Thank you, Madam Speaker, I rise to present SB 104, which is our amendment to the Budget Act from June. Many of these are technical changes. We were awaiting collective bargaining agreements to come in to finalize salaries, as well as a childcare negotiation to come in to finalize salaries. There's a few small appropriations in the budget, primarily due to adjustments.

About $22 million of new funding, 12.2 million for Cal Fire because we moved this from a bond into General Fund 3.7 General Fund for DWR, for a Central Valley Flood Production Board, and 1.5 million for Department of Education to continue Holocaust education curriculum and training. Also about 1.5 million to Fund Calper's obligations attributed to the LA Coliseum. In addition, we moved $25 million after our budget hearing last week into an existing Adu grant program.

Overall, the budget framework remains the same, as well as our reserve at 37.8 billion. Respectfully ask for aye vote on SB 104.

Thank you, Madam Speaker, Members, I rise in opposition to SB 104. Californians are frustrated with rising costs, unsafe stores and neighborhoods, and the never-ending quest to raise taxes from Sacramento. Enough is enough. With so much uncertainty and anxiety Californians are facing, they are rightfully upset. Facing a $32 billion deficit on sustainable spending and economic headwinds, you would think that Sacramento would put together a budget that actually spends less than previous years. Instead, this budget has increased spending at every turn.

And this budget Bill adds nearly another $20 million in the first month of the new fiscal year. Cash receipts for the state were short of projections by over $1 billion. Structural deficits year after year are right in front of us by their own projections. And unfortunately, I don't see any relief in sight unless we change course and reevaluate our priorities. This Bill, as with budget bills passed before, is not sustainable and is not fiscally responsible. I urge you no vote.

Thank you, Madam Speaker and Members, I do rise in support of SB 101 and 104 and AB 104. However, I do need to make sure that we are clear that there is a measure in here, a provision that relates to continuing the inaccessibility of broadband for low-income communities. It is a part of what is happening. It's a slight part of this Bill.

This Bill is very important, but it does put into place an opportunity for us to not do the right thing when it comes to middle mile infrastructure for Low income communities. I just wanted us to take note of that and note that we absolutely must address this somehow immediately.

We've had opportunity to have conversations with the Department of Technology PUC, and we have not been able to come to agreement and them acting with transparency and the kind of fidelity that we need to make sure that every individual in the state of California has the infrastructure that they need for middle mile coverage. With that, I do respectfully request your aye vote, but I do note that we have a problem here.

This provides DOJ the authority to provide subsequent federal background information to authorized entries, including youth-serving organizations. It also provides DOJ with regulatory authority to adjust the ammunition program fee to make sure it covers costs. It also extends the sunset for remote criminal proceedings by one year. Thank you, Madam Speaker. I rise in opposition to SB 135. Just a year after releasing confidential and personal information of nearly 200,000 Californians, the Attorney General now wants unilateral authority to increase fees on law abiding Californians, including those same individuals whose safety and privacy were put at risk. This delegation of authority goes far beyond what voters contemplated when this fee was created in 2016. And now their rights are threatened by an agency that has anything but their best interests in mind.

The Department of Justice will only continue to grow to crack down on law abiding gun owners, which is unacceptable. Meaning this fee will rise exponentially with no guardrails. I urge a no vote.

Thank you, Madam Speaker. SB 137 is our health trailer Bill. The Bill authorizes the Department of Healthcare Services to increase licensing fees on substance abuse treatment programs by up to 5% a year. It also extends a moratorium on new hospice providers by one year. It clarifies that the state's development of Naloxone products may include over the counter products which were authorized by a $30 million appropriation in the June budget.

The Bill also includes technical amendments to policy bills that have been agreed to by two authors. Finally, the Bill appropriates $56.2 million increase in the state's federal Substance Abuse Prevention and Treatment Block Grant respectfully ask for aye vote on SB 137.

Thank you, Madam Speaker. I rise in opposition to SB 137. The state has plenty of tools at its disposal to reduce the cost of life saving medicine, but instead it will now be in the business of selling and manufacturing drugs. The role of government should not be to participate in private sector drug manufacturing, which will add time and costs to delivery of medication, but instead should encourage and incentivize the private market.

It is also frustrating to see that this Bill increases licensing fees on substance abuse treatment programs by 75% Members 75%. This is a massive increase that gets in the way of delivering critical recovery services. I urge a no vote.

