JCNC was founded in 1975 as a non profit religious organization and this year marks its 50th anniversary. It was one of the oldest Indian American organizations in the United States with a rich 50 year long history.

    Today, JCNC guests are here to celebrate 25th anniversary with the Jain Bawan. The first Jain temple of its kind in North America. The Jane Bawan serves as a hub for religious, cultural and educational activities for the Jain community and in the Silicon Valley and the Bay Area.

The Sam Yup Benevolent Association, like the broader Chinese Six Companies, has been a symbol of endurance, unity and civic leadership since the mid 19th century.

    Founded during a time of exclusion, discrimination, and legal invisibility, the Sam Yup Association stood as a protector of justice, a provider of mutual aid, and a preserver of culture.

    When Chinese Americans were denied basic rights and subjected to violence and xenophobia, it was the six companies who stepped in, built institutions, organized legal defenses, and fought for the future of their community.

    Their advocacy helped pave the way for pivotal moments in civil rights history, most notably the 1898 U.S. Supreme Court case of Wong Kim Ark, a San Franciscan whose citizenship was was defended through their efforts in this network and in the courts.

    Established in 1849, the Chinese Consolidated Consolidated Benevolent Association is one of the oldest and most influential Chinese American civic institutions in the United States.

    For over 170 years, it has provided immigrants with critical services, from legal aid and housing to job placement and healthcare access. The Six Companies emerged from a tradition of mutual aid during a time when Chinese immigrants face exclusion, violence and discrimination. Sounds familiar.

    They advocated fiercely during the Chinese exclusion era and supported landmark legal battles, including those affirming birthright citizenship. They were instrumental in founding San Francisco's Chinese Hospital as well, and they continue to serve the Chinatown community by uplifting voices, promoting civic engagement, and advocating for public safety and cultural preservation.

    Mr. Speaker and members, I rise today to present ACR 91, recognizing June 2025 as Portuguese Heritage Month, June 10th as the Day of Portugal, and April 18th as the Day of Azores. The story of Portuguese Americans in California is a story of hard work, faith and cultural richness that goes back more than two centuries.

    Long before statehood, Portuguese immigrants from the Azores settled here to build thriving communities that help shape our state's agricultural backbone and especially in the dairy and fishing industries. From the whaling boats of Monterrey to the tuna canneries of San Diego, Portuguese Californians made their mark early on, and they never stopped contributing.

    And Portuguese Americans continue to contribute, not just in agriculture and business, but in public service, education, the arts, the armed forces and more. From composer John Philip Sousa to architect William Pera, and most recently, entertainers like Steve Perry and Sara Bareilles, their impact is far felt and wide. As we honor Portuguese Heritage Month this June,

    I especially want to recognize the California Portuguese American Coalition and the Portuguese Beyond Borders Institute at Fresno State. Both are doing important work to preserve and promote Portuguese language, culture and civic engagement for future generations.

    They developed a grassroots community based strategic plan for teaching of Portuguese language and culture in California, making our state the only in the country with such a comprehensive program. These types of partnerships are important to have between local Portuguese American communities, our public universities, Portuguese organizations, and the government of the Azores. Especially now.

    These collaborations encourage a sharing of ideas, technologies and economic development. This resolution recognizes our community's important role in California and The more than 350,000 Californians who proudly trace their roots to Portugal. As the daughter of a Portuguese American, I respectfully request an aye vote on this resolution that recognizes our community's contributions to the great State of California.

    Thank you, Mr. Speaker and both our members. I rise today as a proud co author of ACR 91 and as a second generation Portuguese American. California is home to the largest Portuguese American population in the United States, particularly in the Central Valley.

    Many Portuguese immigrants settled in the Central Valley to pursue lifestyles and agriculture, and they remain prominent in the state's dairy industry. In my hometown, our community comes together for our annual Holy Ghost and Our lady of Fatima festivals, which is a treat to go to a Portuguese festa if you've never been to one.

    Even as generations grow, the culture remains alive. For decades, Portuguese Americans have contributed to California's economy, culture and history. They have lived the American dream by creating new opportunities for their children and grandchildren. Both sides of my family immigrated here from the Azorean Island of Cheseda. And I called my Portuguese grandmother that I call Ava.

    And I asked her, you know, what would you like to tell people in Sacramento? And she said, I came to this country as a poor woman and I now have a daughter who's an engineer, I have a daughter who's a Doctor, I have a son who's a farmer, and I have a granddaughter who's an elected official.

    I'd pretty much say that's the American dream. And my grandmother is now not doing very well. So when I tell you that that was such a proud moment that will go down for me in the history books and that I can carry on my family's Portuguese tradition, this resolution also comes at a great time.

    As some of you may have seen yesterday, Portugal won the UEFA Nations League and they are now the most successful team in the league. So Muto Brigado Brigada to the Majority Leader for taking the lead on this resolution. And I respectfully ask for your aye vote and Viva Portugal.

