Thank you, madam chair, members. Chris Wysocki with WMA, and I thought the analysis done by the consultant was very, very thorough, but it did leave out a couple of important matters. One, number, the number one fiscal reason is, litigation costs due to the necessity of the attorney general defending the constitutionality of ten ninety two if it should go to court, which it most likely will.

The second one is the impact to state and local tax revenues since nonprofits involved in, transactions are generally exempt from property taxes, whereas private buyers can be paying the property taxes at a recessed fair reassessed fair market value. Further, HCD costs, we believe, are higher because the monitoring and reviewing of all park sales, there were a 121 park sales done last year and this year so far, and this will drive up HCD's cost, we believe. Good morning again, madam chair, members. Chris Wysocki with WMA. With 1093 HCD costs, we believe, will be much higher, especially if multiple parks are destroyed. If the Paradise Fire was any example, there would be 30 liability waivers that the ATD would have to review and approve within seven days. Other reasons that we oppose are whether the there's an unknown cost to other state departments to ensure things like soil sampling are done right and local water boards are consulted and there's no damage to the water system.

Further technical inspection reports will take time away from the six years, so inspectors available, that are required under SB 925 from 1990 to inspect 5% of all mobile home parks in the state in any given year. And further litigation costs will certainly become into play for the attorney general if the leasehold interest language is left in this bill. For those reasons, we respectfully oppose. Thank you.

SB 1147 is directly undermines a deal that was arrived at between the administration, the k twelve stakeholders, and Mayor McCarty, President Pro Tem Limon, and others to establish a uniform financial literacy course statewide. The ink is barely dry on that bill. It took effect in January 2025.

We negotiated A Ballot measure off the ballot in order to pass the bill. It took a lot of negotiations and a lot of a lot of participation from the various groups, and we oppose the bill that directly undermines AB 492927. Thank you.

Good morning. Chris Schultz with the California Bankers Association. We are very concerned that if in the current mortgage interest rate environment, if a homeowner adds a PACE lien and then wants to refinance in two or three years, they may need to bring cash to the table to satisfy the PACE lien to secure a better mortgage interest rate. We continue to encourage the author and the committee to make PACE liens, separate subordinate liens or find a better way to finance wildfire mitigation. Thank you.

Good morning, madam chair and members. Karen Lang. On behalf of the California Association of County Treasures and Tax Collectors, our issues are mainly policy related. The sponsors of the bill just settled a class action lawsuit in Los Angeles for their predatory lending, and we're very concerned that they're gonna open this up and, make a lot of liens that are gonna be abusive to, senior citizens and so we're opposed. Thank you chair. So SB 1238 and we're gonna keep it very, tight. We'll protect homeowners who reside in communities with the homeowners association by requiring additional disclosures to the homeowner, ensuring HOA managers and board act in the homeowner's best interest.

Specifically, SB 1238 will protect homeowners by requiring HOA managers provide a duty of care and the highest good faith effort to the HOA and its members clarifies that HOA reserves are not expended on specific types of litigation that are not already authorized, in existing law. Lastly, the bill will ensure that inspection ratings are transparent and understandable for the homeowner.

The bill has a minimal cost to the Department of Real Estate with a one time cost estimated at $50,000. With me to testify in support of this measure is Jennifer Speck, vice president of public policy and advocacy for the California Association of Realtors.
