SB 757 would authorize the legislative body of a city or county to establish a procedure to use nuisance abatement liens or a special assessment to collect abatement costs and relative administrative costs until January 1, 2035.

    Most pertinent to us, the amendments that were taken in the Assembly was number one with the right to cure from 30 to 60 days. And the second option had to do with waiver requirements that would allow individuals who make 200% less of the federal poverty line, would receive a waiver if requested.

SB 281 ensures that California judges provide a clear, standardized advisement, as required under current law, to inform noncitizen defendants of the potential immigration consequences of a criminal conviction before they enter a plea.

    Since 1977, penal code Section 10.16.5 has required judges to inform anyone entering a plea agreement that there may be immigration consequences. SB 281 is a narrowly focused bill that reaffirms the original intent of existing law, whereby the immigration advisement and 1016.5 should remain a general advisement delivered exactly as written in 1977.

    Thank you, Mr. President. Members, I rise to present AB 602 on behalf of Assemblymember Haney. AB 602 protects students who receive help during a drug or alcohol related emergency from facing academic discipline at a California Public University.

    Students shouldn't have to choose between their life and risking housing and academic standing or future. Fear of punishment can cause dangerous delays in causing 911, delays that can cost lives. Currently, campuses have inconsistent policies creating confusion and fear.

    For example, at UC Berkeley, a student who survived an overdose later faced housing removal and disciplinary probation simply for seeking medical care.

    This bill ensures students who receive medical assistance during an overdose are not disciplined for drug or alcohol related violations, if they complete an appropriate rehabilitation program in a time frame set by campus administrator. To meet federal reporting requirements and ensure universities can hold repeat offenders accountable. This bill only applies once per academic term and allows universities to escalate their response after the first offense. but encourages campuses to use restorative justice principles.

    This bill does not protect instances of sexual assault, hazing, or any other violations on campus policies. It only applies to medical emergencies related to alcohol or drugs.

    AB 602 ensures health and safety, not punishment come first. Last year, through his bill, 1841, we ensure that students who are administered naloxone in residential halls do not receive academic punishment.

    AB 602 builds on that work by extending those protections to all students on campuses who receive help during an overdose, not just those who receive naloxone in residential halls.     Tax increment financing tools like Enhanced Infrastructure Financing Districts and Community Revitalization Investment Authorities have become more important to funding local infrastructure.     Yeah. Thank you, Madam President. Members, I rise to present AB 523, on behalf of Assemblymember Irwin. This bill allows member agencies represented, by only one director on the Metropolitan Water District Board of Directors, the ability to designate a proxy representative for purposes of participating in a board meeting in which the appointed representative is unable to attend.

    There's about 21 agencies represented by just a single board member. And so, if a director for an agency with a single seat is unable to attend, they are currently losing their opportunity to vote. This isn't the case for the larger member agencies with multiple members.

    Thank you so much, Madam President. Members, I rise to present AB 439, which has to do with the Coastal Act, one of California's bedrock environmental protections. Ensuring public access to our coast, protecting sensitive resources, promoting sustainable development for our coastal industries. This bill streamlines the Coastal Commission's process for certifying and updating permits in two keyways.

    First, the bill would expedite De minimis amendments by eliminating the unnecessary 10 day waiting period before approved amendments can take effect. And then second, the bill streamlines the Commission's required reporting of its enforcement activities by both broadening the scope and reducing the frequency of reporting from annually to every five years.

    So, it allows for faster implementation, more comprehensive public reporting, more efficient allocation of Coastal Commission resources as they work to fulfill their mission under the Coastal Act. And with that, I respectfully asked for my vote.

This bill makes a narrow exception to the definition of dams to avoid an unnecessary regulatory burden on weirs in the Kings River Conservation District. Weirs are structures that allow for temporary impounding of water and to assist in water deliveries to farms and ranches.

    They do not restrain water anywhere near the amount nor for the same length of time as dams, significantly reducing the risk and impact of a structural failure. Unfortunately, the current definition of dams captures these structures, creating additional cost to operators and wasting the time of inspection officials on exceptionally low risk structures.

    That's a very good question. This is part of a conservancy and so there is a board that will manage the facilities.

