In fifth grade we have Raquel Lowenthal. And in third grade we have Violet Lowenthal. Members, these young Californians are the direct inspiration for three bills in my Bill package that are coming. Senate Concurrent Resolution 1 by Senator Atkins relative to the adoption of the joint rules of the Senate and Assembly for the 2023-24 Regular session .

Thank you, Mr. Speaker. Senate Concurrent Resolution One establishes the joint rules of the Senate and Assembly for the 2324 session. The following changes were made from 2021 to 2022. Joint rules one updating legislative calendar dates, including the Bill introduction deadline to reflect the appropriate dates for the 2023-24 session updating the joint Rule 61 deadlines to correspond to the correct dates and making other technical, non substantive changes. These rules will help govern the work of both houses for the session. I Respectfully ask for your aye vote.

Thank you so much, Mr. Speaker and Members, thank you, Senator Rubio, for bringing Brandon Psy to the great Capitol here today. And today we are very honored to welcome Brandon Psy to the Assembly floor. On January 212023 Brandon was working at his family business, a dance studio in Alhambra. He did not know that just a few miles away, a gunman had killed 10 people and injured 10 others.

At another dance studio in Monterey Park, he saw a gunman enter his business, and without hesitation, he lunged towards a man and wrestled the gun away from him. He put himself in harm's way to protect others. In the aftermath of that evening's event, Brandon's heroism has been recognized by leaders all over our country, at all levels of government, including President Biden at the State of the union. Today, we are deeply honored and grateful to recognize Brandon Psy for his heroism and bravery.

Thank you. Mr. Speaker. When I heard about the senseless and brutal killing of an ER Doctor who was out riding his bike in Laguna on February 1, I was horrified. The next day, I learned that the victim was Michael Mammone, and my heart sank. I swam with Mike and his sister Michelle in high school. He went to UCSD with me, and I had seen him a few years ago at his sister's home for Thanksgiving. As a teenager, Mike always had a spark in his eyes.

He was kind and full of joy and always had a smile on his face. As an adult, he had an exuberance for life and always maintained that sparkle in his eyes. He found his soulmate and his wife, Julie, and was a dedicated father and husband. In spite of his heavy work schedule, he wanted to be there for the family. So he always took the night shift to make sure he could bring his boys to school and pick them up in the afternoon.

I think it was probably while working as a lifeguard in LA that he decided that his mission was to save lives. Mike attended USC Medical School and spent the first 20 years of his medical career at San Antonio Regional Hospital in Upland. And he also served as the medical Director for the Rancho Cucamonga Fire Department before he transferred to Providence Mission in Laguna.

At the memorial service last week, we heard from friends and families and colleagues who were all devastated by the loss of somebody they described as the best Doctor they have ever known. A brilliant man and someone who always carried himself with humility. A kind and generous friend, a mentor to hundreds. A calm voice in the chaos of the emergency room. When Mike greeted his patients, he always introduced himself as Mike Mammone, not Dr. Mammone, and it immediately put patients at ease.

He treated every patient with compassion, dignity and kindness, no matter what their background. During the pandemic, he was one of those frontline heroes, putting himself at risk to make sure that his patients received the care they so desperately needed. Mike's life was tragically cut short, but he leaves a lasting legacy through all the lives he touched and saved. May we honor his life not only by remembering him, but approaching those around us with kindness and compassion.

Like Mike exuded, Mike is survived by his beloved wife, Julie, his sons, Nicholas and Jack, his parents, Sylvio and Marianne Mammone, his sisters, Lisa Mimoni and Michelle De Word, his in laws, Jordy De Word, Anna, Michael Lee, Eric Murray, and nieces and nephew, Devin, Andy and Simon. Michael will forever be remembered for his dedication to his patients, his colleagues, his friends, and his family. I ask that we adjourn in his memory.

I rise today to adjourn also in memory for Dr. Michael Mammone, who was tragically killed on February 1, 2023 while bicycling on beautiful Pacific Coast Highway. I am saddened and shocked that this happened in our community. In my district, no family should have to experience this horrific act of violence. Dr. Mammone was enjoying an afternoon bike along beautiful Pacific Coast highway in Laguna Beach when the unthinkable occurred. While I did not personally know Dr. Mammone, I am inspired by learning his story.