I rise today to adjourn in memory of Phil Giarrizzo A brilliant strategist, a devoted mentor, a fierce believer in progressive politics, a beloved husband, father, grandfather, and friend. And a man who could quote Bruce Springsteen lyrics as fluently as he could quote polling data.

    For over four decades, Phil was the trusted navigator behind some of California's most consequential political campaigns. He helped elect labor champions, environmental stewards, and civil rights advocates at every level of government, from school board to Congress. Phil saw electoral politics not as a game, but. But it's a vehicle for justice.

    He had an unmatched ability to spot potential in people before they saw it in themselves. He helped grassroots candidates take on powerful interests and win. Phil didn't just help people run for office. He helped them find their voice, and he held them accountable to the values they ran on.

    Phil was deeply involved in campaigns for figures like John Kerry, John Garamendi, and our very own majority floor leader. Among countless others, he helped pass ballot measures that protected working families and public education.

    He worked along with the Natural Resources Defense Council and the International Fund for Animal Welfare to keep Mitsubishi from building a salt plant in Laguna San Ignacio in Baja California near the gray whales nursing grounds. I'm happy to report that he won that battle.

    And each winter, hundreds of gray whales migrate about 6,000 miles from Alaskan feeding grounds to the warm, shallow waters of San Ignacio, which is one of the last undisturbed nursing and breeding grounds for. For these magical creatures. His legacy is clearly woven into the very fabric of California's and Baja California's progressive victories.

    And through it all, his soundtrack was Springsteen. Phil was a devoted fan of the Boss. He saw in Bruce's music the same blue collar grit and longing for justice that. That fueled his own political work. No retreat, Baby, No Surrender wasn't just a lyric. It was a motto.

    I had the great honor of knowing and working with Phil and his wife Pam, who was one of our former brilliant staffers who helped develop policy in our great state and served as chief counsel for the Secretary of State. Phil was tough on the outside. In fact, he intimidated the heck out of me. But those who knew him best saw the softness beneath a generous heart, deep compassion, and unwavering devotion to the people he loved.

    Phil found his greatest joy in the love he shared with his wife Pam and the family they built together, beaming with pride for their son Zach, whose marriage to Hime and the arrival of their sons, Alex and Benji, filled Phil's heart with boundless happiness.

    Phil gave his life to the cause, but he also gave his heart to the people in it. He was generous with his time, fiercely loyal to his friends, and unrelenting in his passion. The calls, the pep talks, the tough love. So many of us owe a piece of our path to him.

    Today we say goodbye to a giant. Not the kind who demanded the spotlight, but the kind who lit it for others. California is better because Phil Jerizzo walked among us.     I gotta be tough because Phil's looking at me saying, buck up. Thank you, Mr. Speaker. Members, I also rise today to a journey memory of Phil Giarrizzo, my dear friend, a dedicated public servant and respected Member of our capital community.

    Phil was born in the Bronx, raised in New Jersey, and anyone who knew Phil wouldn't doubt that for a minute. Phil made his home in California, where he became a fierce champion for workers rights and the Democratic Party.

    As the General Manager of SEIU Local 60 in LA, Phil stood on the front lines of fights for workers rights and against racial and gender discrimination in the workplace. He was a really strong believer in the dignity of hard work and the power of organizing, and he lived it every single day.

    Later, Phil brought his strategic mind and tireless energy to the world of political consulting. He never backed down from a fight, no matter how difficult it was. And he was never shy about sharing his opinion with anyone, even at a top decibel. And boy, do I remember his voice. And that wasn't just with opponents.

    As one of Phil's clients, I have the bruises and hearing loss to prove it. Through his firm, Phil Jerusalem Campaigns, Inc. Phil helped shape Democratic campaigns throughout California and across the country.

    His mentorship of dozens of young and not so young people throughout the years helped ignite the careers of many consultants, political operatives and leaders across the state. I say not so young because I wouldn't be standing here without the friendship. The mentorship, yelling, and encouragement of Phil Garrizo. Politics was his life.

    And to those who knew them, Phil's greatest contribution was his commitment to the Democratic values, progress in working class people. Beyond politics, Phil had a soulful passion for music, as Assemblymember Pellerin said, especially songs by the Boss. And he was an accomplished drummer who found joy behind the drum kit.

    He loved Harleys and the open road, but of all things, he loved his family. His heart belonged to his wife Pam and son Zach and his grandsons Alexander and Ben Benjamin. He was so excited to have grandsons. I remember that so clearly.

    When we found out you were going to have a grandson, he was so excited and that he moved so he could be closer to those boys. He lived life with a purpose, with rhythm and an unshakable fight for justice. He yelled at me one day, he picked up his pants like this and we stormed out.

    And Nancy Mooney was standing there and her poor little eyes were as big as saucers. And she says, I think he's upset. And I said, he's really pissed off at me. Phil, your legacy lives on in the lives you touched, your fight for regular people, the movements you made stronger and the family you love so dearly. Colleagues, please join me in journeying in my friend Phil's memory.

