Thank you, Mister speaker. You know, when I was younger, almost every day I would join my father for his daily evening prayers. Every hindu household has its own little space for prayer. In our case, when we were growing up was a small walk in closet that he converted into a little prayer room.

He would share verses from the Ramayana, mahabharata, or other scriptures or readings. Oftentimes he would recount a story from his childhood or something his parents or grandparents may have done or said that stayed with him long after their passing. Our conversations from those moments we shared have stayed with me decades later.

My father's hindu faith has meant a lot to him, and I know he was especially proud when I became the first Hindu to serve in the California Legislature. To me, my hindu upbringing instilled in me many qualities that led me to a path of service, including the concept of not being attached to material wealth or selfish goals that would only uplift myself.

A verse from the bhagavad gita that I would like to share today that I believe can guide all of us in our mutual work is this strive constantly to serve the welfare of the world. By devotion to selfless work, one attains the supreme goal of life.

Do your work with the welfare of others always in mind, and I'll end with the call of peace along with a common sanskrit mantra that simply serves to awaken us to the absolute truth, to our true or higher self, beyond the physical body. Om Shanti Hari om tatsat.

Thank you very much. Mister Speaker, I rise to present AB 157, a bill that makes various technical and cleanup adjustments to the 2024 Budget act.

Among other adjustments, this Bill allocates settlement funds from the Aliso Canyon Natural gas storage facility leak to programs and impacted communities, provides funding to implement recently enacted PAGA reform legislation, and provides 2 million for additional investment in the farmer program to help the agricultural sector meet our climate goals. Members, I respectfully rise in opposition to AB 157 and I just want to say that there is a lot of good things in this bill, but to close the budget, the Legislator cut 17.1 billion in spending, increasing taxes by 10.6 billion and borrowed another 5.3 billion from the rainy day Fund.

For those reasons, I sadly have to rise in opposition of this bill.

This bill includes multiple technical changes related to childcare, K-12 education, and higher education, including a requirement for the state fire marshal to work with the Department of Social Services on new building regulations for daycare centers, technical and clarifying amendments for two year old enrollment and universal preschool grants, and clarifying and technical cleanup related to attendance recovery.

The Golden State Teachers grant program instructional continuity for K-12 education on higher education. The bill changes the due dates for legislative reports from the community college chancellor's office and increases the cap on the number of community college rising scholars programs to 65.

Thank you Mister speaker. Members, I rise respectful opposition to AB 179 under existing law, the SFEU, the Special Fund for economic uncertainty, gets too big. A temporary quarter cent sales tax reduction is triggered. This new account will do nothing more than continue to grow the state government instead of returning money to taxpayers.

The Legislator created the budget deficit savings account in 2018, but has yet to utilize the reserves. I respectfully asked for no vote.

Thank you Mister speaker and Members, I rise in strong support of AB 179 and want to thank our budget Chair, as well as our speaker, and as well as our previous budget Chair and our previous speaker for their support in establishing the forced sterilization compensation program alongside the victims compensation board Members.

This was five years in the making, and it was a no and a no and a no time and time again until finally we were able to do it in the budget.

And I want to extend my heartfelt thanks to all the individuals at the victims compensation board for caring so much about the survivors that were forcibly and unknowingly sterilized without their consent.

This policy has allowed for us to be able to not only recognize and honor those survivors, but also show a direct impact on how our state budget has a very real effect on real human beings and how we're able to acknowledge the injustices of the past, especially when it came to forced and unknown sterilization.

Everyone has a right to be a parent and that should be their choosing.

And so this policy allows for the program to be extended on the appeals level until January 1 of 2025, allows a review of the denied claims with good cause and mandates reporting on January 1 of 2025, and extends the program until January 1 of 2026 with the repeal of July of 2026.

Again, a big thank you to our chair of budget for making this possible, and again, for all of the survivors and all the individuals that still have a pending case.

