This Bill, like the other MOUs that are being sent by the Governor to this chamber, intentionally cooks the books, underfunds the bills that we are incurring for state employees this year in the form of not paying for their retiree health care benefits.

This is exactly like a family with a mortgage on their house just deciding we're not paying our mortgage payments this year. And what happens is it pushes that debt off. It means that the interest compounds and the Bill eventually comes due at a much higher rate. This is Enron style accounting.

This is pretending like we don't have a cost kicking the can down the road. In this morning's calmatters or yesterday's calmatters, they rightfully point out that the State of California did not balance its budget on June 30th we have a $20 billion structural budget deficit.

Thank you, Mr. Speaker. Members, I rise to honor the life and the work of James Raymond Bell, a visionary leader and an advocate within the American juvenile justice system. Jimmy Bell was born on March 5th, 1954, and he passed away on April 3rd, 2025, at the age of 71.

James was born in a segregated hospital in South Carolina. His family moved to Southern California during the Great migration in the 60s. He attended high school in Pomona and later graduated from Cal Poly Pomona, then Hastings College of Law.

James worked for two decades at the Youth Law center in San Francisco, where he worked alongside the Juvenile Law center on profound cases and projects impacting the lives of disproportionately black and brown children caught up in the system.

In 2001, James Bell founded the Hayward Burns Institute, an organization focused on addressing racial disparities and the disproportionality within our juvenile justice system. The Burns Institute is named after a mentor, a civil rights activist, William Hayward Burns, who was a leading figure in James life. Throughout his own life, James embodied the spirit of the Institute's namesake.

He inspired countless people to take action towards a brighter tomorrow, including myself. Under Jimmy's leadership, the Burns Institute partnered with over 200 counties and 23 different states, focused on improving the conditions of life for children caught in our juvenile justice system.

His organization played a significant role in two of the most prominent juvenile justice initiatives over the past 40 years. The first is the Annie Casey Foundation's Juvenile Detention Alternative Initiative, which aimed to reduce the reliance on lock facilities and probation for youth who really just needed a hand up and an opportunity.

The Second is the Macarthur Foundation's model for Change, which had substantial investments in research on adolescent development and comprehensive reforms in the juvenile justice system.

His advocacy aimed to achieve equality and justice for all of our kids, especially for the children who are disenfranchised by other systemic failures that seem to correlate strongly with their race and their socioeconomic status. The last thing I did before I came to office was work on a project with James Bell.

See, in LA County, we have more children locked up than any county anywhere in California. And our probation Department had been known to be failing them for some time. So James came to town and we partnered up and we convened thousands of young people for meeting after meeting after meeting in every corner of the county.

And then Covid hit. And I remember telling James, I don't know how we continue this project in the middle of a pandemic. And he organized some of the largest zooms I had ever seen.

Hundreds and hundreds and at times a thousand people logging on to talk about what a brighter future in LA County could mean for our young people and for our struggling families.

Coming out of the report that James and I wrote together along with a few others, the County of Los Angeles established the Youth Development Department, the first such county Department anywhere in California, dedicated to uplifting and providing opportunity for young people and alternatives to incarceration for children who just need a fair shot. James fought the good fight.

Now, may he rest in power and his legacy continue on through his son Michael, his sister Elena, grandchildren Julian and Colette, a bevy of nieces, nephews and cousins. James was one of those people who just made you feel better about the world, made you feel like we could live in a better place.

And he did it with levity, and he did it with charm, and he did it with style. More importantly, he did it with grace and compassion. Colleagues, please join me in adjourning today's session in the honor of the great James Raymond Bell.

Thank you very much, Mr. Speaker, Members, I rise with a heavy heart stasis body to adjourn in memory of my sons, my oldest son's aunt, Gail Yolanda McGowan. Gail transitioned and gained her wings on June 14th after a battle with ovarian cancer.

Off and on, even up to her last breath, Gail faith in the Lord never let up as she fought with grace and dignity with this awful thing called cancer. Gayle was born on June 81965 in Los Angeles, California, to Walter and Phyllis McGowan. She was born the oldest of 10 children.

With great pride in her role as the oldest of 10 siblings, Gail graduated from my old Alma mater, John C. Fremont High School. She worked her work history where I hired her first job at Taco Bell.

We often teased, it's a running joke that I hired everybody in the neighborhood at Taco Bell right there on Manchester and Cimarron in Los Angeles. And I took great pride in doing that. I think I hired the entire football team at Fremont High School, her second job. She stayed on that job.

The sugar food was her second job. She served on that job for 39 years until her death. Gail proudly called herself Superwoman because she could fix almost anything. She stood up to any challenge in her life. During her free time, Gail expressed creativity. She was a poetry writer. She wrote music. She danced. She loved to skate.

At World on Wheels, she did arts and crafts. There was no one that was so artistic as Gayle. Even though she was able to be very quiet, she took pride in that quiet time. But Gayle was quiet. But she had a very, very big presence in everyone's life, her sense of humor.

When she walked in a room, she lit up that room. She was a dedicated believer in Christ, and she was loyal, and she loved her Christ. She loved people from all walks of life, and she showed her love for people, no matter what color, no matter what language. She loved and embodied the love of people.

Her signature line was I got this. And she got this because she knew that God had her. And she could with her smile.

With her smile, she could light up a dark place in a dark room because her smile radiated in dark places because she believed that she was the light of the world, the salt of the Earth.

I would ask this body that we would just adjourn in Gail's memory and at 11:30am the family will gather at Inglewood Park Memorial Cemetery to celebrate her life. And she'll be laid to rest today on this 17th day of July at 11:30am So I would ask that this body will adjourn in memory of Gail Yolanda McGowan.
