Assembly Standing Committee on Appropriations

Good morning. Welcome to the May 232025 Assembly appropriation suspense hearing on Assembly bills. Before we start with the 666 bills on the suspense file, I would like to thank the Committee staff and the Republican staff for their hard work and support. It is much appreciated. I could not ask for a more dedicated group of professionals.

I would also like to thank the staff of the Speaker's office, the Assembly Sergeant's office, the information technology personnel and the many others who help to ensure the democratic process continues. And of course, the hard working appropriations staff who handled so many of these bills over the last last couple weeks.

Would also like to thank my Vice Chair for her cooperation. I know Ms. Sanchez is actually out sick today, so you will be our Vice Chair today, Ms. Dixon. So thank you for filling in.

I'd like to hand it over to my, I'd also like to hand it, sorry, hand it to my colleagues for their work on the Committee as well. So thank you very much for all of your participation in this process.

You know, when we were thinking about this year's bills coming out of Committee, we were doing that with a keen awareness of the state's difficult budget situation.

I'm sure many of you watched the May revise last week and have a understanding of where we are from a budget point of view as well as, you know, the, the chaos that is coming from Washington, D.C.

and the resulting uncertainty that that chaos engenders here in California, what that means for us in terms of our responsibility to our constituents in these very uneasy and unsteady times.

We are also looking at with a keen eye towards affordability and how are the work that we are doing, the bills that we are putting forth, how those are helping our constituents. We know many of our constituents are suffering right now. You know, the rent is too high, the groceries are too expensive.

You know, all of the things that we feel and hear from our constituents when we go home every weekend. There's a lot of suffering out there. And so how are we putting forth bills that help to ease that and provide more financial security to our constituents, particularly in these hard budget times?

We are in very difficult budget environment this year. So consequently, consequently, many good bills are going to fall by the wayside today. This includes in some cases bills that I've co authored or authored myself that I think advance policy that I support. But the budget is what it is this year. We have made tough decisions.

A lot of good but expensive bills will not move out of Committee today. We are not in a year where we can be expanding programs, developing new offices, new agencies, new departments, expanding our footprint. That is not the year that we are in today.

And while many of those are critical and important, it's going to be difficult for us to afford any expansion. We have also made many amendments on bills. There's a lot of do passes, amended, a lot of amendments, a lot of A's, DPAs, a lot of A's this year. And those are cost saving amendments.

Because of where we are economically, we have also made a lot of two year bills that we think need. The conversations need to keep happening. There needs to be more work on the bills for different reasons.

And so a two year bill allows those bills to continue in the context of staying within this Committee, but continuing the conversation, in many cases, bringing together different tables so that we can continue to flush those bills out because they're worthwhile and those conversations need to continue.

So it was a tough year, but, you know, I think we all feel an incredible responsibility to our constituents. And so that's what you're about to see in this Committee.

And with that, I would also like to announce that the hearing agenda is organized alphabetically by author, with the 12 bills authored by the Assembly Policy Committee listed at the end of the agenda. An electronic copy of the agenda is available online at the Assembly Appropriations Committee website, which I think all of you should know by now.