Thank you, Madam Speaker. SB 138 is our Human Services trailer, Bill. The Bill allows the Department of Developmental Services to create a residential program for adolescents and adults with complex needs. It includes important guardrails and a clear prohibition on the use of non-emergency restraints or Seclusion. It also adopts additional statutory protections regarding admittance into and exits from the stabilization, training, and assistance reintegration homes. It also prohibits non-emergency restraints and Seclusion in these homes.

Finally, the Bill takes a powerful step to make sure that we are addressing racial, ethnic and geographic disparities. One way we're doing that is making sure that we're collecting data, as well as making sure we're tracking very critical, critical outcomes to ensure that we are better serving these communities. We're also working to improve this system so that we can make sure that everybody has access. There was $6.2 million in the General Fund in the budget that we approved earlier for this work.

We just finalized the actual details in this trailer Bill. So respectfully ask for aye vote on SB 138.

Thank you, Madam Speaker. I rise in support of SB 138. The Fairview Development Center has long served vulnerable Californians in a variety of ways. This Bill allows for the expansion of homes to adolescents and adults with complex needs. I urge an aye vote.

Thank you, Madam Speaker and Members, today I rise in support of SB 138, a Bill which will help to standardize the services we have at our regional centers here in California to improve access and equity. But before I speak further, I'm going to take a moment of personal privilege and speak about Nicole Vasquez. Nicole is our consultant on Assembly budget. Subcommittee number one.

And those of you who don't know her should know that she's a fierce advocate who stands up for our communities who need to have a voice. I am grateful that for the last seven years, she has ensured that I have heard the voice of our communities who have demanded that we have equity within our systems.

For too long, our Latino communities, who are the largest segment served by our regional centers, have received two and a half times less dollars than our white clients with the same disability. And for too long, we have not heard this voice. But I've heard it loud and clear because of Nicole. And so I want to make sure that we recognize the public servants in our community who are working hard to make sure that we're solving Communities'needs.

But I'll also uplift Ophelia and Julian, a mother in my community who meets me at every event, whether it's a food distribution, a vaccine event, a broadband event. She brings Julian, and she reminds me of the difficulty of accessing services for those who don't speak English, who might have fears because of their documentation status. And I'm here to make sure that we do the basics of standardizing services we have at our regional centers, for we have 21 of them across our state.

And the least that we can do is make sure that they have the same intake processes, that they have the same respite services, and that we're providing the same resources to our communities who have needs. And so I'm here to urge your strong support for SB 138 and want to thank particularly the women of color who have been standing up for our communities for a long time. Thank you. SB 140 is our Childcare Trailer Bill provides a great first step to actually having some greater parity on childcare here in California. It ratifies the new June 2023 agreement between the state and childcare providers united. It includes $80.1 million in General Fund and statutory changes to further that agreement.

This provides the rate increases and the parity that we asked for across all early education, preschool and childcare to match the agreement that was agreed to earlier in June with Childcare Providers United, which represents only a small segment of the early education industry. It also allocates 1.7 billion of previously appropriate funds to provide all childcare programs with a monthly rate increase from January 1, 2024 until June 30, 2025. So of course, we have so much more to do once that rate increase expires respectfully ask for aye vote on SB 140.

Thank you, Madam Speaker. Unfortunately, I rise in opposition to SB 140. Childcare providers struggled during COVID but now that we are beyond the pandemic, their funding should be tied to filling childcare slots and serving children. The Independent LAO has pointed out that some of these provisions disconnect program funding from the number of children served. So to guarantee that the maximum amount of children are receiving childcare, we should not extend this policy. We need to act with prudence, not creating new financial liabilities for taxpayers. I regretfully urge a no vote.

Thank you, Madam Speaker. SB 142 is our higher education trailer Bill. You might recall in the June budget, we shifted a number of resources around higher education housing from General Fund into bonds. While this was easy for UC and CSU to do, our community colleges really struggled to figure out how best to do it.

We have reached agreement with our community colleges to do a statewide lease revenue bond by next year, which will backfill all the funding that we would like to have back around student housing for our community colleges. I believe this satisfies our community college partners and really will provide very, very critical student housing up and down the state. The Bill also creates a pilot program to allow local education agencies to work with our scholarship board to improve outreach on our Cal Kids College Savings program.

