This is a rollerball, by the way. It's a little different than a ballpoint pen, only in that it is a different kind of ink. So happy National Ballpoint Pen Day. Now, moving on to our guest introductions and announcements. Assembly Member Boerner, you are recognized for your guest introductions.
- Tasha Boerner
Legislator
Thank you, Mr. Speaker and Members. I'd like to introduce my kids, Máté and Maya. They haven't been up here together since 2019, so you'll see if you remember if you were back here, they were this big. Now they're both taller than me. I have to wear heels to keep up with them. So thank you and have a warm welcome for my kids.
- Jim Wood
Person
Thank you, Assembly Member Boerner. Welcome to your children. They are much taller. Assembly Member Haney, you are recognized for your guest introductions.
- Matt Haney
Legislator
Thank you, Mr. Speaker and Members. I am so excited to welcome one of the most iconic and trailblazing voices in our state, Renel Brooks-Moon, to the Assembly floor. You may recognize or know Renel from her over 35 years as a radio and television broadcaster, including stints at 106 KMEL, 98.1 KISS FM, and CBS 5. But many of you also, I'm sure, know her from the 24 years that she spent as the public address announcer for the San Francisco Giants, breaking barriers for women of color in Major League Baseball.
- Matt Haney
Legislator
During her tenure, Brooks-Moon broke barriers as the second African American woman, after Leslie Sterling with the Red Sox, to serve as a public address announcer in Major League Baseball history, the first woman to perform the role as an announcer for a World Series, and the first woman to serve the role in a championship game for any professional sport.
- Matt Haney
Legislator
She's not just the iconic voice of the Giants, but an inspirational voice to the San Francisco Bay Area, the State of California, women, and especially women of color everywhere. She has received numerous awards, including honors from the American Woman in Radio and Television, Multiethnic Sports Hall of Fame, 100 Black Women, Bay Area Black Journalists Association, and she is also an Emmy Award winner as the host of the Television City's Forever Giants and was featured on a limited edition baseball card. Renel, we love you.
- Matt Haney
Legislator
We are so grateful for all you have done, not only for us Giants fans who I know are especially excited to see you, but for our community, as an inspiration, as a leader. I want to welcome her and her whole family who are here as well and to thank you and to celebrate you here.
- Matt Haney
Legislator
California is a better place because of your work and your leadership. Thank you, Renel. I also want to introduce another incredible, trailblazing, inspirational leader, a friend of Renel's and a friend of all of ours. Our California State Controller, Malia Cohen, is here as well for this occasion. So even Dodgers fans are allowed to come and take a photo with Renel.
- Jim Wood
Person
Thank you, Mr. Haney, and welcome to your guests. I have to wonder what it might be like if Renell called one of our floor sessions. Would that be cool or what?

Assembly Concurrent Resolution 182 by Assembly Member Dixon and others, relative to ocean pollution.
- Jim Wood
Person
Assembly Member Dixon, you are recognized.
- Diane Dixon
Legislator
Thank you, Mr. Speaker and Members. I rise today to present Assembly Concurrent Resolution 182. On Saturday, this past Saturday, we celebrated World Oceans Day, which seeks to mobilize taking action for a healthy ocean.
- Diane Dixon
Legislator
ACR 182 helps achieve this goal by committing to keeping our coastlines clean and trash-free, in addition to finding solutions to help eliminate the Great Garbage Patch. For those of you who are not familiar, the Great Pacific Garbage Patch is a floating island of trash twice the size of Texas in the Pacific Ocean between California and Hawaii.
- Diane Dixon
Legislator
The Ocean Cleanup is an international nonprofit organization committed to removing plastic caught in the Great Pacific Garbage Patch. Their innovative technology, the Interceptor, focuses on pulling plastic and trash out of rivers before reaching the ocean. According to the Ocean Cleanup, rivers are the primary origin of plastic pollution that enters our ocean.
- Diane Dixon
Legislator
It is noteworthy to share that it is far more cost-effective to intercept plastic pollution, human pollution, from rivers before it reaches the ocean. We need to use every opportunity possible to invest our support in solutions that accomplish this. I am proud to represent about 34 miles of Southern California's beautiful coastline.
- Diane Dixon
Legislator
People visit from all around the country and the world to enjoy our beautiful beaches and their visitor impact is substantial to our local economies. It is imperative we find solutions to clean the ocean for future generations, including cleaning up the Great Pacific Garbage Patch. We need to show Californians we are taking action to protect our valuable natural resources. This is a bipartisan resolution, and I thank you, and I request your aye vote. Thank you.
- Jim Wood

Seeing and hearing no further debate, without objection, we will take a voice vote on this resolution. All those in favor say, 'aye.' Opposed, say, 'no.' The ayes have it. The resolution is adopted. Thank you. Thank you. Thank you, Mister speaker and Members, I am very excited to welcome a good friend of mine, someone who is an extraordinary Californian who is representing us right now. Unfortunately, not on the 49ers, but as the quarterback of the Houston Texans. CJ Stroud. CJ Stroud is a native Californian.
- Matt Haney
Legislator
He grew up in Rancho Cucamonga. My colleague from Colton is going to speak to that and has excelled in everything that he has done this past year. He was named the offensive rookie of the year for the NFL and was also the youngest quarterback to win a playoff game in NFL history.
- Matt Haney
Legislator
On top of all that he is an extraordinary leader. He is here today in the Capitol, speaking with Members, speaking with the Governor about criminal justice reform, about the need for us to have policies that can keep families together and that can make sure people can re-enter into society.
- Matt Haney
Legislator
He's here with a set of folks, many of whom you know in the back, including an incredible leader for Justice, Scott Buttnik, who is here. And CJ, we are so proud of you. I cheer for the 49 ers every time, but I cheer for you whenever I see you.
- Matt Haney
Legislator
You're doing such an incredible job representing for our state, and we hope that we can see you continue to lead not only on the field, but here with us, teaching us from your life experience, with your incredible commitment to your community. This is your Legislature.
- Matt Haney
Legislator
And everyone here is somebody who you can call on for the work that you're doing, to stand beside you as part of your team, and to champion with you the work that you're doing here in the state. I want to acknowledge and recognize your home Legislator who represents your area. My colleague from Colton who's going to say a few words as well.

Thank you Mister speaker. Members, I'm also rising to welcome CJ Stroud. This is your Assembly for this is your capitol, just as my colleague has said.

Now, many of you probably recognize CJ as an Ohio State Buckeye who was a finalist for the Heisman Trophy, or as the most recent NFL rookie of the year as a Member of the Houston Texans. That's all well and good. However, you are missing perhaps his most important team.
- Eloise Gómez Reyes
Legislator
He was a member of the rancher Cucamonga Cougars, where he was also lettered, and he also lettered in basketball. And there with the ranch of Cucamonga Cougars, he threw over 3800 yards. Richard moved to Newport Beach in 1960, then established himself as a successful stockbroker, private investor, and forever a loyal Trojan.
- Diane Dixon
Legislator
He was an active philanthropist, most notably making a $50 million donation to Hoag Hospital to create the Richard H. Pickup Center for Brain Health alongside the Pickup Family Neurosciences Institute, very important institutions in Orange County. His philanthropy has revolutionized brain healthcare and treatment in Orange County. He fueled life changing programs and care for countless patients.
