As many of you know, on Monday I had a little bit of an incident I have shared on the floor before that I have supraventricular tachycardia and that's something that I live with and I had one of my episodes on Monday and so I just wanted to take a moment to express a heartfelt gratitude to the great Doctor from Delana who I don't see her here today but she hung out with me throughout the day and really made a rather unfortunate situation rather wonderful and also to the good doctor from Fresno.

They are proud owners and operators of the renowned American Citizens Club in Brawley, a cherished institution with a rich history. Thank you Madam Speaker. AB310 aims to save lives by building upon the success of the Nevaeh Youth Sports Safety act from last year to further California's commitment to providing safe and fun access to youth sports programs.

Sudden cardiac arrest, or SCA is the number one killer of student athletes and there are many documented cases of SCA happening to adults at youth sports events. When sudden cardiac events take place, timely intervention is critical.

That is why the legislation unanimously voted to approve a new standard of safety for youth sports by ensuring youth athletic programs provide access to an AED during practice games and events. Parents and kids should never have to question whether coaches have the equipment or the training to administer life saving care in an emergency.

AB310 will require youth sports organizations to have a written emergency response plan that includes the location of the AED and outlines the standard procedures in the event of a cardiac emergency.

It will also require them to properly maintain the test and test their AEDs and ensure coaches are provided sufficient training in the use of the of this equipment. AEDs are easy to use and AED save lives every day.

This Bill is received bipartisan support and I Respectfully asked for your aye vote it may also ask or add I've used AEDs. They're very easy to use. I mean we call them cop friendly. When I used them it tells you you how to place electrobes and when to do the shock. It does all the thinking for you.

Some of you have come to me with questions and I appreciate you coming to me with those asking. I know people have been calling you. It does not require all the participants, all the soccer players, baseball players. This is the coaches. This is something you can do $20 online.

I had a group talk to me about this and say that it was basically going to bankrupt them and they just didn't understand what the Bill meant. One they didn't understand that the Bill had already passed, that we had already passed this two years ago about requiring an AED.

But this is just ensuring that the coaches know how to use it to further that for our kids. The group that came to me, I'd ask them, have you ever lost a kid on your field, like in my district? And they said, no, we hadn't. But I get it. It would be worth it.

And it would be worth it if I could bring the parents in who have lost their kids just because they didn't have the access and the training they would give their whole life. I'm sure to make sure that we made sure that this one small ask is taken care of to ensure that they're okay.

The CIF is a non profit that governs interscholastic athletics in California for both public and private schools.

It's currently required to submit a report to the Legislature and Governor every seven years which includes information on the health and safety of students. However, more research has been coming out about the long term impacts of injuries on athletes, particularly head injuries.

This pivotal decision reinforced the fundamental right of individuals with developmental disabilities to receive services that are personalized to meet their unique needs. While the Lanterman act originally established the entitlement to services, it was the ARC vs. DDS decision that solidified and upheld this critical right.

And I think it is time to share though some facts that I like to remind folks here on the floor when we start our opening day in California, which is that the San Francisco Giants are not only the winningest team in Major League Baseball, they have more wins than any team in any major sport ever.

We also hold the all time record against every California team other than the A's, including against the Dodgers. We have more players in the hall of Fame than any team and we have the second most appearances in the World Series of any National League team.

His beloved paternal grandmother had Indian roots from a tribe in the Mexican State of Chihuahua.

The voices of the Jewish community leaders were so prevalent in the farm worker movement that Cesar Chavez even began hosting annual passover seders. Tragically, 17 year old Nan Freeman, a Jewish college student, was the first person to lose their life on a farm worker picket line. She traveled to Florida to join a strike and was killed by a truck crashing into the picket line of UFW supporters.

I wasn't originally planning to, but for the first time, I'm going to share an inspirational story that was shared with me from my father about a parable, an experience he had when he met Cesar Chavez as a young farm worker growing up in Mcfarland and Pixley, just outside of Delano.

Cesar Chavez no doubt stood for all of those things. As a civil rights leader, he is celebrated in the Latino community.

I rise in support of HR23 on behalf of the Republican caucus which supports a secure southern border, which is something that Cesar Chavez was a leader in, supporting a secure southern border. During his life, Cesar Chavez spoke out against illegal immigration while affirming legal immigration.

When he was critical of immigration as a topic, he was critical of the Republican corporations that often used undocumented folks as strike breakers because it was convenient to be pro immigration only for the purposes of breaking labor unions that we're trying to build in some of our lowest wage markets.

As a student at California Lutheran University, Ralph excelled academically and demonstrated strong leadership on and off the football field. He was a key player on the national championship winning team and served as Chair of the Black Student Union. Ralph's commitment to excellence went beyond his studies and athletics. It influenced everything he did throughout his life.

Ralph's football career included playing for some of the most renowned teams in the National Football League. He played for teams like the New Orleans Saints, Houston Oilers, Philadelphia Eagles, San Diego Chargers, New York Giants and San Francisco 49ers. He even played in the Canadian Football League and the World Football League.

Ralph made a profound impact as a founding Member of the National Football Players Association. He fought for the rights of players and helped secure the Alexander Rule, a policy to ensure players receive their Full salaries during strikes and a share of team income.

After retiring from football, Ralph served his community by joining the Los Angeles County Probation Department, where his tireless work led to major victories for his union Members. As President of Local 685, Ralph's leadership transformed the lives of of probation officers and their families. Every opportunity, that of any major strike, Ralph Miller and probation was right there standing shoulder to shoulder, arm to arm in the labor movement, in the labor fight in Los Angeles.
