Assembly Standing Committee on Governmental Organization
- Blanca Rubio
Legislator
Good afternoon. Thank you for being here today. The Assembly governmental organization Committee is now called to order. We don't have a quorum, so we'll start as a Subcommitee. I appreciate you being here early, and I just want to make sure that we're mindful of your promptness. So thank you for being here. Good afternoon.
- Blanca Rubio
Legislator
For each Bill heard today, there will be an opportunity for two witnesses in support and two witnesses in opposition to each provide two minutes of testimony. Sergeants, can you please call the absent Members? Noticing the absence of a quorum, we will begin as a Subcommitee. And Madam Secretary, can you please call the row? zero, well, yeah, sorry.
- Blanca Rubio
Legislator
We could just go straight. Thank you. Let's see. And then just an announcement. Assembly Members Addis and Baines are absent today. We will be hearing. We have several measures on consent. Again, when we establish quorum, we'll go ahead and start with that. And I see Senator Wilk is with us today, but Senator Wilk.

Chair and Members, I'm pleased to present to you SB 1495, which would allow alcohol licensees to sponsor events or purchase advertising space from the Hollywood Forever Cemetery in Los Angeles. If you watch the Tom Brady roast, one of the, one of the. I can't remember which roaster took a shot at the roast master Jeff Ross, about.
- Scott Wilk
Person
This is the only place he plays because he does a lot of stuff for nonprofits. And so that's there. It's very important to the community. So the cemetery is currently a permanent retail on sale license holder with a type 88 license, which doesn't allow for this arrangement.
- Scott Wilk
Person
This narrow tide house exemption would help generate important revenues for the care, maintenance, and improvement of the cemetery grounds and its ability to continue to host cultural events.
- Scott Wilk
Person
The Legislature's granted numerous properties exceptions from these state restrictions, and due to the unique circumstances they face, given the precedents and the Hollywood forever's unique operations, is both a functioning cemetery and also a cultural space, a state level tighthouse exemption is appropriate. The specificity of the type 88 license assures this exemption is both targeted and simplistic.
- Scott Wilk
Person
There is no known opposition. I brought. I'm just going to have you do, if they have any technical questions, because I think they want to get moving. Is that okay? Or do you want to hear from them?
- Blanca Rubio
Legislator
Senator, you're the only one here, so whatever you want to do, go ahead.
- Glen Ayers
Person
Okay. Very well. My name is GV Ayers. I represent Hollywood Forever Cemetery and the sponsor of SB 1495. Madam Chair and Members, thank you so much for your consideration of this Bill. Senator Wilk, thank you for authoring this Bill. I appreciate Mister Johnson's thorough analysis of this.

The cemetery hosts more than 90 events a year, including outdoor screenings of feature films and Hollywood classics, indoor performances for music, literature and art and other productions, and the largest dia De Los muertos celebration in the United States, sometimes attracting 35,000 or more people to it. And then obviously, there are family memorials and celebrations.
- Glen Ayers
Person
The ability for this tide House restriction exemption will enable the cemetery to continue to perform these events and also help to maintain the care and maintenance of the cemetery as well. We ask for your. I vote here.
- Blanca Rubio
Legislator

Senate Bill 1224 will allow the Riverside County fairgrounds in Indio again to serve alcohol on site as long as food service is available to the public at all times during events.
- Tom Lackey
Legislator
This change ensures the fair can continue operating as it has for almost two decades, allowing the community to benefit from the substantial revenue that fair events contribute to the local economy. Here to testify? I don't know if they are here. Apparently they're not here. So you'll have to rely on a very unqualified person to answer about this.
