    Person

Please join me in a moment of reflection. For over 5,000 years, the Persian New Year's has been celebrated with the coming of spring. For the coming of every spring marks a renewing of the world. Tender green leaves and shoots emerge from bare branches and empty fields. A new season of growth begins, and with it, the hope for a bountiful year.

  • Bob Oshita

    Person

It is a time when all the world seems to be manifesting the miracle of life. And as we witness the beauty of life emerging all around us, deep deep within, we are also humbled by the power of nurture, nature bursting forth with life. I have long been moved by the profound humility and gratitude of the great spiritual leader and poet Rumi, who wrote, let the beauty we love be what we do. There are hundreds of ways to kneel and kiss the ground.

  • Bob Oshita

    Person

In other words, let what we do reflect our love for the beauty of life around us.

  • Bob Oshita

    Person

And with ever deepening appreciation, we will live every moment with humility and gratitude. You will find that there are hundreds of ways we can humbly kneel and appreciate the earth which gives us life. Let the beauty we love be what we do. There are hundreds of ways to kneel and kiss the ground. Let us try to live with kindness and gratitude beyond words.

  • Heather Hadwick

    Legislator

Thank you, mister speaker. Members, it is my distinct honor to introduce and recognize Nevada County Sheriff Shannon Moon, along with the extraordinary Nevada County Sheriff's Office search and rescue team. In California, search and rescue teams respond to thousands of calls each year, often exceeding 5,000 missions annually, providing critical aid to lost, injured, and endangered individuals in some of the most challenging terrains and conditions imaginable. These teams are largely made up of highly trained volunteers who stand ready at all hours, putting service above self.

  • Heather Hadwick

    Legislator

Their work is not only important, it is life saving, and we are deeply grateful for their commitment.

  • Heather Hadwick

    Legislator

In our rural communities, these missions carry an added weight. Responders are not just answering a call. They are often searching for neighbors, friends, and members of their own tight knit community. Sacrifice. Today, we especially recognize those who responded to the tragic February avalanche near Truckee in Nevada County.

  • Heather Hadwick

    Legislator

Unstable snowpack, and dangerous conditions, these teams carried out a complex and urgent operation. Their swift actions led to multiple rescues, saving lives that might otherwise have been lost. Solemn reminder of the risks present in California's backcountry. Lives were tragically lost in this avalanche, and while search and rescue teams were able to locate victims and bring closure to families, the outcome weighs heavily on all involved. We extend our deepest condolences and heartfelt sympathies to the families and loved ones of those who lost their lives.

  • Heather Hadwick

    Legislator

Their professionalism, courage, and seamless coordination with regional partners exemplify the very best of public service in times of crisis. Search and rescue teams do not seek recognition, yet their contributions are indispensable to public safety across our state.

  • Heather Hadwick

    Legislator

Joining us today are Sheriff Shannon Moon from Nevada County, Scott Montgomery, search and rescue, Josiah Bowning, search and rescue, Alexis Dunn, Search and Rescue, Sergeant Dustin Moe, Grace Van Winkle, and the remaining members of the Search and Rescue team who are sitting in the gallery that I'm gonna ask to stand. Mister Speaker and members, please join me in welcoming and expressing our profound gratitude to Sheriff Moon and the search and rescue team and volunteers.

  • Josh Lowenthal

    Legislator

Let's go. Claremont McKenna. Assemblymember Kalra, you are recognized for your guest introduction.

  • Ash Kalra

    Legislator

Good morning, members. It's Canada Day at the Capitol. Not to be confused with Canada Day in Canada, but almost as important, as the only Canadian born member in the legislature currently serving, It is my honor to introduce a special Canadian delegation here to highlight the vital trade relationship between Canada and California. Leading the delegation is Rana Sarkar, a consul general of Canada in San Francisco since 2017, almost as long as I've been in the assembly, responsible for Canada's relations with Northern California and Hawaii.

  • Ash Kalra

    Legislator

Under his leadership, the Canada and California partnership has grown into one of the most consequential subnational relationships in the world, encompassing over $32,000,000,000 in annual export trade, nearly 95,000 jobs supported by Canadian owned businesses, and deeply integrated supply chains benefiting workers, farmers, and consumers on both sides

  • Ash Kalra

    Legislator

of the border. It's also, my honor, to welcome Sylvie Bedard, the acting consul general of Canada in Los Angeles, representing Southern California, Arizona, and Nevada, who brings over thirty years of Canadian government experience, including service as Canada's ambassador to Ecuador. Also here, at the rear of the chamber is Canadian provincial representation from Alberta, as well as representatives from the Maple eight, Canada's eight largest institutional investors, underscoring the deep economic ties and significant investment interests that connect Canada and California.