Know that you are heard, you are seen, the victim's compensation board cares about what happened to you at a state institution where you have been denied the opportunity to be a parent, to be a mother. That should have been your choice.

And so, again, know that we hear you, we see you, and that the victims compensation board is doing everything it possibly can to ensure that you have the you have an answer to your appeal. And again, respectfully request an aye vote on AB 179.

And I am just so, so grateful to have been able to do this work in our California State Assembly. Thank you.

AB 181 is the budget trailer bill implementing the memoranda of understanding between the State of California and bargaining units 5, 8, and 10 which cover the state's Highway Patrol, firefighters, and professional scientists. This bill implements negotiated and agreed upon general salary increases and benefit adjustments.

Of note, this bill will begin implementing a reduced duty week for firefighters from 72 hours to 66 hours without impacting take home pay. The bill also provides various salary adjustments for our state scientists and the general salary increases for our Highway Patrol Officers. Thank you, and respectfully request your aye vote.

Thank you. Mister speaker pro tem and good morning, everybody. I want to take a brief moment to recognize and celebrate the retirement of two staff Members, Marianne Coniro and Berta Davis of our democratic office of Communications and Outreach.

And since the early nineties, both of these incredible women have held several roles in our state Legislature, from Chief of Staff to ledge, assistant to a district Director and outreach consultant. And first, Marianne. Where's Mary? Ann? Marianne started her political career in high school when a friend was suspended for violating the school's hair guidelines policy.

Marianne was so motivated and upset by the suspension that she went to the registrar of Voters in Amador County, where she requested home addresses and had her mother escort her around as she knocked on doors to personally survey the opinions of parents.

Her goal was to collect and understand parents perspectives, their attitudes and their perceptions towards the school's policy on her guidelines and the impact that the guidelines would have on student academic achievement. So Marianne, she presented her results to the school board, and the school board changed their hair guidelines policies.

Her interest in politics, her personal activism, only grew from there, and eventually her efforts led her here to our state capitol. She went on to serve under the leadership of six Assembly speakers. And looking forward, Marianne plans to spend more time with family and friends as she wants to learn to surf and hopes to continue to give back by volunteering for an organization that uplifts people.

Her advice to younger staffers is to be honest and truthful, admit your mistakes, always keep your word, and master an issue area that you are passionate about. Marianne, thank you. And now we have Miss Berta Davis.

Berta has worked in the California State Legislature for more than 30 years, and she got her start here at our state capitol because of former Speaker Willie Brown. During her first week on the job, she was on the receiving end of a call from the former speaker. And Berta, well, she put the speaker on hold and naturally, Speaker Brown, he hung up on her. So Berta quickly learned that you never, never put Willie Brown on hold.

In her more than 30 years here, Berta says her fondest memories include listening to the Dalai Lama on this very floor and meeting Hollywood actress Halle Berry when she came to the Capitol to offer testimony on an anti paparazzi Bill. In retirement, she plans to spend time with her granddaughter, her great niece, and her great nephew.

Her best piece of advice to staffers. Learn and retain as much as you can. Thank you, Berta Davis, for your service to our state. You and Marianne will certainly be missed, and we have so much gratitude for all of your contributions. Thank you.

Thank you, Madam Speaker. I'm going to. I know we don't usually do long presentations in a concurrence of sentiments, but I'm going to divert from that today. I'm going to start by telling a story. When I was practicing dentistry in the late eighties, I went to a dental society meeting.

And at that meeting I had noticed over the years that I was practicing in a little town of about 3600 people.

And all of the leadership and all of the focus for the dental society was on the large metropolitan area of Santa Rosa, which isn't big by a lot of standards here, but that was the focus of that.

And I went up to one of the leaders of the dental society and I said, why isn't there more rural representation? It's a big dental society, three counties. Why isn't there more rural representation? And he looked at me and he turned around and walked away.

And that really for me was a seminal moment in my fight to represent the folks in rural communities way back in the late eighties. It led me to work on the dental with the dental society. Eventually the dental Association and eventually led me here.

