    California's current approach to potentially dangerous dog proceedings often leads to irreversible and life altering and quite frankly, life ending decisions such as euthanasia without the confidence of a thorough and equitable process. By introducing a clear and convincing standard in the State of California, which by the way is recommended by the American Veterinary Medical Association.

    AB793 ensures that decisions such as this are made with greater care and accountability. AB 793 will help us better protect families, communities and the well being of animals, while ensuring that public safety remains a top priority.     Good morning, Madam Speaker and colleagues. I rise today to present House Resolution 32 which would recognize the week of April 17th to the 23rd of 2025 as Cambodian Genocide Memorial Week. April 17th marked the 50 year anniversary of the start of the Khmer Rouge.

    Between April 17, 1975 and January 1979, the Khmer Rouge of Democratic Kampuchea under the leadership of Pol Pot, committed acts of genocide and crimes against humanity against the Cambodian people. This genocide resulted in the deaths of over 1.7 million Cambodians. That represents nearly a quarter of the country's population.

    The Khmer Rouge regime also sought to eliminate any trace of Cambodian culture by systematically killing those with education alongside artists, dancers, religious leaders and their institutions. Families were torn apart and many ultimately fled the country.

    California is now home to the largest population of Cambodian Americans and the City of Long beach in my district is the home to the largest community of Cambodians. Outside of Southeast Asia, we also just celebrated Cambodian New Year in my district with parades and cultural festivals that I was honored to attend.

    I'm so thankful for these celebrations and traditions in our diverse community that help us deepen relations and broaden our cultural understanding. HR32 honors those lives lost during the Cambodian genocide and it ensures that we continue to remember the impact of this tragedy within the Cambodian community. Today I rise in memory in honor of the victims of the Cambodia genocides and the tragic chapter in history that left deep scars on our nations and its people.

    Remembering to never forget those who have survived and remember the resilience of these people that we should stand against hatred, intolerance and never be silent on the things that matter. That's what Dr. Martin Luther King said. And he said that silence is a form of betrayal.

    So between 1975 and 1979, an estimated 1.7 to 2 million Cambodians lost their lives under a dictatorship. Families were torn apart, communities were destroyed and culture was almost erased. Yet in the midst of this darkness, the resilience of the Cambodian people still shines through today.

    Their journey of healing and reconciliation is a testament of their strength and their spirit to fight on. As we remember those who suffered and perished, let us reaffirm our commitment to never forgetting what transpired in this history.     We must not forget the crimes committed and continue to support our Cambodian community, many of whom call California home, as the author noted, making our state the largest population of Cambodians outside of Southeast Asia.     Thank you, Madam Speaker. Colleagues, I rise to maybe just put a little bit of context to what genocide and that word actually means. A few of you know, it's been about 20 years since the last time I've been over to Cambodia, 2007, so almost 20 years. But when you talk about genocide, this happened in our generation.

    And it's crazy when you go over outside of Battambang into the killing fields of Cambodia and in 2007, at that time, you were still seeing human jawbones on the pathways. You would still find long bones that you would pick out of the ground and lean up against a tree. Every night.

    They would pick those bones up and take them away. This was in 2007. So when we talk about genocide, understand what we're talking about. Pol Pot didn't just shoot people. He didn't want to waste human life, wasn't even worth the bullet. They'd hit him with a hoe. They'd hold their kids and hit them against a tree.

    These are the atrocities. When we talk about genocide that happened to the Cambodian people, Pol Pot wanted to turn it back to year zero, taking away all their culture. So you've had a degree. If you were a Doctor, a musician, a teacher, you were done.

    The resurrection really, of that culture has been second to none because they really had to re identify themselves and rebuild their entire community and certainly their entire culture. So every year when we do this, it is fascinating that we just. We hear the word genocide.

    And I really do think it's important to really think about what genocide means and just respectfully ask for an aye vote and thank my colleague for bringing us forward again. So thank you.

And I wanted to, you know, recognize, you know, someone special in our capital community, Todd Tran. In the corner over there.

    You know, Todd has often shared with me, you know, his personal experiences of being a survivor of the Cambodian genocide. He was a young boy who survived the genocide, and, you know, he often tells me about how, you know, he still remembers the horror like it just happened yesterday.

    Thank you, Madam Speaker and Members, I just want to rise and thank our. Colleague for bringing this resolution. As many of you know, and as. We'Ll be talking about next Monday, my grandparents were survivors of the Holocaust, one of the greatest genocides in history, if not the greatest. And a few years ago, my husband.

    And I had the privilege of traveling to Cambodia. And it was amazing as someone who. Lives the story of surviving genocide, to be in the midst of so many people in a country so scarred by a genocide that is so recent in history, and to feel the connection across.

    Worlds of what it means to understand that trauma and to see it in your midst. And the lesson I took away from. That was that it doesn't matter what. You look like or where you're from, that those horrors can be real anywhere, and that we should come together in. Acknowledging them, in remembering them and committing.

    Madam Speaker. Members, today I rise to honor and celebrate the life of a steadfast Hollywood community hero, the late Officer Paul Philip Jordan, who passed away tragically on January 22nd. Officer Jordan was the senior lead officer in the Hollywood Division of the Los Angeles Police Department.

    He died in a car accident while off duty at the age of 58. Assimi Valley native, Officer Jordan dedicated more than 29 years of service to Los Angeles Police Department, nearly all of that time spent protecting and uplifting the people of Hollywood. He was 11 months shy of his retirement.

    For 22 years, Officer Jordan served the Hollywood community with unwavering commitment and compassion. When you think of Hollywood, the people of Hollywood, think of Officer Jordan.

    Over the years, he took on many assignments, from working Walk of Fame ceremonies to launching a group of community leaders, business owners and service organizations in the Hollywood area to strengthen the relationship between residents and the Los Angeles Police Department.

    Officer Jordan led by example and is remembered as a steady presence and a positive force in the neighborhood. And every year, there was one special assignment he looked forward to. With his wife by his side, they would appear as Santa Claus and Mrs. Santa Claus to hand out toys to children at the Hollywood Division's annual holiday celebration.

    Officer Jordan would visit my district office, ready and willing to assist my district staff any way he could. We would see him at events around our district. We truly love. He truly loved his community.