This should help hopefully many, many more Californians save for college. With that respectfully ask for. aye vote on SB 142.

Thank you, Madam Speaker. Members, I rise in opposition to SB 142. Members Everyone should look very closely at the attempted financing of this Bill. Community Colleges were given certainty that they could use funds allocated in past budgets to build student housing, a feat that is critical to support students. However, playing a shell game with the funding, giving no real certainty to colleges, and putting the state into more debt with bonds is not supportable. The state is creating unnecessary fear, anxiety and uncertainty for community colleges and their students. I urge a no vote.

Thank you, Madam Speaker. I rise with serious concerns of this measure. Sierra College, which is in my district, was awarded $80 million to build affordable student housing so students, some who are living in their cars could live on campus. They actually have the $80 million in the bank spent $7 million, they've demolished a building, have a hole in the ground. And right now this puts really their project in flux. And I understand there's intent, language to solve this in the future.

I don't think it's right really for the changes like this to not only impact a major community college in my district, but really the students who would benefit from affordable housing right on campus. And so if this is going to pass, I really urge the Administration and this Legislature to come together and make sure that that bond funding occurs so these students have a place to live. Tens of thousands of students, by the way. So with that, I just wanted to express my concerns. Thank you.

Yes, absolutely. I appreciate our colleagues from Bakersfield in Rockland raising this very important issue. We also share their concerns, which is why we've been working extraordinarily hard with the community colleges to ensure that they will be held harmless. They're going to get all that funding. They're going to be able to build the very, very critical housing. We don't want them to stop or delay the construction of any of that housing.

So, again, what we want to do is be able to spread out this money over a number of years. We think this will allow us to build even more housing. But we absolutely agree and share the concerns. That's why we're working. We worked with the community colleges. I believe they're very satisfied with this agreement. And this should not delay the construction of any of that very, very critical student housing. So with that, respectfully ask my vote.

Thank you, Madam Speaker. SB 143 is our General Government trailer Bill. The Bill implements a new federal law enabling the portability of professional licenses for service Members and their spouses stationed in California. It also extends the sunset date for labor provisions applicable to sheep herders and goat herders until July 1, 2026. It also provides additional payments to victims of forced sterilization. Respect for yours for aye vote on SB 143.

Thank you. Madam speaker. Members, I rise in support of SB 143. I have talked about goat and sheep herders more in the past couple of weeks than I would care to admit. But this Bill temporarily puts to rest a significant issue for the goat herding industry. Goat herders provide vegetation control and wildfire prevention, and without their help, the state would be worse off. While this Bill is mostly supportable, there is one provision that is troubling.

I would offer a word of warning about provisions that compromise transparency when it comes to the operations of the state. Repeatedly suspending provisions of the Bagley-Keene Act so state boards and agencies can meet remotely and limit in-person meetings is very troubling. While this body speaks of transparency, its actions do not live up to reality. State boards make consequential decisions on all of our lives and removing the connections to the public only erodes public trust.

And of course, when it comes to the lack of budget transparency and the very fact that these actions are happening in a behind the scenes process with little public input, this concerting trend needs to stop. I reluctantly urge an aye vote.

Okay. Thank you. Madam speaker and Members. Since I arrived to this legislative body in 2018, I took on the responsibility of the forced sterilization and eugenics issues from the State of California.

And I just want to thank this body for finally making it a reality that we are finding and compensating men and women individuals who were incarcerated, who were forcibly or unknowingly sterilized or sterilized at state institutions, but a very special thank you and recognition to the late 1960s early 1970s victims of unknown sterilization at LA County Hospital, which we are including in a study, as well as potential compensation. These women went to the hospital.

The hospital was following eugenics laws by the State of California, gave birth and were unknowingly sterilized and were never able to have children again. We are fixing that wrong, correcting that injustice. I want to thank Assemblymember Lackey, who was with me at the very beginning when this policy continued to fail and fail over and over, and we finally got it done. This is what justice for the State of California looks like and for the women who have been silenced and ignored and erased for so long.

We are finally going to be able to recognize them. And for that, I just want to say thank you.

Yeah. Thank you. Madam speaker, Members, just briefly, I mean, I know we kind of laugh about the goat herder issue, but it really is a very serious issue in California and that it's something we really need to fix because of how legislation is being interpreted. We're treating goat herders and sheep herders differently in California for labor law and wage and hour law purposes. It makes absolutely no sense. But also, goats are a very important part of wildfire prevention as well, and they help keep vegetation down.

