie lives a life dedicating herself to serving her community and loving her family. She worked for Madera County Office of Education for 46 years and additionally served on countless boards and commissions in the County of Madera.

Often, Margie would credit her involvement in her community to her children. She once said, my children, they are my life. And I wanted Madera to be a safe, healthy, and clean place to raise my family. And the legacy she lives in Madeira. And the legacy she lives in Madeira proves that she has made many positive contributions, not only for her family like she wanted, but also for all Madeira families.

Margie will forever be remembered as an example of a community leader, driven to make her city the best it can be for all. She's a trailblazer and a champion for equal rights. Margie is survived by her four children, eight grandchildren, seven great grandchildren, and her two siblings. I got to meet Margie personally in the last about four years in my journey, also serving in my local community. And Margie, I will say, is a giant, and I stand on the shoulders of her.

She's left a mark in our community similar to Olivia, who I actually also knew very well. These two women were forces to be reckoned with in the Central Valley, because, as my Assembly colleague just mentioned, it's not easy to represent the Central Valley.

We have a lot of challenges, and it is amazing to see these Latina leaders that started many decades ago as the first pioneers, trying to make sure that they had a seat at the table and that our communities had a voice so that we could be heard and we could see the changes that we wanted. So today I rise in to adjourn in the memory of Margie Medellin. I send my condolences to her family as well. Also join my colleague to adjourn in the memory of Olivia Trujillo. Again, two forces to be reckoned with in our Central Valley community.