They say, don't fall in love with your bills, but I fell in love with this one before it was a Bill. I say fall in love with your bills. Don't. Maybe not the Bill itself, but the passion. Show some passion for the subject matter and don't quit. We started working on this three years ago. Three years ago.

This Bill left this house a year ago, 14 months ago, and sat in Senate health. Eventually, yesterday was passed off the Senate Floor. So what does this Bill do?

This Bill would authorize a distressed hospital loan program recipient, a small hospital, a rural hospital, a critical access hospital, or a healthcare district as defined and accepted as specified to seek approval from the Department of Health Care Access and Information for delay to the January 12030 for the purpose of complying with seismic deadlines.

And so I heard loud and clear from our colleague from San Jose yesterday, we need to get this done. I absolutely agree. We need to get this done. But I want you to consider for a minute that I represent six critical access hospitals.

And for those of you who don't know what a critical access hospital is, it's a hospital that has 25 beds or less. There are 37 in the state, and I have six of those in my district. And it's challenging. One of those hospitals has nine beds.

So you tell me how a hospital like that compares to Cedar Sinai in La or any Kaiser in Oakland or Sutter in Santa Rosa. It doesn't compare. Yet we put the same parameters around all of these hospitals that don't have the same revenue sources.

They don't have the same access, they don't have the same labor pools in those areas. And so my plea at 1.0 was I met with people who, to talk about, how can we change that? And I said, I asked for help. I asked for help from labor.

I asked for help from a variety, for help from HKI, asked for help from a lot of folks. How can we make a difference for some of these smaller hospitals? And originally, this Bill only had 40 hospitals in it, roughly because of the criteria we created.

It's unusual that this Bill is actually bigger and more expensive than it was when it started. And I think that kind of reflects the challenges of the issues that we're facing with hospitals.

But part of the reason I did this is that, you know, in associations and things, you know, it's often the big dogs with the big tails that wag furiously and get all the attention. And a lot of these smaller hospitals, while they're Members of the same associations, they don't get that attention.

Just like folks in rural communities don't get the attention. They don't get the technical support. They don't get the help that they actually need to get some of this done. And it's just the way it is. But it's the people that I represent. It's people that a lot of you represent.

This Bill is bipartisan, bicameral, and it's a really important Bill. Give these hospitals, some of them single story wooden structures, and one in my district, we've survived earthquakes of 7.0 magnitude. Never lost a day of service. Never lost a day of service. But it's a small hospital. It's struggling to make ends meet.

And so they don't have the revenue. They don't have all that. So all I wanted was more time. And really what I really wanted was more technical assistance, help these hospitals comply, because the goal is to comply, just like my colleagues said from San Jose, been 40 years, and it's hard to comply.

And with this Bill today, we might get there. We might get there, and we still got another step. I have to convince the Governor that this is a good idea, and I hope, I hope he will sign this bill. But I want to thank some folks who have worked with me on this for a long time.

Laura Flynn, the chief consultant for the Health Committee, this has been a passion of hers, as it has been mine, and she's been with me every step of the way, and she's in the back of the chamber today. And I want to say thank you to Laura.

And I want to thank Roz Pullmano, who was our chief consultant in the Health Committee, for her help on this. And I want to thank my former chief, Liz Snow, who got us started on this three years ago. But I also want to put a shout out to a couple of other folks as well.

Angela Pontez in the governor's office who we worked with, and I have tremendous respect and appreciation for her help on this, helping to keep this on the tracks for us while we could hopefully work out the details.

Matt Leger, who was great and Frank with me and told me what I needed to know to be able to help protect workers and hopefully get this across the line. And I appreciate his frankness and the ability to work across the aisle with me and so many others.

And so they say, like I said, they say, don't fall in love with your bills and maybe you shouldn't, but fall in love with the issue. Fall in love with what you need to do to help represent the people that you represent, that you were elected to take care of.