They help ensure that we don't have these tinder boxes that are just waiting for a match to go off. So it is very important to our wildfire prevention efforts. Also, if you care about flooding and levees and making sure that those levees are clear of vegetation, goats are actually used to keep those levees clear and help keep you safe from flood. So this is something that is actually really important. This is a temporary fix. It's kind of continuing the temporary fix we have.

We need to make a permanent fix. And I hope that we'll do that in next year when we come back and reconvene. Thank you.

Thank you, Madam Speaker. I want to thank the Member from Los Angeles for her work on compensating the women that were sterilized. My sister and I were born at LA County USC Hospital in the early 70s, when Mexican immigrant women were being sterilized without their knowledge. I still don't know if my mom was one of the victims. She's 80 years old. I think it would be traumatizing to find out if she was one of them.

But a lot of these issues, we think this happened in the 18 hundreds or a long time ago, but it happened in our lifetime. So I want to thank everyone here that is supporting this Bill and of course, the Member from Los Angeles. I remember when I first entered the Legislature, she was already working on this issue and she did not stop.

So on behalf of the women, the children that were born at one of those hospitals, fortunately, my mom was not sterilized before I was born, otherwise I wouldn't be here. But this is a very serious issue that really hits home for me. So thank you so much for your support.

This MoU Bill ratifies the agreements between a variety of bargaining units, including SCIU 1000 Astme, the International Union of Operating Engineers, the California Association of Highway Patrolmen, California Statewide Law Enforcement Association, and the Union of American Physicians and Dentists. The Bill ratifies various salary increases, benefits adjustments to retirement formulas, as well as health care and public safety retention payments. With that respectfully ask for, aye vote on SB 148.

Thank you, Madam Speaker. I rise in regretful opposition to SB 148. Some of these MoUs were not even officially signed when this Bill was heard in committee. And collectively, these costs have questionable justifications. And I will note, Members, that after this Bill was heard in committee, an MoU was added for the state law enforcement association. It is frustrating and bad policy to subject state law enforcement employees to the detrimental impacts of this total Bill.

While I have always supported law enforcement officials, I cannot support this Bill as the bulk of the MOU burdens the state budget. I urge you, no vote.

It says that you can have a handcount with the approval of a plan with the Secretary of State unless you have more than 1000 registered voters. So it's an effective ban on hand counts. And I do not believe that we should interfere in how a county decides how they want to count their elections. So with that, I respectfully oppose. Thank you.

Thank you, Madam Speaker. Good morning, Members. I'm here to present AB 957, a Bill that would clarify that when it comes to Family Code section 3011, specifically when it comes to disputes over custody, that the definition of health, safety, welfare of the child includes, amongst other things, comprehensive factors, a parent's affirmation of the child's gender identity.

Members, currently, when parents do not agree on affirming a TGI, transgender, gender diverse, intersex child's gender identity, the Family Code fails to provide guidance on how a judge should determine the best entrance of a TGI child. AB 957 was originally introduced to amend both Family Code 3011 and the Code of Civil Procedure. But after working with judiciary committees and judicial counsel, it was narrowed in scope to only amend family Code three zero eleven.

The recent amendments make clarifications and continue to provide a judge discretion when conducting the best interest of the child analysis. Given that affirmation can occur in many different ways, the language also prevents the creation of a checklist that must be met in order to demonstrate affirmation. I also want to take the opportunity to address some things stated about the Bill. I have heard from some folks that our Bill does not define what affirmation means.

In the substantive amendments adopted in July, we included language that affirmation includes a range of actions and will be unique for each child, but in every case must provoke the child's overall health and well being. Additionally, our Bill is not referencing the criminal code and would not in any way be used as a sort of means of deeming or charging a parent as abusive. It should be stated that this code section is not solely related to abusive behavior as in the same code section.

The judge must also consider the nature and amount of contact with both parents, which has nothing to do with abuse. Additionally, we have heard that this will be a pathway to allow the State to gain custody of children if parent is not affirming. This is absolutely not the case. Our Bill specifically is regarding custody disputes during a divorce proceeding when two parents are in disagreement. The State does not take custody of children during these proceedings.