    The specific weirs have been chosen because they meet the details of the bill, which is to have the weir is to be no higher than 6ft and the capacity to store water behind has to be of a certain amount.

    And what that does is it doesn't create pressure on the weir that would create a high-risk situation. And so quite frankly, I think that this bill could have been expanded to include a lot of weirs that are in the same situation.

    But it's specifically for this conservancy because they asked for this opportunity to not have to go through the regulatory process and quite frankly, allows the regulatory agency the ability to look at high risk dams instead.

This is a bill that will remove the arbitrary and harmful wage cap in place for incarcerated workers throughout our state jails and allow counties to provide their incarcerated workers with pay that they deem equitable.

    A current law set a maximum wage for incarcerated workers in county jails of $2 for every eight hour shift. So that's a maximum wage of 25 cents per hour. These wages are inhumane, friends, and a direct relic of slave labor. Exacerbating this injustice, we have predatory pricing Rampant in our jails.

    The Orange County Needle Exchange program was in operation from 2016 to 2018. According to the Orange County Sheriff, 80,000 syringes were distributed in just one single day. In 2017, however, the county only saw an average of 20,000 syringes properly disposed per week. I have a letter from the Orange County Sheriff Bonds.

    As a result, the county saw needles littered across public parks where our children play, in public restrooms and even public libraries. Without proper disposal and collection practices in place. Simply handing out these syringes out to anyone who wants them without a prescription will further endanger public health.

    As you all know, in recent years, the state has passed numerous statutes to make housing permitting easier and more predictable in an effort to address our ongoing housing crisis. For these laws to be effective, they have to be easy to enforce and have real consequences for when they are broken.

    Unfortunately, most state housing laws are difficult to enforce, which means that most violations go unpunished. AB 712 would address this issue by increasing penalties for public agencies that violate state housing laws. Importantly, this bill provides for a 60-day right to cure before any fines can be issued. SB 9 legalized and streamlined the development of what we call gentle density, missing middle housing.

Districts could be established through a federally regulated process that retains very little local control and takes decision-making authority away from individual property owners.     One of the central solutions identified in that hearing is AB 893 by Assemblymember Fong, which expands the AB 2011 ministerial approval process for affordable housing developments on commercially zoned properties to campus development zones that would be created by this bill.

    This addresses the student housing crisis and encourages development near universities and colleges campuses, including housing for students, for faculty and for staff that are low income as well as in the communities themselves. This is a significant problem in communities like mine in UC Davis and community colleges across the state.

    Yes. Thank you for the question. So, excuse me. The bill does not assign responsibility for the construction. The approval would be ministerial within this captain's development zone.

    So an applicant, whether private or non profit, that builds affordable housing would be able to apply and take advantage of that ministerial approval process within a half mile of the main campus of the college. But the construction management of the actual housing project would be similar to any other affordable housing project. Project.

    Okay, so. But the- But the ownership or the rental will be exclusive to the university itself.

    So the biggest concern I think would be from the local control perspective is whether or not the- the cities obviously in this case would not have any purview as to the design of what the complex will look like, whether or not it fits within the elements of what they're looking for aesthetically within those communities.

    So just the one concern that I would be, you know, having- moving forward is that there be some sort of an input to make it sort of kind of look like the neighborhoods or look like the-

    And so you wouldn't be able to redevelop, essentially, in a single family, neighborhood or other things that doesn't have a commercially zoned property. Commercially zoned designation. And so these are intended to create student housing opportunities and housing for the campus community.

    And I know the author is very committed, and I will be, too, to following up if this bill is signed into law, to make sure that what we are doing here is advancing housing while also preserving the campus communities that are so important to the success of their colleges. Title IX at the federal level and California state law prohibit school districts and county offices of education from gender-based discrimination against their own interscholastic teams, but there is a loophole.

    No existing California law ensures that school districts and county offices that rent spaces to outside organizations, that they do so in a manner that is not, that is not equitable for youth sports clubs for both genders, so AB 932 would close that loophole that has still allowed for discrimination against young women in local sports. Currently, collective bargaining is divided into four regions for the court interpreters, although they are represented by one single union.

The bill has been amended to address concerns raised by the Judicial Council by specifying that mutual consent is required for consolidated bargaining.