  • Ash Kalra

    Legislator

Canada and California not only share deep ties across trade, technology, climate, and beyond, but there is a an unwavering friendship that in this day and age is more important than ever. And so I'm incredibly grateful to this delegation, to our consul generals, and we are here to collectively to celebrate and strengthen that enduring friendship.

  • Ash Kalra

    Legislator

    Please welcome our Canadian friends.

  • Josh Lowenthal

    Legislator

Thank you, members. Continuing on with guest introductions. Assembly member Bonta, you are recognized for your guest introduction from the majority leader's desk.

  • Mia Bonta

    Legislator

Thank you so much, mister speaker. Good morning, members. May I direct your attention to the gallery where we have over 60 Oakland High School Public Health Academy students joining us today. As a former school board member and East Bay education leader, I know how vital programs like the Public Health Academy are to helping our students build meaningful, well paying careers.

  • Mia Bonta

    Legislator

As chair of Assembly Health Committee, I believe we would all be be better served if the if the legislature examined more issues through a public health lens.

  • Mia Bonta

    Legislator

And I know our public health workforce needs talented young people exactly like these students. They have amazing ideas. They come from 8018. They are having a productive day here in the capital. You will hear from them, and they're gonna learn how government works, and they're gonna learn how to turn the power of their voice into our votes.

  • Mia Bonta

    Legislator

With that, please, join me in welcoming the future leaders of California here today from 8018, our academy members. Thank you.

  • Josh Lowenthal

  • Josh Lowenthal

    Legislator

Thank you, members. Decorum, please. Show the author some decorum, please. Thank you, members. Thank you. Assemblymember Davies, you are recognized.

  • Laurie Davies

    Legislator

Thank you, mister speaker. Colleagues, I rise to present ACR 152 proclaiming March 2026 as American Red Cross Month in California. Most of us have seen the American Red Cross in action after a fire or a local emergency, when a family has lost everything and doesn't know where to turn. In those moments, Red Cross volunteers show up. They provide shelter, a warm meal, and something just as important, comfort, stability, and hope.

  • Laurie Davies

    Legislator

Since its founding by Clara Barton, the Red Cross has been built on the idea that neighbors should be there for one another in times of crisis. That mission is alive and well in California. Their work directly supports our state's health goals from maintaining a reliable blood supply to training Californians in life saving skills and helping communities recover from disasters. As emergencies affect more communities across our state, the Red Cross continues to be there helping families get back on their feet and reminding them they're not alone.

  • Laurie Davies

    Legislator

This resolution is about recognizing those everyday heroes, the volunteers who step forward often without recognition to care for people in their hardest moments. Members, I respectfully ask for an aye vote and I open it up for co authors.

  • Josh Lowenthal

    Legislator

Thank you. Assemblymember Davies. Seeing and hearing no further debate, the clerk will open the roll. Members, this is for co authors. All members vote who desire to vote.

  • Josh Lowenthal

    Legislator

All members vote who desire to vote. All members vote who desire to vote. Clerk will close the roll, tally the votes. There are 54 co authors added. Without objection, we'll take a voice vote on the resolution. All those in favor, say aye. All those opposed, no. The ayes have it. The resolution is adopted. Okay. We are gonna pass and retain on file item number 58.

  • Josh Lowenthal

    Legislator

That brings us to file item 59. That's HR 90 by Assembly member Gabriel. Clerk will read.

  • Committee Secretary

    Person

House Resolution 90 by Assembly member Gabriel relative to Nowruz.

  • Josh Lowenthal

    Legislator

Assembly member Gabriel, you are recognized.

  • Jesse Gabriel

    Legislator

Good morning, mister speaker. Thank you very much. I rise today to present HR 90 celebrating, Nowruz, the Persian New Year. I know that many of us have begun to feel that spring is in the air, and with that comes this incredible holiday that is celebrated by over 300,000,000 people worldwide. And many in the, Persian and Central Asian diaspora in my community will be celebrating Nowruz, for the next two weeks.

  • Jesse Gabriel

    Legislator

This is a beautiful holiday for those of you that are unfamiliar with it. A holiday of unity, of reflection, of rejuvenation. It's about bringing people together in a celebration of love and peace and tranquility. And it comes at, obviously, a difficult and painful moment for many in our community here in the state of California and around the world with the hostilities in The Middle East.

  • Jesse Gabriel

    Legislator

It's deeply personal for for many of us, and I know that there are many folks in my community who have been unable to be in contact with friends and relatives in Iran.

  • Jesse Gabriel

    Legislator

And so, obviously, our hearts are are heavy right now. But for fifty years, people have faced extraordinary hardship, and yet their strength and resilience has never faltered. And what makes this holiday so remarkable and beautiful is that it has endured through many moments like this one. This is a holiday that is 3,000 year old. It's a 3,000 year old celebration, and it transcends anyone religion, anyone country, anyone community, and is a timeless reminder that light overcomes darkness.