Yeah, thank you, Madam Speaker and Members. I also want to rise in support of this legislation, and I want to thank the author for many years working on this issue, you know, really, really has been a champion of rural hospitals in many different ways.

You know, I can remember we were talking about, you know, on direct hire, you know, as well, you know, several years ago and got that through a lot of hard work on that.

And, you know, as was said, you know, our rural hospitals, you know, especially have been going through some very tough times, you know, as of late, going through Covid, having, you know, different issues that have affected them. But certainly meeting some of these requirements are not easy.

And especially for rural hospitals that are, you know, as you could probably imagine in some of our areas, this is the only hospital for hundreds of miles around. And when we're talking about, you know, maternity care and we're talking about the emergencies where people need to get to a hospital quickly. We can't do without them.

And the harsh reality right now is that many of them are on the verge of going out of business and leaving. And that is a scary thing for the author and myself, and I know many on our side.

The gentleman from Fresno has worked on this issue, the gentle lady from Beaver, who has worked a lot on this issue. So very appreciated that we can get this through. I think there's very strong bipartisan support for this today, but I am thankful the author and his team have been working on this for quite some time.

And, you know, the hope is that we will get that done today. We'll get this signed by the Governor because it is much needed relief for our rural hospitals. So thank you. And I ask for your, I vote on this measure.

Thank you, presiding officer and colleagues. I want to rise in support of this Bill, but at the same time acknowledge the work of the author, who has been a great champion for rural communities throughout the State of California. This issue is really at the core of the health and well being of our communities throughout the entire state.

And my direct connection to this issue is seeing two hospitals in our own district struggling to keep the lights on and the doors open and in some cases, make payroll the next few weeks.

This effort will help create a path to ensure financial stability for our hospitals and with the hopes of, yes, being able to come into compliance when it comes to these seismic retrofitting circumstances or other access to healthcare challenges that we have.

But it's important that we pay close attention to the issue because it's far greater than just the idea of hospitals being able to come into compliance. Communities that have challenges when it comes to access to healthcare are the same communities that have the economic challenges, the environmental justice issues.

And the list goes on and on and on as it pertains to making sure that we have a healthy, strong California for everyone. And oftentimes we hear conversations here on who should have and who shouldn't have access to healthcare. It's a fundamental right that we should all be fighting for.

And it starts with these types of efforts to making sure that all Californians have that same privilege and opportunity to have these services provided to them.

So I just wanted to stand in strong support of the Bill, but also say thank you to the author for being a great champion this last decade for this important work on behalf of my district and our constituents. We thank you. Respectfully ask for an aye vote.

Thank you, Madam Speaker. I, too, rise in support of ABA 69. I do want to thank the author from Healdsburg and the incredible work his team and himself has that they've been doing to get to this point. You guys have heard my story.

I think I sound like a broken record, but my community really is, has been a victim of kind of the disinvestment that has happened in rural communities and where there hasn't been equity in investing in hospitals, in areas that are medically underserved.

And so you guys have been very gracious in helping us get to a point where we will reopen that hospital. But we can afford this hospital to continue to have the same challenges, especially when it comes to seismic. Obviously, seismic compliance is critical.

But I think that this is a tool that will help them get to a place of stability.

And this is just one issue of the many issues that these small rural hospitals are having to deal with when it comes to the medical reimbursement rates, which we've done some work, but there's still more work to be done so that our rural communities get the equitable share of investments so that they can continue to have hospitals that are accessible to the families that are underserved.

And so today, I rise in support of this. I know that it's going to help Madera Community Hospital. And so I'm grateful for the author and the incredible work that they've been doing on this issue.

Thank you, Members, to our authorization. I look back and I think of the eight years on budget, sub one health and human Services just grilling the departments on these issues, forcing them to look at it, forcing them to understand the rural perspective of how much help we need in our communities. And I want to.

I want to thank you for that. I want to thank you for being in those trenches and spearheading those efforts, because we do have, and it's forgotten a lot, because the majority of our body is metropolitan and they don't understand what it's like to have to drive an hour, miles and miles and miles.

