We do not have a quorum yet, so I'm going to go into announcements. Today. We're holding our suspense file hearing here in room 2200 of the O Street Building. We are also live streaming the hearing for members of the public. Members and staff have the option to be here in person or to follow along from their distance. As a reminder, today's hearing consists only of items that are on the suspense file.

It's important to note, and some folks don't appreciate this aspect of it because they think today is the hearing. Every measure that we have had that is on the suspense file has had an opportunity for public testimony when the Bill was originally heard. So every measure before us has had the opportunity for both for and opposition testimony, both in person and via the teleconference line. So people remember that. Every measure has had an opportunity for public hearing.

Today's suspense file hearing is a vote only because we've already conducted the public part of it. Today is a vote only. I'd also want to thank all of the Members of the Committee, their staff, especially my staff, and of course, the Appropriations Committee staff for all of the assistance, both from the majority and the minority caucus. Folks have worked very hard to get us to this point.

I'd also like to thank the Vice Chair, my good friend Dr. Jones, and his fiscal consultants for being good partners in the process. Before we commence, I'd also like to make a few brief announcements of how we'll proceed so that public. Members of the Legislature, and staff can follow along. We will be moving quickly in alphabetical order by author. Pay close attention, as we will only be addressing measures that will be up for a vote this morning.

If you don't hear me take up a particular measure, that Bill is held under submission. I will also announce that there are some bills that are two-year bills. Now, some of those two year bills were requested by the author, and some of those two-year bills were made two-year bills by the Committee. Those two-year bills will be eligible for consideration in January, and we'll have an additional suspense hearing in January where we will dispense with those two-year bills at the appropriate time.

I will be announcing the two-year bills. When we do the authors and I will be saying which ones were made two year by request of the author and which ones were made two-year bills by the Committee. When we announce each Bill, I will also say whether there are amendments to those bills, and I will note whether those amendments were submitted by the author or by the Committee.

And that's important for advocates to know that when I say submitted by the author, that is, the author of your Bill requested those amendments. When it's the Committee, it's the Committee's amendments. And depending on your perspective, will either be to have improved the Bill or not improved the Bill. You can be the judge of that.

But I just want everybody to hear the word author, which starts with an A, and Committee, which starts with a C. As we go through the process, when we do things, I will announce the author measure, and then I'll provide a brief description of those amendments. And sometimes that description could be just as simple as Committee amendment to add a co-author or an author amendment to add a co-author. It could be a little bit more detailed. So listen to that. Follow the hearing.

We will be posting all of the results and actions taken on each measure on the Senate Appropriations Committee website. In addition, for any bills that are being amended today, we will be hosting an addendum analysis, which includes a summary of the amendments and the revised fiscal impact. So, again, we're not just going to amend a Bill. There will be a follow up analysis. So you all know what that impact is, based on the amended Bill versus the original Bill.

The skilled and trained workforce requirements are waived if the general contractor does not receive at least three bids from qualified subcontractors, in which case the bill's current labor standards apply.

Exempts projects covered by a project labor agreement and all projects that are 100% affordable units from the skilled and trained workforce requirements. Includes additional enforcement mechanisms specific to skilled and trained workforce requirements. Provides an 18-month period from streamlining for projects within Equine districts to allow a city to make General plan amendments.

Clarifies that hazardous waste sites clarifies that hazardous waste sites exemptions apply to entirety of Superfund sites and requires a City Council or Board of Supervisors to hold the public beating for certain developments within 45-days of receiving notice. Amendments per Committee to add January 1, 2036 sunset date, so there will be significant amendments forthcoming, and that's a highlight of them. It's a roll call vote.