Let me repeat, the State does not take custody of children during these types of proceedings. We also want to clarify that our Bill is not referencing gender affirming health care, which is a completely separate process between one's doctor and a child's parents, and not something that we are asking a judge to consider custody upon. Gender affirmation looks different for each individual, but the primary modality of gender affirmation is family acceptance and social support. We are a part of that social support.

Others have expressed concerns that folks who are tolerant of their child's gender identity will be incorrectly labeled as not affirming their child's gender identity. Affirmation is not binary. Just like the health, safety, and welfare, a child is not binary. Family courts and judges are looking at the whole picture. If both parents are accepting of their child's gender identity, this issue will not be the thing that tips the scale towards any parent.

It should also be emphasized that this language does not put a thumb on the scale in favor of one parent, and that this section is not prioritized over anything else in 3011. It merely asks the judge to consider this as one factor. The intent behind our amendment is specifically to allow nuance for the judge to account for the unique situation before them. And the larger issue surrounds parents who are antagonistic to their child's gender identity.

Being antagonistic to a child's gender identity dramatically impacts a child's mental well being. Conversely, a TGI children that experience family familial acceptance suicide attempts are reduced by half. TGI youth are already at a higher risk of depression, mental health crisis, self harm, and suicide than their cis peers. Research demonstrates that family acceptance of LGBTQ plus youth is a crucial protective factor in combating depression and substance abuse.

AB 957 would center the health and welfare of TGI youth by acknowledging that affirming their gender identity is in their best interest. With that, I respectfully ask for your aye vote on AB 957.

Thank you. Madam Speaker, I respectfully oppose this legislation, and I respectfully disagree that this does not put a thumb on the scale. Judges are already tasked with deciding what's in the best health, safety, and welfare of a child that is subsection one A of 3011. There is no need for us to delineate every single factor and category. What this Bill does is it adds a subsection here which defines what's in the best interest of the child.

And it says that parents Affirmation of the Child is in their best health, safety, and welfare, and that does put the thumb on the scale. Look, this trans conversation is very complicated and delicate, and I do think there are parents who might have different viewpoints on a particular child, especially young children, who, I would argue, don't know really who they are until they mature and are much older. And I think parents have to be given the space to go on that journey with their child.

And so if there is a dispute, the court should not choose sides and automatically assume the parent who wants to affirm is acting in the child's best interest. We should let the judge make an individualized determination in that case. And for that reason, I respectfully oppose the Bill. Thank you.

Thank you, Madam Speaker. I rise in opposition to this measure. There are a lot of bills that come through this body that I have spoken against, and some of them are harder to express an opinion on because you know that the author is very personal to them. And so I do appreciate that. Like probably many of my colleagues here, I am a child of divorce from a very young age. I don't ever remember my mother and father living in the same house together.

And I remember years of what I'm just realizing now of a traumatic experience between the fights between my parents. And I love them both. They both love me. And so that's a great thing. It's very complicated. And in another situation, I've already seen current law used between different states, parents that are divorced in different states and how a child that identifies differently or is in the middle of transitioning. In California, judges are already using their discretion. They already can use it. I have seen it.

They already can do this right now. And so I am concerned that this is the state telling the courts to give special emphasis to this because they can already do it. And so when I look at that and I look at sort of what I went through growing up and a very complicated family situation, and I believe that this is going to add more complications to the law. And so with that, I respectfully ask for a no vote.

Thank you, Madam Speaker. As a teacher for 17 years, I can tell you wait. As a teacher for 17 years and Latina woman that was born in Mexico and has taught children, has children, and have parents that are very they have very different thoughts on the modern what they call the modern day children. I can tell you that parents are involved in their kids lives except for when they're not. As a teacher, I can tell you that some parents are involved, others are not.

We talk on this floor about letting parents make the choice. My colleagues on the other side, and then now that we're trying to protect children, we have a myriad of opposition except for the words in the best interest of a child. I have a Bill that's coming, or my sister has a Bill sorry, Senator Rubio has a Bill that talks about the best interest of a child. The court system did not take the best interest of that child, and the child is dead.

It was a five year old little boy that is now dead. We need to talk about the best interest of the child. Every single time, I adore my colleague for standing up for her child. If my children were in the same situation, I would be advocating for them. My children are not. But as a teacher, I'm advocating for children. I am tired of hearing, let parents make the choice. Don't let the parents make the choice. The kids are stuck.