You might do an hour in traffic, but it's not miles and miles. It's not a whole day away from home if something happens and you have to go to a hospital.

And I think about it, when I was a kid, I remember a time my little brother got hurt and we had to drive him an hour and a half down the hill, bleeding out, just to get to an ER. Just to wait in line at the ER.

We deal with this seismic thing and it's a one size fits all. As the author mentioned, the way earthquakes affect the San Joaquin Valley is different. The way they affect the north state is different. But yet these standards, it's a blatant policy. We all want to make sure we have safe, secure hospitals.

We want to make sure people have somewhere to go to work. We want to make sure in the event of a natural disaster, that these hospitals are still standing. But we have a responsibility to make sure that the hospitals get the funding they need to get there. Covid killed a lot of them. Madera Hospital was mentioned.

I had Tulare Hospital shut down even before that. And we had to fight like hell with a lot of your help to get it reopened. And so we have these community hospitals that are on the chopping block that don't have the help, they don't have the needs to get to where they need to be.

And it is incumbent upon this body to do everything that we can. This measure helps us get there. And it's a very, very needed step to make sure that we have that safety and security, because nobody wants to live in an area where they don't have a hospital that they know they can go to.

So this helps us get there, helps us keep that safe. But now this will give us that new deadline that we really, really need to step up and get to. So Members have help us take those steps, help us get there.

And again, I want to thank the author and really, everybody that's been in this fight for getting us to this point. Thank you.

Mister Mathis, you are recognized. Thank you Mister speaker and Members. I actually encourage a no vote on this. Sadly, capping our wells actually gets rid of assets that we can use for storing hydrogen. And we can use them. We don't need to get rid of these assets.

We can actually turn them over and use them as sources to store green hydrogen so we can have that in the future. So capping them actually spends millions and millions of dollars to lose an asset. Which just logically doesn't make sense. We had a debate yesterday about how we needed hydrogen for the future.

Where are we going to store that hydrogen? We are able to store it in these wells. We can take them over, we can use them, and they can be assets in the green economy. It doesn't make any sense to blow millions of dollars to lose them. I ask for a no vote. Thank you Mister Mathis.

Thank you Mister speaker. There are nearly 15,000 idol lols in California that have not proven produced in over a decade. And there are nearly 10,000 idle oil wells that have not produced oil in over 20 years. Many of those wells were not drilled to modern standards and are not suitable for reuse.

Nothing in this Bill prevents an operator from applying for a permit to return a well back into production or pursue alternative uses that are consistent with California law. I respectfully urge an aye vote.

The State Water Board must then hold an additional public meeting to consider whether the exemption proposal meets the criteria for submission to the U.S. Environmental Protection Agency. This measure is essential to ensure California is able to reach its renewable energy generation and reliability targets through deployment of distributed energy resources. Specifically, the measure does three things.

It requires the CUP to apply the same rules for distributed solar to schools and apartment buildings as it does for single family homes by allowing them to self consume the energy they generate on site. So we're talking about our schools and people who have apartment buildings putting up solar panels so that they can use the power themselves.

It requires the CPUC to look at what other sets of meters are close enough in proximity to be considered self consumption for the purposes of participating in the virtual net billing tariff and net billing aggregation.

Sub tariff and author amendments last week added a sunset of July 1, 2033 to the measure so that we can reevaluate before the program continues. Simply put, this measure allows our public schools and apartment dwellers to use the energy they generate on their properties to power their own facilities.

Not only will this measure decrease energy costs for schools and renters, it also has the potential to offset future grid costs by reducing the demand to build transmission and distribution infrastructure, demand that is growing due to decarbonization regulations and climate targets that the state has enacted.

The bill simply requires the PUC to apply the same rules to everyone, including the ability to get credit for self consuming the energy a school or an apartment is generating from its own solar panels and simultaneously on its own property. I respectfully ask for an aye vote. Thank you.
