    Thank you Madam Speaker. Members, today I rise on behalf of AB 1138 which is back on concurrence. The Senate amendments made clarifying changes which included adding an urgency clause and co authors as you have no doubt repeatedly heard in this chamber and as many of you have experienced firsthand, California's film and television industry is in profound crisis.

    Production is dramatically down and jobs are leaving our state, heading to other jurisdictions that offer significantly more competitive tax incentives. Filmmakers want to stay in California, but it's incumbent on us to keep our state competitive. Thanks to the passage of SB132, California's tax credit for film and television has already increased from 330 to $750 million.

    And I want to thank the Governor and Members of this body for passing that measure. The Bill before us today, AB 1138 is the necessary companion to that funding a multifaceted approach to revitalizing our entertainment industry by modernizing the California Film and Television Tax Credit program.

    This is our chance to make sure that every one of those dollars works to encourage jobs across our entire state. And I'm particularly proud that in addition to modernizing our program, this Bill for the first time will include an incentive program to bring new trainees from underrepresented communities into the workforce without affecting other union jobs in California.

    It feels at times like we're living through a frightening script. It's one that we all wish we hadn't gotten the green light.

    But AB 1138 is the Legislature statement that the story of California's film and television industry is not over. This script is not finished. Members, I just simply rise just today I'm want to lend my voice with the the leader of 11 Assembly Bill 1138-1 to say how proud I am to join him and so many others in support of this piece of legislation and also just to underscore his great leadership for someone who's built a strong coalition not only of the film industry, partners, labor, small businesses and also Members on this floor and Members in the Senate who have bind together the kind of support along with the Governor and the leadership in this house and also the Senate.

    I've never seen something come together so masterfully together to bring this piece of legislation in mind, to bring this kind of piece of legislation before us today.

    When you look at the competitiveness we had to do something when you hear as we toured the studios, not only actors, people in front of the camera, people from in front of the camera, behind the camera, but also the small businesses and how they were desperate and how families were actually torn apart, desperate to be able to take their children to schools.

    And I remember just even yesterday at a press conference where it was also told about a story when one of our colleagues from, I guess Silver Lake who was knocking on doors during the daytime and she also told the story to us as well and how actors were at home filling out and updating their resumes because they were trying to find jobs because Hollywood was actually getting ready to close their doors because of the lack of work or they were going to have to relocate to another state in order to.

    That's where the money was at. The money was in Atlanta, the money was in Canada. And now we have an opportunity to write a new script, a new chapter and keep those resources right here at home. And so what I'm simply saying that the game has changed.

    The game has changed with this Bill and the companion Bill to keep those actors and actresses right here at home in California and to really make a difference and the job training and to be able to create a new cast of people to get into this industry.

    The those who make costumes, those who do the food, allowing those businesses and the economic vitality that this industry will be able to muster around and in and out, not only around LA County, but also in Northern California and also even in my district outside of the Los Angeles area.

    This is absolutely a game changer and I'm so happy that we're doing it during the time that I'm able to see this industry thrive and grow. And we can also far surpass New York and Atlanta.