As my colleague from Rockland stated, the children are sitting there not thinking, not knowing what's happening, because the adults are arguing over what's right or what is wrong. Let's think about the children at all times. I thank you for bringing the measure forward, but we need to stop using the children's welfare. The parents here, the parents there. It's all rhetoric. What about the children? I thank you for taking the children's well being into consideration.

If we don't, we're going to have a generation of kids that are confused about what we care about, not what they care about or who they are. I am passionate. I'll tell you a story, and it's funny. My mom I have been a tomboy all most of my life. And my mother asked Senator Rubio when I was 16 if I was a lesbian. And my sister had no idea what my mom was talking about. But my parents did not know how to deal with me.

As you all know, I'm a force to be reckoned with, and I am the oldest. So my parents suffered, but my parents had no idea how to talk to me, what to say to me. My parents don't speak English. And they were just confused as parents on how to deal with a child. But when my parents asked, what is wrong with you? Because they didn't ask nicely, what's wrong with you? I said, Mom, I'm trying to find my way.

My mom finally left me alone, and my best interest was served. It's very simple and very different than what my colleague is going through. But the point is that the kids are the ones that are suffering for us bickering one way or the other. Thank you. And I respectfully ask for a strong aye vote on AB 957.

Thank you, Madam Speaker and Members, I rise in opposition to this Bill. And I want to say at the outset, those of us who are opposed to this Bill and the people that who have showed up to testify and talk about this Bill, it arises out of a concern for this policy, making it that affirmation is the best way.

It does put the thumb on the scale, so to speak, because the legislation specifically says affirmation is the best interest of the child when you're determining what the best interest of the child is. I also want to say, I think many of us do sympathize with transgendered youth and with children dealing with gender dysphoria is not an easy thing to deal with. And many of them suffer from mistreatment, bullying.

And so I want to say we absolutely denounce that and the things that have happened in schools. I sympathize with my colleague who's bringing this Bill and with what she's gone through personally. But what I do take obsession with is that what worked for the author with her own child shouldn't be the law for everyone in how they deal with their child and how they work through these issues.

The other thing that I want to point out is, again, the code already says to my colleague from Baldwin Hills, I think it is the code already says that you must consider the health and well being of the child that is in the code today. So judges right now are weighing all the factors to determine what is in the best interest of the child, what is in the best health and well being of the child. That's the law today.

What this Bill says is that when you consider it, the parent who is affirming, and affirming is not defined. And that's a problem. That is actually a problem in this Bill. Affirming needs to be defined because generally, in that terminology, it means social transition. It means affirming, gender, pronouns, names, identity, expression. That's what it means. And here's the problem with that. The science is not decided on that issue. It's actually very much disputed that affirmation is the best interest of the child.

And I just want to go through some of this information. It's easily accessible for anybody that wanted to research this. But decades of studies have shown that youth dealing with gender dysphoria there is a distinction here, let me say. Absolutely, because some people have said this. There are transgendered youth. Nobody's denying their existence. There are transgendered youth, transgendered youth. But what mostly we're dealing with when it comes to kids, minors is gender dysphoria. They're working through these issues.

They don't yet understand if they are transgender or not. And what decades of studies have shown is that youth dealing with gender dysphoria, 65% to 95% eventually identify with their biological sex when they get to adolescence. That's the facts. The Dutch Clinic in Amsterdam, which is one of the leading they're the leading experts on this issue, been studying this for decades, for years. They are the ones that are actually saying you should be much more cautious about socially transitioning youth minors when they're young.

Thomas Steensma, who's a leading gender dysphoria expert, says the only evidence he has seen from studies and reports in the literature is that not all transgender children will persist in their transgender identity. Why is that important? Because right now you're going to pass a policy that says affirmation is the best interest of the child, period. Even though the science says they will not persist in that. You're affirming a child in something that would not persist according to the science.

The standards of care from the World Professional Association of Transgender Health actually cautions against early social transition affirmation, and they actually have you go through mental assessments of the child before you move towards social transition and affirmation. It's also important to note the growth of non binary of people who are identifying as nonbinary in our youth, which has been shown in surveys. This policy doesn't take that into account.

I want to get this out there. This is important that we know what the science and the information is, and it's saying even a recent follow up study in 2021 found that about 139 participants, only 17 persisted in their gender identity. This is looking at young boys. 122, 87%, went back to their biological sex. You can't have.

