And again, just to share a little bit of context before we begin with Senator Dodd's comments, as stated in the Committee analysis, the bill that we'll be hearing today, SB 74, was double referred to our Committee and to the Assembly Committee on Privacy and Consumer Protection, which is chaired by our colleague, Assembly Member Gabriel.

As a result of these two committees working together on Joint Committee amendments, yesterday the Rules Committee acted to update that referral to a single referral just for the Accountability and Administrative Review Committee. Thus, this bill will not be heard by Privacy Committee. And just important to emphasize that the amendments are the work product of our two committees working together, and an agreement with both committee chairs. And thank you to the staff as well as to Chair Gabriel of the Assembly's Privacy and Consumer Protection Committee. With that, Senator, when you're ready.

This bill requires California state agencies to prohibit the use of social media app on their state devices, if that app is owned or controlled by an entity or country of concern. Countries of concern are defined to mean any country identified by the Federal International Traffic in Arms Regulations which includes, among others, China, Iran, North Korea, and Russia.

I'm not going to read all the prepared documentation because I know that you're familiar as Chair and Vice Chair, and since the Committee's not here to hear everything, I'll just kind of summarize it. This Bill requires California state agencies to prohibit the use of social media app on their state devices if that app is owned or controlled by an entity or a country of concern.

Countries of concern are defined to mean any country identified by the Federal International Traffic and arms regulations, which includes, among others, China, Iran, North Korea, and Russia. SB 74 is similar to actions already taken to protect government data in a majority of the states at the federal level as well as the armed forces. The proposed amendments bring the Bill into further alignment with those actions. I respectfully ask for your aye vote.

So first, certainly appreciate your bill and support the state of California taking all appropriate steps to protect the security of our state's information technology and sensitive data of both the state of California and importantly, our California citizens. We must have clarity and accountability in our state policies and procedures to protect against risks from the use of social media platforms.