On May 28, 2025 Dr. Marvin Lavelle Boomer Jr. Was an educator at Castlemont High School with deep passions for community building, improving education, particularly in black neighborhoods and for Oakland.

    He was even deeply integrated into the work of college to career readiness as a part of Oakland Promise, my alma mater where I first had an opportunity to meet him and see the beauty of his work. Marvin led his life with love as the focus and with purpose at the center.

    This was evident in his interactions with family Members, the way he cared for his loved ones and his vision for a more equitable education system. His love and his legacy will live on in the school farm he established in what he poured into the Fab lab at Castlemont High School. And his legacy will continue with the students that he had who had the benefit and privilege of being taught by him.

    He focused on establishing paid internship programs to provide students not only with valuable work experience, but to let them know that their work was valued and his work will be known and his legacy will have on in the far reaching impacts of his advocacy for black and brown students and those living in poverty.

    This work earned Marvin the adoration of students and the entire Castlemont High School and East Oakland community. Marvin brought that commitment to bettering students lives across the East Bay, the state, and even the country. And I know his actions will cause a ripple effect that secures that vision for all of our students.

    Dr. Boomer had a vision for Oakland. I learned this from his sister at his service. He wanted workforce development, affordable housing, community policing, and paid youth programming. And as a man of faith, service, love, and purpose, I learned this from his father.

    He had a vision and a desire to contribute not just to the City of Oakland, but to impact national policy. I want to thank his family and loved ones, many of whom are here today in the rear chamber, for giving me the privilege of celebrating him and for allowing us here on the floor to see the cost of a life lost.

    Thank you all for allowing us to be able to hear a bit of his light and joy and what Marvin brought to our lives. Marvin should still be with us today. But it is because of his love, in his final selfless act, that his partner, Nina Woodruff, is still able to be here with us today.

    His misses everything to her, Mr. Wonderful. To ensure that we have an opportunity to focus as a community on the light and life that he brought. To his siblings, he was beloved brother. To his parents, he was a treasured son. Marvin embodied the spirit of California. He had an infectious smile.

    And to his students, he would declare every day, hey, beautiful people. Because he ensured that they knew that they were loved, that they were bright, that they were graceful, and they deserved our everything.

    I ask that we each hold a bit of this optimism, his commitment to service and his love in our hearts as we move forward and continue his fight for a better future. Members, rarely do we talk about how these lives are lost on this floor. But in this instance, I must. Dr. Boomer died senselessly.

    He died on a warm, beautiful day two days before graduation, walking with his beloved Nina on a stroll four blocks away from his house in a residential neighborhood where people have lived for 60 decades.

    And he was killed because of a senseless police pursuit, as a bystander, because there was a reckless driver who decided to treat a residential street of Oakland as if it were a highway. And for that, we have this beautiful light taken. We have an injury, a physical injury that will hopefully heal soon, of his beloved.

    But we will certainly never have closure of the spiritual injury that has happened to this community, to this family, and to the children who have lost him, lost his light. I offer my deep sympathy. Thank you. And I ask that we adjourn in the memory of Dr. Marvin Lavelle Boomer Jr.

    Thank you, Mr. Speaker and Members. I rise today to adjourn in the memory of Elizabeth Starr. A tireless supporter of charitable causes, community involvement and an exemplary human being. Elizabeth passed at the age of 92. She was born in London, England, in 1933.

    Growing up, she also lived in Philadelphia, Cincinnati and Los Angeles, where her family moved after the Second World War. Elizabeth entered Stanford University in the fall of 1951. Not long thereafter, she met John Starr, an upperclassman there, whom she married in the Stanford Chapel in January 1955. She and John were proud and generous Stanford alumni.

    One of the bells of the carillon in Hoover Tower on the Stanford campus bears her name because she and John helped Fund the refurbishment and expansion effort in 1990. In 1972, John was tasked with opening the Orange County office for his law firm and the family moved to Newport Beach. Elizabeth was soon involved in various charities.

    Girl Scouts, Sherman Gardens and the Episcopal Church and other charities which she played a leadership role, including the Pacific Symphony as it got started in Orange County, American Field Service, Orange County Branch, the UC Irvine and the UCI Library.

    All these years where those institutions, cultural institutions, were just getting started and Elizabeth was a leader in many of them. For many years she was the chair of the Youth board for the Pacific Symphony.

    She was particularly proud of her work, singularly leading the effort to raise funds to build a central library, Central Public Library in Newport Beach that opened in 1994. The city honored her efforts by naming the children's room the Star Children's Room.

    She was a major donor toward the current construction of a currently underway of a new community lecture hall. John and Elizabeth were honored with the UCI Medal in 2003 and as Newport Beach's Citizens of the Year in 2016.

    Elizabeth made many community, made our community stronger and was a role model to many for her wisdom and generous spirit. She was. I can't read my own writing. Elizabeth Starr was our shining light of service to making our community stronger. Elizabeth leaves behind many friends and four children. Walter, Fritz, Gretchen and Karen.