Madam. Speak, GERB. Members, I rise in strong support of AB 5957. This isn't complicated. The science and the data is not complicated. Everyone who is experts in assisting in the medical profession and the psychological profession and psychiatric professions, they all agree, other than these outliers, that basically affirming kids is in the best interests of our kids, frankly. And we know from looking at the statistics what happens when affirmation doesn't take place.

It is not a surprise that LGBTQ kids are more than four times more likely to drop out of school or that four out of ten homeless youth are Members of the LGBTQ community.

And so this Bill, all it does is it raises for the judge one factor out of all those factors that are out there that basically says that if you are looking at a custody custody dispute and as you're deciding custody, whether there's part of the time for one parent, part of the time for the other, all the time for one parent, Those custody decisions that you take into account, one factor which is extremely important for transgender.

Kids or people who have kids that are exploring gender dysphoria. Having a parent who is accepting of them and loves them is one of the greatest factors in a child's long term health and psychological health and all these other factors that affect the LGBTQ community because of lack of acceptance. So with that, I don't think the science is not all on one side. The science is actually on the side of where this Bill is. And I strongly ask for an aye vote.

Thank you, Madam Speaker. Thank you to the Members that spoke on both sides of the aisle for a robust discussion. I thoroughly appreciate it. I know our residents in the state of California appreciate it, and I've had great conversations with my Republican colleagues on this Bill.

There was robust discussion in the Senate, which led to a lot of changes that addressed some of the issues and concerns people have, because when we create policy or we create laws, we're always looking for how do we mitigate the unintended consequences? And I think the robust discussion we had in the Senate helped do that. I would like to note that parents affirm their children they have since the dawn of time. Typically, it happens when their gender identity expression matches their biological gender.

But what happens is when it doesn't. That's when the affirmation starts to wane. And that's what we're dealing with here. Although it's called the TGI Bill, they're not mentioned anywhere in the law. What's mentioned in the law is the child's gender identity and expression and the parent's affirmation of that, whatever it is because that is our duty as parents to affirm our children. And if that child changes over time, guess what? It's our duty as parents to affirm our children.

So we're making sure that when they're going through a custody battle, when they can't agree. And I've been a product of divorce and know what it was like to have my parents battling over things. And we heard it from our colleague, but we're both straight, so that wasn't an issue. But just imagine going through the tension and the weaponization in a child custody battle, and you happen to be a Member of the LGBTQ plus community, and you happen to be a TGI child.

How much more terrifying, scary, anxiety written that is? And that's why this Bill is extremely important. And that is why I am asking for a strong aye vote to let our children know, no matter who they are, what their gender identity is or expression, that we firmly believe that they need to be affirmed. Thank you, Madam Speaker. I rise today to adjourn in the memory of Terry Allen, who passed away on July 4, 2023. Born on February 16, 1950, Terry was a community Member with a huge heart who stood up for justice as she advocated for the underserved community of Pasadena, where she resided for nearly four decades. She fought for change through various avenues, whether it was through protecting her neighborhood to organizing multicultural events, and supporting progressive initiatives to create awareness and educational programs.

Terry's personality was to keep fighting for change. Volunteerism and generosity were two core values that she embodied. Terry staffed the All Saints Aid service center, where she led the hotline and fundraise on behalf of the organization. In 1994, she also co founded the Villa Park Neighborhood Association, where she brought homeowners and renters together to work collaboratively on local issues. One of her proudest accomplishments was the creation of the Oakland Community Garden within the Villa Park neighborhood.

This garden provided a space for residents in the nearby Senior Living Complex to come together to practice their gardening skills and cultivate new friendships. In 1996, I had the pleasure of appointing Terry to serve on the City of Pasadena's Human Relations Commission, in which he promoted the Pasadena Playhouse district, played a key role in the Latino Heritage Parade and Festival, and assisted with the Peace Through Music benefit concert for the Martin Luther King Jr. Celebrations.

In the latter half of her life, Terry continued her service on the City's Accessibility and Disability Commission, the Friends of Human Relations Commission, and then became manager of the Copa Deora Apartments, where she cared deeply for the elderly tenants. Terry was a fearless, strong, generous person who extended the hand of friendship with an open heart. She has survived by her close relatives, dear friends, the Browns, her loving Cat Bingo, as well as multiple multitude of friends. Thank you for joining in her memory.