  • Jesse Gabriel

    Legislator

So, as we think about this difficult moment in history that we're in, I think it's very appropriate that we are reminded of the themes of the holiday, that we join millions around the world in welcoming the new year. We hope that this new year will bring the Iranian people and people in the region peace and freedom that they deserve and that we will all reflect on those enduring enduring themes of love and peace and tranquility.

  • Jesse Gabriel

    Legislator

So with that, I wish you all a very happy Nowruz, and I respectfully request your aye vote on HR 90.

  • Josh Lowenthal

    Legislator

Thank you, Assemblymember Gabriel. Happy Nowruz. Assemblymember Zbur, you are recognized.

  • Rick Chavez Zbur

    Legislator

Nowruz marks the start of a new year and the arrival of spring, a time that symbolizes renewal, hope, and the promise for brighter days ahead. For millions of people around the world, for so many here in California, Nowruz is a moment to gather family, reflect on the year behind us, and look forward to the future.

  • Rick Chavez Zbur

    Legislator

But this year, we also recognize that for many, celebration comes with heavy hearts.

  • Rick Chavez Zbur

    Legislator

And as millions of Iranians protest for freedom and basic human rights, we recognize that the ongoing conflict and uncertainty have made this a difficult time for families and communities in my district and around the world. I'm proud to represent Tarangelis and Persian Square, the heart of the Iranian di di diaspora in America. Every day, I see the brilliance, culture, and the resilience of this community that this community brings to California.

  • Rick Chavez Zbur

    Legislator

Even in challenging moments, the spirit of Nowruz reminds us of the resilience of people, the enduring hope for peace, renewal, and new beginnings. To everyone celebrating, we wish you a meaningful and peaceful Nowruz and a year filled with health and prosperity. I urge an aye vote on HR 90. Thank you.

  • Josh Lowenthal

    Legislator

Thank you. Assemblymember Zbur, happy Nowruz. Seeing and hearing no further debate, Assemblymember Gabriel, do you wish to close?

  • Jesse Gabriel

    Legislator

Yeah. Thank you very much, mister speaker. I just wanna thank my friend Rick June for those beautiful comments. And with that, respectfully request your aye vote on HR 90.

  • Josh Lowenthal

    Legislator

Thank you. Assemblymember Gabriel, do you wish the first roll to be open for co authors?

  • Jesse Gabriel

    Legislator

  • Josh Lowenthal

    Legislator

In connection with the holiday, I'm really excited to introduce an incredible group of friends and leaders from my community, from MTO Shamak Sudhi, who are here to celebrate the holiday. This is an amazing group of folks who are constantly giving back, lifting up others, taking care of the community, an incredible nonprofit that is, with centers throughout Southern California that is dedicated to teaching about Sufism, which is something that I've had the pleasure to learn about.

  • Jesse Gabriel

    Legislator

And for those of you that haven't, I highly recommend it. And they what's so special about this group is that they will not allow me to introduce them by name because they emphasize the value of selflessness.

  • Jesse Gabriel

    Legislator

It's about losing your identity for the greater good. So this is a group that is deeply committed to the greater good, and I want to thank them for the work that they've done in the San Fernando Valley. Thank them for the work that they have done around the state of California, and also invite all of you up to Room 317, after session where you can learn about the holiday, you can celebrate the holiday, and you can meet this incredible group.

Thank you, mister speaker Pro Tem. And this morning, I wanna adjourn in the memory of Kaitlin Katie Mardell Mallett, who passed away on February 7 at just thirty four years old after a courageous battle with brain cancer. And Katie was the kind of person who made everyone feel welcome, who built friendships easily, and whose warmth and laughter left a lasting impression on everyone she met. She was born in Santa Cruz, California, attended school in nearby Scotts Valley, and later graduated from CSU Chico.

She ultimately built her life in Salinas, a career in the produce industry, a strong community of friends, and most importantly, a beautiful, beautiful family.

  • Robert Rivas

    Legislator

In the produce industry, Katie earned the respect of her colleagues across the Salinas Valley, not just for her work ethic, but for the way she treated people. She built relationships that went far beyond business. They became friendships. It was also in Salinas where she met her husband, Keith. And together, they built a life rooted in love, in family, and in some community.

But above all else, her greatest joy was being a mother to their two young children, Walker and Madeline, who were the center of her world. And like so many parents, everything she did was for them. Her passing is a heartbreaking loss for her family, her friends, and for our community that knew her spirit.

  • Robert Rivas

    Legislator

A spirit that even in the face of unimaginable hardship, she carried herself with faith, with gratitude, and with grace, and always reminded those around her to cherish to cherish each day and to hold close the people that we love. On behalf of the California State Assembly, I ask that we adjourn, this morning in her memory, Caitlin, Katie Mallett, and that we, keep her family, especially her young children in our thoughts and prayers. Thank you, mister speaker.