He embodies selfless service through his decades of care to his patients and the community. I am grateful that the people of Laguna Beach have embraced Mammone family and supported them through this extremely difficult time. Dr. Mammone was just 58 years old and is survived by his wife Julie and their two sons. He was an integral part of the Laguna Beach community and will be missed tremendously. Dr. Mammone was a loving husband and father and will be remembered for his joyful and humorous energy.

He worked as an emergency room physician at Providence Mission Hospital in Laguna Beach and practiced medicine for over two decades. He began his career after residency at San Antonio Regional Hospital in Upland before moving to Laguna Beach in 2010. He received his bachelor's degree from UC San Diego. He obtained his medical degree from USC Keck School of Medicine in 1993 and went on to complete his residency in emergency medicine at Loma Linda Medical center.

In addition to his busy schedule, he served as the medical Director for the Rancho Cucamonga Fire Department. He always puts service above self. In college, he served as an LA County lifeguard. While completing his medical residency, he traveled to Papua New Guinea working on a medical mission. Throughout his years of service as a physician, he saved countless lives and was dedicated to providing exceptional care to his community.

He will be deeply missed by his colleagues who shared his passion for helping others and treating all his patients with respect and kindness. For example, at the height of the pandemic, his fellow healthcare workers on the front lines remarked that his warm and nurturing personality was a fountain of support. In addition, in times of crisis, he was known for being calm and collected, seemingly unfazed by the intense responsibility of saving lives in the emergency room.

On top of his duties in the emergency room, he trained paramedics and emergency medical technicians. Many recognize him as a mentor, noting that his legacy will continue to live on outside of medicine. He enjoyed traveling around the world. He visited places like Italy, South Africa, Belize and Thailand in his free time. He loved exploring Laguna Beach and was passionate about scuba diving, snorkeling and surfing with his children. Our community is grateful to his life and service. He will be truly missed. Thank you.

Thank you. Mr. Speaker, I too, rise today to ask that we adjourn in the memory of Dr. Michael Mammone. Our entire community all across Orange County is grieving for this tragic and terrible loss. Last week, assemblymember Erwin and I had the privilege of attending Dr. Mammone's memorial service and his celebration of life. It was a beautiful tribute to a truly extraordinary man. Dr. Mammone was remembered as an incredible and loving father. A doting, devoted, and incredibly loving husband. A treasured, talented, and respected colleague.

A selfless, and loyal friend. Someone who was the life of every party and lit up any room that he entered. He was also, of course, remembered as a talented, caring, and compassionate physician. And so I'm rising today because I was one of the countless patients over the last 30 years to benefit from Dr. Mammone's care and his compassion. One summer night, I fell, and I had to go to the emergency room thinking I had a broken rib. And Dr. Mammone was my Doctor.

And he entered that room the way that he entered countless rooms and cared for me the way that he cared for countless patients with a calmness, a compassion, an understanding that set me at ease and made a terrible night so much better. The truth is that Dr. Mammone saved so many lives, and he touched so many lives. And each and every one of us really is a legacy. We live on as a legacy to Dr. Mammone.

He was there for me in my moment of need, as he was, as I said, countless. Countless others. His death, his murder is really, really hard to believe. It seems like something of a nightmare. I think sometimes we can find it hard to confront this kind of evil and still believe in good, to believe that people are fundamentally good. But Dr. Mammone believed that, and he embodied that. He was a good, kind, and generous man, someone who really was the very best of us.

So as we try to wrap our head around this tragedy, I would urge us just to take a moment today to pause and do something to honor his legacy. Do something that's kind, that's good, that is an adequate tribute to someone who embodied all of those things. My heart goes out to his entire family right now. May you find strength and no peace in this time of heartache. May his memory be a blessing and his legacy live on. Colleagues, please join me today in adjourning in the memory of Dr. Michael Mammone.
